PUBLIC RECOGNITION
Horton Hackler, 2121 E. 19th, asked for a postponement of the hearing that
was scheduled for Aug. 24, 1977 to Nov. 16, 1977. He stated he wanted to
revise his building plans to offset the roof line and wall line and possibly
come up with additional plot plans mn order to get away from the large structure
that he had proposed. Stated it will take him approximately to the middle of
November to a accomplish this and other recommendations that have been made. He stated
also he was trying to acquire additional abutting property or easements.
Motion by Commissioner Stewart and Mayor Jarstad to postpone hearing until Nov.
16, 1977 and notify residents of the change, carried unanimously.
Mike Scott, ASOC President, requested that City Council give permission to
the student body of Olympic College to use Roosevelt Field for a music festival;
that this festival would be held the first or second weekend in October and
would be held during the day. Mayor Jarstad stated his request would be
forwarded to the Parks Dept. for their recommendation. Commissioner Stewart
stated that consideration would have to be given to the residents in the area, and
their approval would have to be obtained. Mr. Scott stated they would play
from about 2:00 or 3:00 in the afternoon until about 6:00 in the evening; that
the music will not be hard rock. Mayor Jarstad stated he would get an answer
back as soon as possible.
COMMISSIONERS' REPORTS
Commissioner Stewart:
1. Arthur Anderson a Co. is a large CPA Firm and has approached the City of Bremerton
to come out with an annual report so the information it contains would be meaning-
ful. They would use Bremerton as a pilot project for this state and it would be
at no cost to the City. This firm has been in Washington, D.C. and has done their
annual reports so the public can understand them and so the public bodies can do a
better job. Stated he was for this offer; that he has made one step in this
direction in the utility reports. Another problem is that we now cannot compare
this year with last year in various expenditures and revenues. This would correct
the situation. There was no objection from the other two commissioners. Dick
Goodpasture and Commissioner Stewart went over this offer with them yesterday.
2. Discussed the improvement made by using the computer in the area of parking
tickets; that the new parking tickets would consolidate all the tickets the car
license has and on the first run of parking tickets, which is 1/3 of the tickets,
the total dollars amounted to $10,417.00. Stated that 70% of people pay as they
get the tickets; however, there are a number of out-of-state cars and in the future
the computer will produce all the tickets a person has. This will give better
control and he thinks it will be an asset in the police area. The computer will
also automatically put out a John Doe warrant. Cost will be very reasonable.
Notices went out yesterday to 947 people, about 1/3 of the tickets.
Commissioner Schoneman:
i. With reference to letter dated Aug. 9, 1977 from Highway Commission, District
Engineer, the Highway Commission has proposed to include in their six-year
construction program: SR 3, "SR 304 to Oyster Bay". This project entails
the construction of the additional two lanes of the ultimate four-lane facility.
The RCW requires that each project must have public acceptance and the local
governing bodies which represent the citizens of the area should provide affirma-
tive support for the project by official concurrence as indicated by a favorable
City Council vote. Commissioner Schoneman stated this portion of the highway
is from Sinclair Inlet to Oyster Bay.
Motion by Commissioner Schoneman and Mayor Jarstad to concur with request and
give affirmative support for the project, carried unanimously.
2. Building permits for August 1-16: total issued, 28 with a total valuation
of $2,617,780.00. The highest permit was for the new Regional Library Builaing
in the amount of $1,315,000.00. Also, a large permit was a new office for Dr.
Johnson on Cambrian at $90,000.00 and Olympic Savings a Loan remodeling for
$550,000.00. Every building permit report this year has been over a million
dollars.

3. Contractor on Sheridan Rd. and Almira Dr. has been delaying the job, but
he is now going full bore. tie should have all the concrete down to McClain
done this week and the other portion toward Wheaton will take a little longer
because of a rock wall. Almira is being prepared this week for paving and hope
to have all the equipment for paving Monday. Hopefully by the time he is done
on Almira will be able to move in on Sheridan and then finish the wall construction
from Robin to Wheaton.
4. Have the first pinch on water use with a request for voluntary curtailment
in the high-pressure zone in Manette. The Water Dept. is unable to fill the
reservoir and the pump has been running day and night. The fire flows are marginal
and need people to curtail water use in the following areas: north of Callaban Dr.,
west of 0lympus and Petersville Rd., south of Riddell, east of Pine Rd. and north
of Sylvan. Discussed the present plans to develop another reservoir and the need
for another pump. Also, has been discussing with the Water Superintendent that
it behooves the City to drill for a well on the City's ten acre site. The City
used to supplement #15 tank with Meadowdale and since the City has made the
adjustment of territory with North Perry, they have everything from Pine Rd. east,
including the Meadowdale well. 0nly the people in the high pressure zone where
it is constantly pumping are they being requested not to use an excess of water.
5. Read letter' from Dept. of ffisheries dated July 14, 1977 regarding the modifica-
tion of existing facilities at Gorst Creek and the options available for the
development of a salmon rearing pond. Relating to potential salmon production,
the facility would produce approximately 5/4 million chinook or approximately
two million chum. If an earth pond was constructed parallel to the Flume or a
highwater by-pass and using the existing flume, the fish production would be
1.2 million chinook or 3 1/2 million chum. He stated the City will draw some plans
to develop the area with the Dept. of Fishcries approval.
6. He asked whether there is ballot space for putting a re~ote on the recent
initiative ordinance which denies reconstruction of existing homes that cover
lot lines. Mr. Attebery stated that last evening a gentleman appealed one of the
building permit denials to the Planning Commission. He stated there was quite a
bit of discussion about the initiative and Mr. Amo was the only one present who
gnew about it. The Commission asked him to work with the language cooperativeiy
and get it on the ballot at the soonest possible time. tie had raised the question
last week in a neighborhood group and they all applauded that course of action.
Commmssioner Stewart stated the Council can place it on the ballot. Mayor Jarstad
suggested having it presented to City Council especially from the people who put
it before the people. tte stated that the City could set up a meeting next week
regarding this matter.
Mayor Jarstad:
1. With the Regional Library being built the downtown library, which is a City-
owned building, would have some space available for a senior citizens' center;
that the library wants to tnaintain the downtown library and utilize one floor.
That will make it possible to convert the lower' floor to a downtown senior citizens'
center. Thisocan be done easily.
2. Will Coontz Field as soon as this can be obtained from the former
Dewey Junior High School site. Th~_w~]] ~e p.t .p ~?~uncLC~kqtz-a~eordi~g~c~

3. Will be scheduling a meeting with cobunity representatives and the architect
~hc will be working on the Capital Improve Project setting priorities. This
go out to those interested participants; however, anybody who is interested
may attend. At that time, Mr. Nich, the architect, will have schematic drawings
of the facility and he hoped members of the press will be there. City will be
breaking ground before the 90-day deadline to protect the funds.

required by law. He read Planning Commission Resolution No. 414 recommending
denial. Commissioner Stewart stated he had a half interest in another piece of

the property was zoned B-2 with land use restrictions in November 1970; the
applicants have presented a site plan for a gas sales and car wash and a retail/
office building to be constructed on the site. He stated that north of the site
the land use is low density, mainly single family; east and west, land use is
low-density residential or vacant; approximately 400 ft east and 1000 ft. west
there art commercial uses on the north side of Kitsap Way; and the Bremerton

for a sound barrier around the property and they will leave all trees on the
back, making about a 30-ft. space with trees and green belt. Stated they will
take care of all storm water and sewage; that this location is excellent for
this type of business. James Robinson spoke about the equipment that will be
installed in the car wash and stated this was the most modern available to the
industry; that there will be a 30 hp. motor used instead of a larger one to keep
the noise level down and an acoustical curtain will be installed to keep the

noise level down. He stated further the car wash would close down by 8:00
P.M. or sooner in the summer and 6:00 P.M. or sooner in the winter. Also,

OPPONENTS
Charles Warnor, 4616 Kitsap Way; T. R. Brinkman, 924 Lower Oyster Bay Rd.;
Everett Costclio, 936 Lower Oyster Bay Rd.; Winhie Lu Costclio, 936 Lower
Oyster Bay Rd.; Charles Ullock, 1137 Lower Marine Dr.; an unidentified lady
who resides at 914 Lower Oyster Bay Rd.; and Frances Haddon Morgan, 948
Lower Oyster Bay Rd. all spoke in opposition to the change in land use restric-
tions. They insisted it stay with the original land use restrictions for
an office type building because it was a concession on their part and they
were not willing to concede any further. They spoke about the safety of
pedestrians and the safety of the children getting on and off school buses,
the traffic situation and fire protection. Each one was emphatically opposed
to this change in land use restrictions.
Meeting recessed from 12:25 P.M. until 2:25 P.M.
GILMAN/ROBINSON/CARLSON HEARING (continued)
Betty Yuhl, 4610 Kitsap Way, stated they just did not trust builders and she
was opposed to a change in land use restrictions. Commissioner Stewart stated
he felt if builders and neighbors would get together and discuss these things,
they could reach a compromise before coming before City Council at a hearing.
G. R. Brinkman agreed with Commissioner Stewart and stated he felt this was
an excellent idea. Andy Yuhl, 4610 Kitsap Way, stated he concurred with his
wife's statements. Howard Whitney, currently a resident of San Diego, stated
he owns two pieces of property in this area and he is opposed to any change
in land use restrictions, as did Charles Warner, 46i6 Kitsap Way.
Mr. Robinson and Mr. Gilman both spoke again and explained their plan. They
stated this type of business demanded hi2h traffic and Kitsap Way was highly
traveled.
Mayor Jarstad commended Mr. Robinson and Mr. Gihnan for their presentation.
He stated this change has been discussed for many years; and it was a disappoint-
ment to the City Council when nothing was done to this property when it was
first rezoned. He stated this plan creates an activity center and that is not
what the Council wants for this area. Stated it is very difficult to go against
the Planning Commission ruling and the individuals who do not want this in their
neighborhood. Commissioner Stewart stated he is concerned about the volume of
traffic coming in and out of that area; that it will cause some problems. Commis-
sioner Schoneman stated that in order tn exist with a business like this, there
has to be full-time traffic continually and this particular area should not have
a traffic-generating business because of the difficulty getting from I,ower Oyster
Bay Rd. to Kitsap Way. lie stated he would not like to live in that area with a
car wash in front of him.
Motion by Commissioner Schoneman and Mayor Jarstad to deny the petition, carried

his structure crosses a lot line; that he appealed this decision to the Planning
Commission and they upheld the interpretation of the Building 5opt..; and he is
appealing the decision of the Planning Commission to the City Council. Clerk
