She then read Planning Commission Resolution No. 499 denying the request for variance on parking. Ken Attebery, Planning Director, discussed the request for variance and stated the Lodge is propos£ng a sizable addition t~their Hall which does require additional parking stalls, according to the ordinance~ He stated the add.ition would extend the building to the south approximately 9 ft. and to the east about 30 ft.; that the addition to the east would eliminate 7 parking stalls. He stated most of their parking needs have been fulfilled by the lot at Roosevelt Field and the Planning Commission may have come to a different decision had there been some kind of written agreement amqng the three users of ihe parking lot. Commissioner Stewart state~ he has never seen a parking agreement. Mr. Attebery stated the PaYks Dept. has an oral agreement with the College for using the parking lot. Commissioner Stewart stated he.had never seen the parking lot full and Mr~ Attebery explained they are concerned about growth; that if every- thing continues to grow, eventually there may be a problem. PROPONENTS: Walt Lofgren, 3103 Viewcrest Dr., stated the addStion will not enlarge their seating capacity to any great extent; it will only improve the facilities they now have. He discussed the parking situation and stated they have always had a good relationship with the College and their peak usage is different from the College's peak usage, so there has never been.a problem. He stated they have an agreement with the College and they have no objection to their use of the parking lot. Commissioner Stewart stated they should have an agreement with the City because the City owns the parking lot. He asked if Oslo Lodge has approached the City with a formal proposal to draw up a written agreement for parking and Mr. Lofgren stated they did that. Mr. McCluskey explained that what they needed was an exclusive use of that area in order to comply with the ordinance and the City cannot give away public parking for an exclusive use without payment. Commissioner Stewart stated there is adequate parking in this area and the simple way to solve this is to get an.agreement among the City,, the College and the Sons of Norway and he sees no problem with that. Mr. McCluskey stated the other method is to grant a variance. · Ted Wahnebo, President of the Sons of Norway, stated their Lodge is used by the Lions and Rotary Club and it is his understanding that the;parking lot is used by the general public. He stated they are not expanding in capacity; that restrooms and storage area are the only expansions they contemplate. Hearing recessed for bid opening.
