Commission in regard to Harkins Place and Kitsap Way. lie stated information from
Engineering showed a rapid growth and additional traffic in those areas and 'there
is concern about the ability of the arterial system to continue to carry these
kinds of volumes of traffic. He stated that it was felt that the development of
some kind of policy statement: which would assist this problem would insure that
the arterial system is capable of carrying the types of traffic volumes that were
being placed on the streets. He stated the resolution has two different types
of functions: (1) policy statements which will help guide policy making, and (2)
suggested actions. He suggested that City Co~mnissioners read through one section
and take public comment on that section before going on to the next section. He
stated this. proposal is an interim type of policy statement to provide some decision-
making tools until adoption of thc Comprehensive Plan. Mr. Attcbery read the

from the Engineering Dept. which came in too late to incorporate in the draft
proposal.
William Forham, 3314 ilarkins Place, stated a great many people are of the opinion
that as far as residential use goes, this portion of Whcaton Way is ruined and
it WOuld be much better to allow this section of Wheaton Way 'to develop. He
spoke of the heavy traffic and loss of the green belt and stated their property
is ruined as far as residents are concerned, fle stated if Harkins Place were
allowed to go low-key commercial with entrance and exit from Wheaton Way, the
residents down below would have the same buffering that they have now and if
necessary, even more buffering could be added. Itc requested that the one sentence
regarding rezoning on Wheaton Way either be deleted or modified to allow low-key
type of business. He stat:ed fifth laning is scheduled to go in down to Sheridan
and it will be able to handle all the traffic that a iow-key business generates.
Commissioner Swanson stated there arc no plans to put in a fifth lane to Sheridan;
but the only place where there are fir~ plans and money is from Sylvan to Riddell.
He stated that he felt there is no property along Wheaton Way that he feels is
suitable For residential.
Ali Hanson, 3308 Harkins Place, spoke in opposition to the resolution. Itc s~atcd
with 90% of Wheaton Way commercial now, he sees no reason ~y tlarkins Place Js
not a commercial zone.
Elizabeth Buell, 1722 High Ave., stated She owns property on tlarkins Place. She
stated No. 2 should be taken out of the resolution. She spoke of the rural
atmosphere that existed before so much of Wheaton Way became commercial and
stated that it was her understanding Harkins Place would be zoned commercial
after the Wheaton Mall went in. She stated she docs not think it is fair to
ask the residents to live there and leave it R-1 until a Comprehensive Plan
is adopted; tha~ nobody wants to live in that area because it is commercial ail
around them. She felt the residents would be better off if Harkins Place were
zoned commercial because they would have screening.
blonte Beam, represcnting Spot Realty, stated one of the problems in real estate
is finding locations for businesses who want to come into the City. He stated
this interim plan is a negative approach for problems to a City that is in a
growth phase and it seems ~o be cutting down a potential for growth by denying
any more commercial property in this area. He stated 'the City should strive
to be more positive and come up with a comprehensive plan that would allow growth
at a steady rate. Ilo suggested stopping left turns off Wheaton Way and also
eliminating left turns onto Whcaton Way from Dibb. }lo stated there is a high
flow of traffic from downtown and accesses to thc schools should be from other
streets. He stated the Regional Library will add much traffic to this area.
Commissioner Stewart asked Mr. Beam about eliminating accesses from Dibb and Mr.
Beam stated that for safety purposes, he would be inclined to try and work out a
plan to have traffic use streets where stop lights are already installed and
eliminate left-hand turns from Wheaton Way until a holding lane is built.
Mayor Jarstad asked Mr. Atteber~ about the plan that was requested from the Planning
Co~nission for the cntirc area of Harkins Place and Mr. Attebery stated his office
has the documents and he will send copies to the Mayor.
~r. Attebery read the proposals regarding Kitsap Way. He then read letter from
Russell Johnson, dated March 3, 1978, attached to which was a resolution from thc
Kitsap Lake Arca Neighborhood. These documents are on file in the Planning Dept.
Alameda Wilson, 902 g 906 Wcslon Place, stated she owns 204 ft. of frontage on
Kitsap Way which is unsuitable for residential usc. She stated when this property
was in the County, it was zoned commercial, but when the City annexed it:, it came
in as R-1. Shc stated her neighbor is in favor of havi~g this property rczoncd
commercial and it is only the neighbors down below ~o want it to remain R-1. She
emphasized the fact that it is not suitable for residential use duc to thc high

volume of traff:ic and the noise. She sl,ated she has an opportunity to sell her
property for. a motel and she felt this would be a. good location for a motel.
She stated her property is unsuitable for a bike trail or a footpath and if she
were to remove all thc shr~ubs aud trees, it would be nothing but a sltm~ area.
She stated she does not think Jt Js fair that the City is telling her that her
property cannot be developed.

these people were being told they could not develop their property; that this
is strictly an interim proposal.
