HEARING - Lindstrom Shoreline Substantial Development Permit
Motion by Mayor Jarstad and Commissioner Stewart to hold hearing at this time,
carried.
TAPE #145 LINOSTROM SHORELINE SUBSTANTIAL DEVELOPMENT PERMIT
(A) 1038 Clerk stated tbe hearing had been advertised and posted as required by law.
Ken Attebery, Planning Director, stated the request is for a Shoreline Sub-
stantial Development Permit' to develop a new parking area and improve an
existing parking area. He read from the Staff Review giving applicable
shoreline policies and regulations and department comments. He stated access
will be provided as it is now from 4th St. e~st of Washington Ave. He recom-
mended that the Shoreline Management Substantial Development be granted
with the following conditions: (1) Applicant should grant a public access of
not less than 15 ft. in width along face of the slope, the exact location and
granting of that easement to be determined at a future date when a waterfront
access and trail plan is formulated by the City; (2) Parking area should be
screened with at least a 4-ft. high fence; (3) Storm water drainage system
should contain oil separators to remove pollutants before the storm water flow
to the bay; and (4) Applicant review site design as there may be ways to
increase the number of parking stalls; and, ~n addition, the site should be
developed essentially the same as the site plan presented with the application.
Discussion followed regarding the conditions suggested by Mr. Attebery and
Jim Root, City Engineer, explained that the oil separator is a very inexpensive
piece of equipment. Mr~ Attebery stated this is something that is being
incorporated in every private development in the City.
Dr. Edgar Derrig, 400 Washington, asked why a fence had to be put in now
since they have had a parking lot at this location for 20 years. Mr. Attebery
explained that the reason he recommended screening was simply to carry out the
inten~z of the Shoreline Master Program. He stated the Shoreline Plan requires
screening, and this fence would screen portions of the lot. Discussion followed
regarding the easement and Mayor Jarstad stated that easement would only be
utilized in the case of an overall beautlfication-development and waterfront
access at some future date. Dr. Derrig stated he has no objection to that, but
he sees no sense at all in constructing a fence.
Motion by Mayor Jarstad and Commissioner Stewart to approve Shoreline Sub-
stantial Development Permit subject to the following conditions: (1) Appllcant
grant a public access of not less than 15 ft. in width along face of the slope,
the exact location and granting of that easement to be determined at a future
date when a waterfront access and trail plan is formulated by the City (2)
Parking area to be screened with at least a 4-ft. high fence; (3) Storm water
drainage system to contain oil separators to remove pollutants before the storm
water flow to the bay; and (4) Site to be developed essentially the same as the
site plan presented with the application. Under discussion: Commissioner
Stewart stated he would like to see the process streamlined and Mr. Attebery
explained that the minimum time that a permit can be processed is 60 days.
Mayor Jarstad commended Mr. Attebery on his presentation and the work he has
put in. Motion carried.
