Commissioner Stewart stated he had written a letter to the Housing Authority
regarding taking property off the tax rolls and asking them to put money back
in lieu of taxes and he has never received an answer. He stated he does not
think it is fair to the people in Bremerton to have to pay additional taxes
because of Federally-subsidize~ housing and he thinks he at least deserves an
answer to his letter.
HOUSING AUTHORITY RESOLUTION
Clerk read, "A RESOLUTION naming the Housing Authority of the City of Bremerton
as designated agent for the City of. Bremerton for certain purposes." Clerk then
read memo from Planning Director, dated Feb. 21, 1978, attached to which was the
Mousing Authority Resolution. The memo stated the resolution is a routine step
in the progress of the Bonus Block Grant activities which the City became involved
with in February of 1977. Nancie Wood was present to answer questions. Commis-
sioner Stewart asked Ms. Wood about the letter he sent and gave several reasons
why he felt the Housing Authority should pay some money in lieu of taxes. Ms.
Wood told Commissioner Stewart his letter had been received just last week and as
soon as they have a quorum, he will receive an answer.
She spoke about the resolution and stated these will be units of two or three
acre plots, not like Westpark. Commissioner Stewart again stated he feels the
City should get a better break; that they are loaded down with Federally-subsidized
housing now. He stated private ownership has done well in this country and
he doesn't want to be completely controlled by the Federal Government in this City.
Commissioner Swanson asked what happens to any of the other block grant funds and
the opportunity for others to develop and Mayor Jarstad stated this resolution
refers to just one block. Commissioner Swanson asked for an opportunity to review
the resolution with Grants Administrator and Planning Director. Mayor Jarstad
suggested that Ms. Wood meet with Mr. Theroux and Mr. Attebery and review this
so it can be answered today. Ms. Wood apologized for the short review time and
explained the process the Housing Authority uses. Mayor Jarstad requested that
the committee meet and try to get a report back today.

the elements and give a smoother ride .... .

the computer, that information would be available. Mr. McCluskey stated this informa-
tion comes off their time sheets and they are available for review. A lengthy
discussion followed and Mr. McCluskey stated he would talk to his office manager
and have her contact Commissioner Stewart. Commissioner Stewart stated the computer

McConkey which showed the screening and landscaping. He stated the Plannin

not appropriate in the center of the residential area and this expansion w~td
9nly lead to further deterioration of the residential atmosphere.

BREMERTON CONCRETE PRODUCTS REZONE (continued)
PROPONENTS:
Paul McConkey, 1343 Lower Marine Dr., stated he represented Bremerton Concrete
Products. He gave a background of the compamy and gave what he feels will be
the impact to the community. He stated the house was moved on this property so
someone could watch over the property and in 1947 the proper~y on both sides was
zoned R-1 because of the house. He stated he feels if that house had not been
there; that property would have been zoned commercial at that time. He stated
his company has grown and they do need the storage in that area; that it would
be extremely hard for them to move from that site. He stated if this rezone
is approved, they will landscape and improve the ingress and egress and the traffic
pattern. He stated this would improve the terrible situation that is going on now.
He spoke of the arguments against the rezone and stated the most valid ob0ection
is the one on property values. He stated he did not feel property values wo~d~h
decreased further if this rezone were approved. He summarized by saying that they
have been there for 42 years and they feel it would not have been zoned R-1 if that
house had not been moved in. Commissioner Stewart asked if he lmd any objections
to establishing ingress and egress and paving and Mr. McConkey stated he did not.
OPPONENTS: '
Chuck Laubaeh, Pti-Lot Enterprises, stated he owns the apartment house in ~is
area. He stated the noise factor is bad now and it will get worse if this rezone
is approved. He stated this noise affects neighbors in R-1 and R-2 areas. He
also spoke of the traffic situation and the large trucks that have trouble turning
around and stated he felt this road is too narrow for the trucks.
Commissioner Stewart stated he would like %o see something showing the ingx ~ss
and egress and also have it paved; that he.would like to see that as part df the
provision if this is approved. Commissioner Swanson agreed with this and ~ 2ated
it should be paved. Commissioner Stewart stated it should also be screened on
15th St. Mr. McConkey stated he has no objections to this and he would welcome
any assistance and input toward these conditions.

the streets, but he found out there isn't. Mr. ~cCluskey told him there is an
