CITY :COMMISSIONERS MEETING MINUTES S.sptember 5, 1978 Page Two The City Clerk stated that we must either go with this proposal as submitted or reject the bid entirely as we cannot negotiate with the contractor for an · entirely different remodeling job. Mr. Attebery explained the surrounding land use east across Marine Drive is a small grocery zoned Kitsap County Business Neighborhood and residential use, zoned Intermediate, a flexible medias desnity residential zone. South on Marine Drive is R-1 on two fifty foot lots. They are part of Roller Rink ownership, which is B-3. Further south is a marine supply and boat sales facility zoned B-3. West is residential and vacant zoned R-1. North Marine Drive and Rocky Point intersect with residential use and zoning beyond. The site plan indicates a new parking area to the SE. He stated that Mrs. Reed originally wanted to utilize the lower part of the building for a small tune-up garage but now she would like the B-3 zoning to legitimatize the existing use, which is currently a non-conforming use. He stated that the main concerns are traffic and the amount of opposition to the ~=e. ze~e~ - Plann/ng did reconnend zoning to B-2 with a number of conditions. ...I In response t~ a.question from Co-~.issioner Stewart, Mr. McCluskey stated that the City Council can pu~ xes~rict/~ne~:on~Ehe rezu~e ~r~ a-I ~ ~-3..~e :c~nditiOn 4 CITY COMMISSIONERS MEETING SEPTEMBER 5, 1978 Page Five Reed Rezone-continued could be that it. remain as a Swap and Shop. RECONSTRUCTION OF CAMBRIAN/FARRAGUT INTERSECTION Assistant City Engineer, Gary Case, stated that the State Highway Department came to the City to discuss a resolution to the problems at this intersection. Mr. Case pointed out the several problems in this area using a sketch. With the use of a divider to eliminate through traffic to Cambrian going North and a left turn on ~o Farragut going east you will increase capacity and have two lanes out and two lanes in. West on Farragut remains the same. Discussion ~ollewedlregarding the poor situation going West on Farragut and Mr, Case explained that it is a prollam but that the State will only pay for the work on Highway 303 and to improve Farragut west would cost a great deal of additional money. There may be funds in the future to widen Farragut but that is not a part of this proposal. Brooks Snyder, 416 South Lafayette, stated that the City would lose its bus route on Farragu= becauseofthe divider. He discussed the left turn lane off of Farragut on=o Wycoff and the traffic problems this causes, He stated that people going west on Farragut~change lanes goimg around the corner and cause many accidents and traffic problems. 5 ClT~ COMMISSIONERS MEETING SEPTEMBER 5, 1978 Page Six Cambrian/Farragut Intersection - continued Cummissioner Swanson stated that we have to do what we can now with the money available.
