CBD PARKING COMMITTEE RECOMMENDATIONS
Clerk read recommendations of Parking Committee and answers of Police Dept. and
Engineering: (1) Decrease the maximum time allowed on the meters in the CBD
to 2 hours; and budget and hire one additional police officer or metermaid to
monitor the meters in the OBD. Police Dept. and Engineering both agreed with
this suggestion. The Police Dept. stated it would require one additional police
officer for enforcement purposes. Mayor Jarstad stated there is no way the City
can hire additional personnel; that enough money is not budgeted for an increase
in personnel. He stated the signs could be changed to allow only 2 hour parking.
Chuck Bair stated the Parking Committee believes that the enforcing has to be
looked at by the City; that parking is not being enforced and people continue to
park in posted areas. (2) Eliminate parking on both the north and south side
of Burwell between Warren Ave. and Naval Ave. and increase the speed limit to
30 mph. Police Dept. ane Engineering both agreed with this suggestion. (3)
Increase the speed limit on Warren Ave. from llth St. to the Warren Ave. Bridge
to 30 mph. Police Dept. and Engineering both agreed with this suggestion.
(4) Prohibit truck loading and unloading in the CBD between the hours of 11A.M.
and 6 P.M. Police Dept. and Engineering both stated this suggestion should be
studied further because it could work a hardship on some businesses. (5) Remove
parking on both sides of 6th St. between Pacific Ave. and Warren Ave. Police
Dept. and Engineering both agreed with this suggestion. (6) Provide special
motorcycle parking at key locations in the CBD. Police Dept. and Engineering
both agreed with this suggestion. (7) Develop a preliminary design and cost
estimate for multi-level parking in the Craven Center area. Police Dept. and
Engineering both agreed with this suggestion. Commissioner Stewart stated the
bulk of the parkers at Craven Center are PSNS employees and very few shoppers
park there even on weekends. Discussion followed among Commissioner Stewart,
Mr. Bair and Mr. Soriano regarding building a multi-level parking lot and Commis-
sioner Stewart stated a financial study should be done before anything is built.
Mr. Soriano suggested that one level at ~ time be buf~t and Commissioner Stewart
stated it would cost $5,000 to $6,000 a space to build a parking facility one
level at a time and he does not think people wii1 be willing to pay that much.
He stated the money from the parking lot goes to pay off the City Parking Garage.
Discussion followed regarding the Parking System Fund and Commissioner.Stewart
stated this money is used to pay off the Parking Garage and.make '.improvements
in the parking garage; that any money left over from that.goes ~o the General
Fund. Mr. Soriano asked about federal funding and Mayor Jarst.ad stated that
unless the City gets some financial support from the Federal Government, this
project is not feasible. He stated further that Mr. Theroux is working on the
grant aspect of parking. Mr. Bait asked the commissioners for a decision on
the suggestions presented today and Mayor Jarstad stated he would like to have
a report back from Engineering regarding the removal of parking on Burwell and
a report from the Police Dept. regarding the removal of parking on 6th St.
before a decision is made. He stated he would also like to have the concurrence
of the Police Chief before a motion is made.

PROPOSED LID HEARING - 15th to 16th, between Broadway & Warren
Motion by Mayor Jarstad and Commissioner Stewart to hold hearing at this timer
carried unanimously.
Clerk stated the hearing had been advertised and letters of notification sent
as required by law. She read letter from City Engineer, dated July 3, 1978,
which stated the estimated cost of the LID is $6,198.00. She then read letter
from Ronald D. Henderson, dated June 19, 1978, which stated he feels he should
be compensated for the portion of alley that he owns. He stated if no compen-
sation is made, he must object to the LID. He also suggested placing speed
bumps and speed signs to slow down speeding traffic.
Gerry Thornburgh stated the estimated total cost is $6,198.00 and it will be
paid for 100% by the LID property owners. Jim Root, City Engineer, stated Mr.
Henderson appeared to be in agreement six months ago when the documents for
the LID were prepared and it has come as a surprise that he is not in agreement
at this time. Mr. Thornburgh stated that Mr. Henderson's assessment comes to
$516.00 for his share of the LID cost; that the City should make him some kind
of offer and something should be worked out. Mr. Root recommended that City
Council allow them to go ahead with the LID as this is only the preliminary
estimate. Mr. Ryan stated the City should enter into negotiations with Mr.
Henderson to purchase this property. Commissioner Swanson stated that upkeep
and maintenance of that alley is outrageous because of use by Olympic College.
W. L. Page asked if the law could be changed in order to allow speed bumps to
be installed and Commissioner Swanson stated that would have to be done at the
State level. Mr. Page stated that $500.00 seems like a lot of money to improve
this alley and he asked if the people were paying for the materials and the City
was supplying the labor. Mr. Thornburgh replied that the people pay for both
the materials and the labor. Mr. Page stated again it was a lot of money for
three yards of asphalt.

REMUNERATION FOR CIVIL SERVICE COMMISSION
Clerk read letter from Civil Service Commission, dated June 29, 1978, which
requested that City Council establish some sort of remuneration to partially
compensate the Civil Service Commission for the many hours they are spending
to discharge their duties. Commissioner Stewart stated they Rave asked for
$40.00 a meeting and he has no objection to compensating them. Commissioner
Swanson stated he felt if compensation were paid, it should be by the month
and not by the meeting. Mr. Moore~ Water Superintendent, asked if this would
set a precedent for other boards and commissions. Mayor Jarstad commented that
the Planning Commission meets more than the Civil Service Commission and they
are not compensated. A lengthy discussion followed and it was the consensus
of the Commissioners to check with other cities and determine what their policy
is.
