Also present were Commissioner Stewart, Commissioner Swanson and City Clerk Mandio. Mayor Jarstad stated that this meeting is to discuss the Block Grant Program. Me introduced Kay Wilson and Ken Attebery of the Planning Department for their presentation. Ken Attebery stated that tonights agenda covered the areas of Community Profile, Community Development & Housing Needs and Comprehensive Strategy. The Program of Activities is broken into a one year program and three year set of activities. Bremerton has been asked by HUD to submit a full three years application. In 1977 Bremerton began to work with the Smith and Charleston/National neighborhoods in assessing needs, projects and activities. The priority in this program is on low and moderate income areas. A copy of City of Bremerton Block Grant Application was distributed. Ken reviewed the Community Profile which included Population Characteristics, Income Characteristics, Economic Conditions and Housing Conditions. This information is to aid HUD in understanding the problems in Bremerton. A discussion followed between the Commissioners and the Public in attendance regarding the number of rental units in the area. There was concern that wealthy owners of rental units that are in poor condition would receive funds to repair their rental units. Mr. Attebery stated that we could help tenters by having the landlord subsidize low income tenters. He stated that we would not get into the rental rehabilitation in the first year of the program. Kay Wilson discussed Community Development and Housing Needs in the Smith and Charleston/National areas. Discussion centered on the priority placed by the neighborhood on the repair and operation of the Evergreen Memorial Sw{mming Pool. It was felt that the new pool in East Bremerton is too far away for some West Bremerton residents" and that the cost of admission to the new pool would eliminate · its use for some low income children. Estimated repair of the pool is $35,000 and estimated cost of operation in the first year is $17,000. Mayor Jarstad stated that the Memorial Pool is in poor shape and that the City did not have funds to restore it. He stated that the neighborhood put a high priorityon the pool and the Government will fund this but we cannot charge admission in the low income area. He felt that we should go ahead with the pool restoration and operation. He stated that we can cut down on staffing cost of the pool by not having alot of swimming classes that take staff time. The Streets and alleys and Fire station in the Smith area were also discussed. Kay Wilson discussed Section IV Comprehensive Strategy of the Block Grant Application which gets into the Block Grant proposal. She distributed a sheet showing estimated cost over the three year period. She discussed the use of loans, grants and deferred payment loans f~r the housing rehabilitation project. The second year of the rehabilitation program we would get into the rental area. Suggestions from citizens were nade for red tagging houses in need of repair and distributing free paint. Discussion centered on the City's dangerous budding code, the new compliance officer and removal of garbage, }~yor Jarstad stated that a new program for senior citizen exchange of skills for rehabilitation of homes is in the planning stages. Ken Attebery discussed the low figure for street improvements in the first year in the Smith Neighborhood $5,000, because the neighborhood decided to use the money to improve the pool instead. One of the citizens in attendance asked how much of the $300,000 given the City and County for housing rehabilitation would be used for administrative costs. Mr. Attebery stated that he would be hiring additional staff and the cost could be around 60-$70,000. A program director and office staff and assistance will be needed. This is a Joint city/county venture so there will be a savings in staff costs.
