STATUTORY BUDGET HEARINGS C0U~C~[
December 5, t977
Statutory Budget Itearing was held Jn the City Council Chambers, City Hall,
239 Fourth Street, on Monday, December 5, 1977 at 9:00 A.M., with Mayor
Jarstad presiding. Also present were Commissioner Stewart, Commissioner
Schoneman, City Clerk Yeadon and City Treasurer 6oodpasture. Clerk stated
he had advertised the meeting as required by stabute.
Mr. Goodpasture gave income projections and stated there was an estimated
$456,000.00 cash on hand at the end of the year which gives the total figure
$6,164,0OO.00; cash on hand estimate is $125,000.00 higher than pro~ected
actual, Dec. 3i, 1977. Thc General Fund Hevenue for Sales and Use Tax is
$918,000.00 prior to the initiative which removes sales tax on food. This
is a decrease from $60,000.00 to $70,000.00. No updated information on
State Shared Revenue or additional grants or other revenue shared monies
so there will be no change in thos~l]ne items now. Other than the General
Fund Revenue, the income stays about the same. There is a $195,000.00
shortage and supervisors salaries show a ?% increase and they will have to
be increased by another' 3%, which increases the shortage.
Commissioner Stewart stated the unemployment compensation would be about
$10,000.00. Total shortage will be $225,000.00. Commissioner Stewart
suggested that the Council should be thinking about farming some things
out where costs are not so high. City is now contracting janitor services
and the parking garage and their figures were lower this year than last
year. The bank is collecting water b~lls and balancing the cash, which
Js a savings. He suggested that maybe the work of the Municipal Repair
Garage could be farmed out and also the City Council had been thinking
of one new Fire Station and possibly could go out on bid for the operation
of it. He favored compctltive bids wherever' possible.
Mayor Jarstad stated all areas should certainly be looked at. He asked if
there was any change Jn receipts for the Countercyclical Fund and thc Federal
Funds and Mr. Goodpasture stated there was no change and it would stay at
the same level until[ at least July 1978. Countercyclical Funds can be used
for' on-going operations only.
Commissioner Schoneman stated he would be meeting today regarding the pro-
posed new wastewater treatment plant and he has heard that the City's
chances of receiving the funding are ver~ slim. He stated the sewage
treatment plant is getting so bad it will have difficulty in functioning
in the future and another problem is that division will be having trouble
in keeping personnel due to the difference in salaries between Bremerton
and areas putting in new plants, such as Pan ~neriean at Bangor.
Mayor Jarstad asked that the record be noted that there are no citizens in
attendance to voice an interest or offer' suggestions for the budget
deliberations.
Meeting recessed at 9:22 A.M. until 9:00 A.M. Tuesday, Dec. 6, 1977.

Clerk stated he had advertised this hearing in the Bremerton Sun as required
by Federal regulations. He read the announcement of the hearing which set
forth the proposed budget to utilize the Federal Revenue Sharing Funds of
$560,000.00 in 1978. Current expense estimated revenues, $6,164,829.00 with
estimated expenditures the same and the portion of Revenue Sharing Funds of
this would be $425,000.00. In the Municipal Transit Fund, the estimated
revenues are $592,500.00 with the estimated expenditures the same figure and
the portion of Revenue Sharing Funds $35,000.00. In the Street Fund, the
estimated revenues are $781,702.00 with the estimated expenditures the same
and the portion of Revenue Sharing to be $100,000.00.
MUNICIPAL TRANSIT
Commissioner Stewart stated the City will not use any Revenue Sharing Funds
to support the Municipal Transit Operation because of the regulation which
docs not allow these Revenue Sharing Funds to be used where there is a State
match. He stated he would discuss this with City Treasurer and have this
amount of $35,000.00 of Revenue Sharing Funds eliminated From the Municipal
Transit budget. If the City needs the $35,000.00 to balance, it will have
to take it from other income sources.
The following correspondence was handed to the City Clerk by people present
and was then read aloud. The first letter, dated Dec. 5, 1977, from ALIVE
(Alternatives to Living in violence), is a program of the YWCA. The letter
gave detailed information about their activities and goals of establishing
a 24-hour shelter for battered women and their children. The YWCA has
requested $20,000.00 in Revenue Sharing Funds for staff. The second letter
read was dated Dec. 6, 1977 from the Olympic Peninsula Enterprises who
stated they need to construct a Comprehensive Training Facility for the
handicapped and in order to receive $1,450,655.00 from EDA, they must have
$100,000.00. Their request today was for $50,000.00 to be used as local
match. The thJrd letter, dated Dec. 6, 1977, was From Holly Ridge Center
and asked that funds be allocated to subsidize the operation of a bus route
in the City. Rolly Ridge is initiating a program to enhance the shopping
skills of their clients and their proposal is to provide training through
a shopping service to elderly and handicapped citizens of the City.
Richard 0'Lear~ of Peninsula Lodge located at the Olympic Center asked for
$10,000.00 for providing furnishings and equipment for the new building on
Werner Road built with Referendum 29 funds and funds generated internally.
Anticipate opening in the Spring. He stated they serve about 175 persons
on a daily basis, lie gave a brief account of their activities. Commissioner
Schoneman asked if he had thought of getting Furniture through the prison
system and he stated he had contact~Bob Smith of Monroe and also has been
checking on surplus property. He stated this is a private Firm, non-profit.
Their annual budget is $500,000.00. He stated they had to relocate because
of a space problem which does not meet their needs. Their clients do contract
work such as janitorial.
Owen I.oftus, Director of Kitsap Council on Aging, stated there are 90 agencies
performing in many programs; that they are not Funded federally. They get
$200.00 a month From United Way and some rental money from the City of
Bremerton and the rest they provide themselves. He stated there is one area
in which no one is providing services and which is neglected completely
and they are embarking on a project which they believe is quite feasible;
that is, the poor man or lady who does not need the care of a nursing home
but who does need some care. TheJ. r program is to develop throughout the
County some homes and people who could profitably do this under health laws
and codes and provide some care for' these people for probably one-half of
the cost of a nursing home. He suggested they could tr7 the program and
they would need $3,000.00 or $4,000.00. lie stated they are going to do this
but they will need a little help. A short discussion followed as to when
this program would start and Mr. Loftus stated it would be premature to tell
at this point but they have interested people in the County and still will
need to get help.

Meta Meller, Poulsbo, stated she was in f'avor of Mr. Loftus's suggestion; that
she is advertising now for something like this. Stated she is taking care of'
a severely disabled person. She felt if she could provide the service for one,
she might be able te do it for two or three because of the set-up a person must
already have for the one. Mayor Jarstad con~nented that one of the things to
ew~luate here is to get the blessing of the State and their funding sources
because this ls really saving the State quite a sum of money.
,lean Krusc, 1541 North Wycoff, who stated she was here as a planner on aging
services in a professional status, thought the suggestion of Mr. Loftus was
excellent. She said there is a group reviewing this type of service and
invited him to meet with them and come up with positive suggestions to further'
their plan. She talked about the need for funds and discussed a volunteer
program to go to an older person's home to provide companionship and assistance
and to keep sen[or citizens out of institutions. The specific organization she
represents is called the Lutheran Community Service which is new to the County.
Although this is intended to hc County-wide, she would be able to discuss the
services that would be performed only in Bremerton. She said that as a planner,
she feels this is a valuable program and she is anxious to see J.t funded at what-
cvcr level i.t can be funded. Their budget is $70,323.00, which would allow 150
volunteers to be supported with a volunteer coordinated response. This program
can be tailored specifically to Bremerton.
Colleen Mey, Executive Director' of OPE, discussed the needs and some of their
activities.
Walter French, Administrative Assistant to the Executive Director at Holly
Ridge, explained their program and talked about additional programs. Their
clients are severely to soundly retarded. In their program, they wish to main-
stream some of these persons back into the community through jobs. Their
skills need to be upgraded first. They need to be taught self-maintenance
(marketing, laundries, transportation, etc.). This requires new funds. He
stated they were thinking in terms of $5,000.00 as a request to the City to
get this new program off the ground and running. They would like to do this
by providing a service to the shut-ins, such as a shopping service. Their
budget is very small, approximately $180,000.00 For both programs. Also
talked about the need of a bus exclusively for the City of Bremerton for both
preschool and additional clients in connection with schooling. Also asking
$5,000.00 for subsidizing that one run. They arc looking fora total of'
$10,000.00 and they are asking for $5,000.00 of' that from the City.
Jolene Ramaker, counselor at Olympic College, urged the City Council to support
the battered women's center. Stated this problem is run into more often than
when she first came to Bremerton. Most women have to go to Tacoma or Seattle.
CaroJyn Itershberger, Co-chaimnan of ALIVE Coordinating Committee and an instructor
at Olympic College, stated that statistics from Tacoma indicate that the incidence
of wife abuse is higher where there is a large military population; also Asian
wemen tend to be married to servicemen and they have a number' of abused Asian
Mayor Jarstad stated that their budget deliberations started with $225,000.00
in the red and the City Council will look at these requests and will weigh
them.
i~eta He]let, Pou]sbo, Vice-President of ARC, stated the members of ARC would
like to see the old library remodeled and make a place for an outlet for senior
hobby crafts. Mayor Jarstad stated in thc near future the City will bc looking
Forward to hiring an architect. }lc asked Mr. Loftus to get a committee together
and go into what the plans could be. He stated the City had hoped to have the
entire library building for senior citizens, handicapped, etc., but the library
has asked to have a branch there because of the large amount of users. The
City will wait for the original library to be in use and then see what impact
it has on the branch. Mayor Jarstad spoke about the Smith School and how
the City got into the area of social services, which came about when the City
bought the school property f'rom the School District and there were users in the
building at that time. Mentioned there is a good deal cf social need in the City.

Brooks Snyder, President of' Kitsap Retired Association, stated he was highly
:in Favor' of any of these programs which help, not only the senior citizens,
but the battered women and the mental health problems. Stated he has been
trying for the last seven years to undertake a program called SCARSE (Senior
citizens and Retlred Services Exchange). He stated he is mostly alone on
thJs but has many people interested in it. Stated he is available for working
on any program that is beneficial to the needy people.
