He has written a letter to the people who proposed the initiative and asked them to do something about it. -3- CITY COUNCIL MINUTES July 27, 1977 Page four Commissioner Schoneman: 1. IIas a suggestion f'rom the Engineering Dept. regarding placing centerline on Manctte Bridge with reflector buttons. The only centerline now is the expansion strip down through the center and the fact that the bridge tapers when it approaches the center span shows a need for a clearly marked centerline. He showed the plan to the commissioners. Stated the plan was a good one and will be brought to the attention of the State if the Council feels he should move on this matter. Discus- sjon was held as to the need for a new surface on the bridge and Commissioner Schoneman stated it could be done by replacing the cement panels or by resurfacing. Mayor Jarstad stated his ideas are good and he would support it. Commissioner Stewart stated he would support it but he did not want buttons put on if the State was going to replace the panels. Commissioner Schoneman stated this would not cost much and the bridge has need for attention now. 2. He showed a smoke detector which had been the cause of fire due to the failure of a resistor and he cautioned people to find out if the smoke detectors they have are acceptable. He had information from the Kirkland Fire Dept. regarding smoke detectors and their recommendation was that people in their area would check with the local Fire Dept. before installation. Stated this had a UL label and was American made. There are seven more smoke detectors in the apartment which had the fire and the fire inspectors are making the owners take them out. 3. Had a request from an owner of property near Lake Tahuya asking if they could blacktop a road on City property. Stated that Erv Heath and Chuck Moore walked the small road in question on the west side of the lake. South half of the road is on City property and the north half is on other property. The developer will have to clear brush, etc. for the northern part of the road. This road will improve the value of the City property. Motion by Commissioners Schoneman and Stewart to allow the improvement of the road, carried unanimously. 4. Discussed the welcoming of the Japanese exchange students from Kure. Took them to view the Carillon Bells and had Japanese music played, including their National Anthem, which seemed to please them very much. 5. Stated he felt the most important business before the City Council is ~o make correction in the initiative ordiance because of the problem in repairing homes crossing lot lines in R-1 zone. This ordinance may adversely affect his ability to make repairs to a porch. 6. Introduced his daughter who was in the audience, Mary Whittaker, and his two grandsons, Jay and Scott. Asst. City Attorney McCluskey: MP. McCluskey stated he had studied the matter of the application of the General Facilities Fcc to Olympic View Industrial Park, which is in connection with the Port of Bremerton, and had distributed a copy of his opinion to the commissioners and the City Clerk. This opinion was written in response to a letter from the Port District in which they requested that the City not assess the fees. After giving a resume' of the content of his letter to the commissioners, he stated that the Port District had built the water system with their own money and it was done in about 1967 which was before the City had passed an ordinance setting up the Facilities Fee. It was also mentioned there is an agreement but the General Facilities charge was not incorporated into this agreement and it was not in the ordinance at that time. Commissioner Schoncman stated that based on the attorney's opinion and having reviewed this matter, knowing that the Port has included in its water system which was turned over to the City not only the pump station on the old Belfair Highway but the transmission line, the reservoir site and the reservoir, which is over a milldon dollar investment, he would go along wi~h ~he Port District and have the City Council waive the Facilities Fee that was non-existent at that time. Motion by Commissioners Schoneman and Stewart to waive the Facilities Fee that was ~on-existent at the time, carried unanimously. City Clerk Yeadon: Stated that as of this morning, there have been 16 candidates who have filed for various offices. Mayor Jarstad: 1. There was some question raised at last Council meeting when he was absent concerning the investigation of the Sauna Parlors. Stated for the benefit of the Council and anyone interested concerning investigations of the Police Dept., his policy has been with forme,' Chiefs Plouf and Schlie and now with Chief Devery, that any investigations carried on fin violation of ordinances are to be instigated by them and carried out by them. When it has been carried out, they will then bring it te his attention. The matter is difficult because of security and leaking of information and it is very proper that as few people as possible are involved. Stated it is not anybody's decision in his office to select an investigation in sn area. It stated that 13% of the ownership were opposed and 87% were in favor. Commissioner Stewart stated he really doesn't look at this from the standpoint of acres; that he is looking at those people who have homes in the area because they are the ones who should be considered in this fezone. Stated he had spent a lot of time talking to the neighbors and they are opposed to this fezone but they were not opposed to the Conifer fezone. Commis- sioner Schoneman commented about the clutter of duplexes on Sheridan Road and stated he did not want this same thing to happen in this area; that this is a natural site for apartments and he is in favor of the rezone. Mayor Jarstad stated there are many people coming into the area and there is a need for multi- family dwellings; that wherever there is water, sewer, fire and police protection, high density living will occur in these urban areas. Stated he would have to concur with Planning Commission reco~hmendation and vote in favor of this rezone because construction is occurring in the City. He stated if this land isn't used for apartments, it will go into duplexes and there is a need for high-quality apartments in this area. Motion by Mayor Jarstad and Commissioner Schoneman to approve fezone From R-1 to R-2 with conditions listed by the Planning Commission, carried as follows: Mayor Jarstad, Yes; Commissioner Stewart, No; Commissioner Schoneman, Yes.
