ADOPTION OF PROCESS FOR DEVELOPING NEW BREMERTON AREA COMPREHENSIVE PL/LN Ken Attebery, Planning Director, thanked his staff for the extra hours and work they have put in to develop this process this far. Ray Wilson, Asst. Planner, explained the minor modifications that have been made. A copy of these modifications is attached. Mayor ~arstad questioned whether this should be referred to as "Bremerton Area Comprehensive Plan" or whether it should be "City of Bremerton Comprehensive · Plan". Mr. Attebery explained that there is no legal problem and Kitsap County has indicated a eooperativeness and asked that Bremerton consider the greater Bremerton area as its goal because it will benefit the entire county. He stated the county will not be bound by this plan unless they adopt the same plan. Charles Ullock suggested that it be called the Comprehensive Plan for the City of Bremerton and the Area of Bremerton. Commissioner Stewart stated he felt it should be the City of Bremerton. Mayor Jarstad suggested trying Mr. Ullock's suggestion and call it "A New City of Bremerton and Bremerton Area Comprehensive Plan". He sta~ed he is strictly looking at the legalities. Mr. Attebery stated the City should adopt a plan for the greater Bremerton area so they won't be faced with problems when someone annexes to the City. Mayor Jarstad agreed that people should know exactly what kind of zoning they will get when they annex. Kay Nilson continued to explain the modifications and stated these modifications would clarify the appointments. Mayor Jarstad suggested not using abbreviations in correspondence or memos because many do not know the meaning of the initials. Ms. Wilson stated that each member of the Advisory Committee would be allowed to appoint an alternate who could vote if that person were unable to attend a meeting. She stated this proposal is not entered on the list of modifications, but Planning Commission has given its approval. Mr. Ullock suggested that this addition be approved along with the other modifications. Mr. Attebery stated if this were approved, he would develop the exact wording and present it to Council.
