COMMISSIONERS' REPORTS
Commissioner Stewart:
1. Discussed the parking situation and stated there will be 60 spaces available
on each floor for monthly parkers and they will be on a space available basis.
He stated a space will not be guaranteed for monthly parkers. Cost is $11.OO per
month on the top floor, $16.OO on the 4th floor and $18.O0 on the third floor.
2. Stated that because of the cost of hardware of computers, the capacity can
actually be increased 2~ times without increasing the monthly fee. He stated he
will bring in a contract in the next week or two for Council approval.
3. Spoke of the Craven Center parking lot and stated he had talked to a company
in New Jersey and they discussed a price of approximately $3,000.00 per space,
while local estimates are from $5,000.00 to $10,O00.OO. He stated the company
in New Jersey does not build on the West Coast but he may be able to work some-
thing out; that he has sent for drawings to see what they can do for the City.
Commissioner Swanson:
1. Stated 72 building permits were issued in July totaling $363,504.00. This
included only one single-family dwelling.
2o He presented Changes and Additions to Position Descriptions of Wastewater
Employees and Memorandum of UnderstandinK. He requested that the City Commis-
sioners review the changes and refer the Memorandum of Agreement a~d changes
to Civil Service for their review.
Motion by Commissioner Swanson and Mayor Jarstad to review the changes and refer
to Memorandum of Agreement and changes to Civil Service for review, carried
unanimously.
Mayor Jarstad:
1. Stated there will be a presentation in the next two weeks regarding the 1979
budget and he asked that as many management level people as possible attend. He
spoke of the loss of revenue which has been estimated as high as $365,000.00 and
spoke of the necessity of putting approximately $200,000.00 into the Firemen's
Pension Fund as the existing resources in that fund will be used up in early 1979.
He stated all these figures need to be pointed out to all the management people
and the Commissioners will be open to any of their suggestions. He stated this
will probably be the most difficult budget yet the City has seen. Commissioner
Stewart stated that one of the things department heads have a tendency to do is
preserve employees and not buy equipment that is necessary, and he feels equipment
should be bought if it saves money.
2. Mayor Jarstad asked City Clerk to find out how much time is needed to have
something on the November ballot.
Meeting recessed from 10:25 A.M. until 10:30 A.M.
HEARINGS - Kitsap Lake Zoning Study - Part I, Kitsap Lake Zoning Study - Part II,
Haselwood Datsun Co. Rezone, Barnard R/W Vacation and Consideration &
Adoption of Community Development Citizen Participation Plan
Motion by Mayor Jarstad and Commissioner Stewart to hold hearings in order listed
above, carried unanimously.
TAPE #137 KITSAP LAKE ZONING STUDY - PART I
(B) Clerk stated the hearing had been posted, advertised and residents notified as
required by law. She read Planning Commission Resolution No. 489 recommending
approval. She stated 54 advisory ballots had been sent, 17 returned with 11
agreeing and 6 disagreeing.
Ken Attebery, Planning Director, stated this is a rehearing which was required
due to inadequate public notice having been given for the April I8, 1978 Planning
Commission hearing on this zoning plan; that this was due to errors in the pro-
perty ownership lists from which the notification of property owners was made.
He explained that these lists have been checked and verified and all property
owners have been notified as required. Mayor Jarstad asked if there are any
other changes other than the notification and Mr. Attebery stated it was recom-
,~nded that the Backman ownership be extended to a full 250 ft.

Motion by Mayor Jarstad and Commissioner Swanson to approve zoning pattern for
Kitsap Lake, Part I, subject to conditions set forth by Planking Commission and
that Backman ownership be extended to a full 250 ft., carried unanimously.
~E #137 KITSAP LAKE ZONING STUDY - PART II
:B) 179 Clerk stated the hearing had been advertised, posted and residents notified as
required by law. She read Planning Commission Resolution No. 469 recommending
approval of rezone from R-1 tc R-2. She then read letter from Gordon Watgren,
dated July 31, 1978, which stated that the property has always been used as
commercial and he believes that it should be zoned commercial instead of R-2.
Mayor Jarstad stated Mr. Watgren should petition for a rezone if he wants it
rezoned to business.
Ken Attebery stated the subcommittee had recommended that the property be zoned
B-2, but at the full neighborhood meeting, it was changed to R-2. He stated
the Planning Commission approved an R-2 zone and the applicant is now free to
request other zoning. He described the proposal using a colored sketch and
explained the surrounding land use is public land and NAD Park to the north,
residential to the east and west. He stated the site contains a non-conforming
business use that cannot be expanded under R-2 zoning. He recommended striking
the reference to expansion of existing commercial buildings from the Planning
Commission Resolution.
Jim Strait, 6530 Harlow Dr., explained that the residents felt this property
should remain residential because the surrounding property is residential.
Commissioner Stewart stated that maybe some type of business could fit in there
in the future. Commissioner Swanson stated he can see this property developing
into a multi-unit apartment complex and creating much more traffic than a specific
business; that this is an effort to put these zones back into their accepted uses.
He questioned the choice of an R-2 zone in light of the fact that it has always
had a commercial use.
Motion by Commissioners Swanson and Stewart to return proposal to Planning
Commission for some additional review in light of the fact that it has never
been R-2. Under discussion: Mayor Jarstad.stated it would be just as fast
if Mr. Walgren would petition for a rezone. Commissioner Stewart stated that
he has reservations about downzoning someone!s property. Mr. Attebery stated
the options are allowing the private owner to petition for a rezone or have the
City Council initiate a higher zone. Discussion followed and Mayor Jarstad
stated he felt the rezone to R-2 should be approved and let petitioner request
a higher zoning; that it would get back to City Council faster. Commissioner
Swanson stated it is his feeling that it is pointless to rezone property without
some particular overall plan in mind or leave it alone until the owner requests
a fezone. He pointed out that it has been a commercial or business use for 35
years and has never had an R-2 designation. Question was called and all three
Commissioners voted no.
Motion by Mayor Jarstad and Commissioner Stewart to follow recommendations of
Planning Commission and approve rezone from R-1 to R-2 with conditions set forth,
and strike reference in second condition: ". .additions to existing commercial
or residential buildings which does not increase the cubical content by more than
25%". Under discussion: Commissioner Swanson stated he still has the feeling
that R-2 is the least desirable zoning that could be put in there. Motion
carried as follows: Mayor Jarstad, Yes; Commissioner Stewart, Yes; Commissioner
Swanson, No.
~APE #137 HASELWOOD-DATSUN CO. REZONE
(B) 912 Clerk stated the hearing had been advertised, posted and residents notified as

colored sketch. He stated the parcel lies on the south side of 6th St.; the
surrounding land use is commercial to the north and east, R-2 to the west and
R-1 to the south. He stated the applicant has indicated that a 5-ft. solid
screen fence will be put up along the south property line with landscaping along
6th St. He stated further that Planning Commission recommended that access to
6th St. be limited to one access drive which is aligned with an existing access
drive on the north side of 6th St.

zoning. He stated it is a small Daz~el that is now used fop Dapking~ and the size
is approximately 20 x 40 ft. He stated furtheP that he recc~tmended vacation, but
the Planning Co.u,~ssion chose to deny the request.
C~x,missionep Swanson stated this property is costing the City money fop upkeep
and it has no futupe intepest: that theme is no sense in petaining a piece of
ppop~z,ty like this unless the City plans to beautify it. Discussion followed
pegaz~lingapproval of the vacation and MP. Attebery stated if it wepe aDDroved,
it should be vacated subject to existing utillty easements. He suggested the
City exercise its Pight to be ccmpensated UD tO one-half of the appraised value
Of the vacated piZht-of-wayand Conmlissionem Stewar/c agreed with this. Commis-
