She read Planning Commission Resolution No. 506 recommending denial.
Ken Attebery, Planning Director, explained the applicant is appealing the decision
of the Planning Commission to deny a variance to allow parking in the front yard
setback and to require screening. He discussed the existing land use and zoning
and surrounding land use and zoning and stated that parking is needed in the down-
town area.
A lengthy discussion followed regarding the variances and Mayor Jarstad asked
if a temporary variance to the screening requirements could be approved. Mr.
Attebery and Mr. McCluskey agreed that this was a possibility. Mr. Attebery
stated the applicant is requesting a variance 'from all screening requirements,
but he felt the screening requirements were very minimal. Commissioner Swanson
asked about screening along the alley and Mr. Attebery explained the lot is
four or five ft. below the alley level and the elevation would provide adequate
screening.

TAPE #146 PETTIBON VARIANCE APPEAL
(B) 969 Clerk stated the hearing had been advertised and posted as required by law.
She read Planning Commission Resolution No. 504 recommending denial.
Ken Attebery, Planning Director, stated the applicant has requested a variance
· to reduce the rear yard setback from 25-ft. to lO-ft. to allow for a 117-ft.
building as op~osedto a 102-ft. ~uildlng. He discussed the surrounding land
use and zoning and stated the variance to allow an additional 15-ft. extension
to the proposed building would have an insignificant effect on the development
of th~ site.
PROPONENT:
Grover Pettlbon, 1940 Sylvan Way, stated his intent is to build a professional
building of which he would occupy approximately 15OO sq. ft. and the rest of
the building would be occupied by other professional people. He stated it
wou.ld be a low-profile building; that they want to excavate 4 ft. into the ground
to allow better usage. He stated there is a 6-ft. fence which screens his
property from the R-1 zoned property and there would be further screening by
small trees. He stated he would get better use of the land if the variance
were approved. He read a letter from M. H. Richardson, Partner of Cedar Park
Apartments, dated Dec. 19, 1978, which stated they see no adverse effect of a
building within 10 ft. of the property line. This letter is on file in the
Planning Dept.
Commissioner Swanson stated it would be very difficult for service equipment
to make a turn in a 10-ft. width and he feels the 25-ft. rear yard should remain.
Mayor Jarstad stated he feels the open spac~ is needed and he concurs with the
recommendation of the Planning Commission.
Motion by Mayor Jarstad and Commissioner Swansbn to follow recommendation of
Planning Commission and deny variance, carried.

stated the maximum would be a' $50,000.00 grant. Discussion followed and Mayor
Jarstad stated his concern is that Evergreen Pool will be in use only temporarily
and he feels that a grant for the new year-round pool makes more sense. Mr.
Attebery stated he is working with a consultant from Seattle, at no charge to
the City, ann the consultant feels that Evergreen Pool can be heated'with solar
energy. He stated' the only reason solar has a chance at Evergreen is because
the operation is strictly a summer time operation. He requested authorization
to proceed with the application and Mayor Jarstad stated he sees nothing wrong
with preparing an application.
Meeting adjourned at 11:40 A.M.
