social security payments for 1978, $106,459.00 for Police and Fire Department
personnel only; that any salary increases for employees currently enrolled in
the Social Security System will increase the City's cost, even at the current
rate of 5.85%. Commissioner Stewart requested that a copy of the memo be sent
to the mayor and two commissioners so each one can work on this individually if
he so desires.
INDUSTRIAL INSURANCE/MEDICAL AID PLAN II - LEOFF EMPLOYEES
Clerk read memo from City Auditor, dated Sept. 207 1977, which stated the Dept.
of Labor & Industries will accept the reporting of 160 hours per month for each
person covered by Plan II LEOFF employees (those hired after 10/1/77). The
memo recommended that the City adopt the "assumed hour rule" to facilitate the
reporting for the covered personne|; that at a later date it may be advisable
to adopt the "hours worked" system of reporting. Commissioner Stewart stated
he had talked to the auditor and Mr. Ross is concerned about the reporting
problem for policemen and firemen hired after Oct. 1, 1977. Commissioner Stewart
stated it is going to cost the City more money, but he is willing to go along
with Mr. Ross to make the reporting easier; but in the future he thinks the

TAPE #116 INITIATIVE 1976 ORDINANCE (9:30 A.M.)
(A) 1904 Fu]] text of the discussions held this morning are on Tape #l]6. Entering into a
detailed discussion of the Initiative Ordinance in addition to the City Council
and Mr. Sexton were Mr. William Amo, 238 Willow and Jesse Smith, 1130 Scott Ave.
In answer to an advertisement placed in the newspaper by Mr. Richard Weld, Mr.
Sexton stated the date of hearing before the Superior Court was moved to November
because Mr. Lince's attorney had a death in the family and could not appear on
that date. Mr. Smith explained his property and what he proposed to do with it;
that he was now held up by the Initiative.
Meeting recessed from lO:lO A.M. until 10:23 A.M.
PUBLIC RECOGNITION
Mike DeWitt, representing the BPOE (Elks), asked the City Counci| to grant an
outside sewer utility connection to the Elks in view of their hope for annexa-
tion of their property with that to the south and the possible double expense
of installing a septic tank system for a short time and then later installing
a sewage line. in the discussion that followed, it was brought out that the
Elks had not yet contacted the property owners to the south of them and their
property is not contiguous to the City. Commissioner Schoneman read Resolution
No. 1657, passed by the City Council in 1975, which adopted a statement of policy
not to allow any further outside connections to the City's sewer system because
of overloading of the treatment plants unless the person had given the City an
easement for a sewer line to cross his property. Mr. Sexton stated the City

Council had more latitude with County residents to choose who might be able to
connect to the sewer system than the mandatory service required to be given
to City residents. Mayor Jarstad stated that many years ago all sewage had
been pumped into the bay and the overloading of the lift station is to be
corrected by an installation of an interceptor line and he thought it would be
good with the annexation attempt being made and the money available for the
interceptor line to give consideration to allow the Elks to hook onto the City
system. Mr. Bill Dehn, CH2M Hill Co., Consulting Engineers who are doing
planning £or the City at this time in connection with the sewage systemjstated
that the treatment plant is overloaded and the interceptor line will not affect
the treatment. He stated there is a capacity problem now and it is not fair to
compound that problem and overload the system. He stated he did not see
how the City Council could make a decision when the system is overloaded. Mayor
Jarstad stated the city has a line and he would like to get a return on the
expenses of that line. Joe Weigel, Supervisor of Environmental Division of the
Health Dept., stated he agreed with Bill Dehn. He stated he had talked to the
Elks people and they are going to do the contracting themselves on the sewage
disposal system which has not been approved as yet. He stated the last thing
to be considered is the hooking up either to a drain field or to City sewer.
He stated further the sewage load will be increasing because of the enlarged
capacity of the Elks group over that of the downtown building. He stated
the septic field will be allowed for two years and at the end of that time,
they are going to have to book into the nearest sewer. In answer to Commis-
sioner Stewart's comment, Mr. Weigel stated the City is now polluting Port
Washington Narrows and that needs to be corrected before allowing hook-ups
for additional sewers. He said he did not think they should be hooked up
but they can put in an interim system at a reasonable cost and then hook up
later to a sewer system. Commissioner Stewart stated he would not be a party
to treating someone else different under the law if the Elks were allowed and
others were not. After further discussions the matter was dropped and no
motion was made.
Brian Cohen, Lighthouse Uniform Co., 106 Pacific, stated that two months ago
about 2:00 A.M., a suspect who was being arrested by a police officer fell
through a large window in his establishment; that the City's insurance company
denied the claim and he felt he should have some redress. Mr. Sexton advised
him to talk to Richard Jandzinski of the Municipal Court regarding possible
restitution by the suspect and then Mr. Sexton would talk to Mr. Cohen regarding
pursuing the matter further.

PROPOSED SINCLAIR INLET SEWERAGE FACILITIES PLAN
Meeting started at 7:43 P.M. with Bill Dehn and his assistant and three citizens
present.
Mr. Dehn, using the same flip chart that he used in the morning session, went
through the entire presentation in detail. An informal discussion was held
and Charles Ullock, 1137 Lower Marine Dr., asked about cost sharing between
the County and the City. Mr. Dehn stated the County residents outside the City
wlll share in the costs and will be able to book up to the sewer lines if the
lines are available to that particular area.
Atter Mr. Dehn's presentation, Mr. Ullock spoke at length and read from two
letters which are attached. He stated he is happy to see something is going
to be done to improve treatment plants. He stated he thought it would he
beneficial to have more conversations with the Planilng Staff and spoke at
length about the Pump Station #13 and the condition of Oyster Bay. Mr.
Ullock stated there are too many assumptions and estimates because Mr. Dehn
and his staff do not have the data to work with. He stated that to charge
out without more factual information is the wrong way to go. He stated he
would ]ike to have a fair study done of the the pump stations 16 - 13 and also
about the line. He stated be is against more sewers being constructed if
they are going to be constructed in the same manner as the one that is in
operation at Pump Station 13. Mr. Dehn stated he agreed and he was not aware
of the problems until today. Stated he agreed something needed to be done
about pump stations 13 and 15.
Frances Haddon Morgan, Lower Oyster Bay Road, spoke about the raw sewage that
is on the beach at Oyster Bay and made several comments about pump station
#13. She stated this is the only area where children who live in Westpark can
come to the water and they have to walk through raw sewage and slime to get to
the water. She stated the residents have asked to have this beach posted but
nothing has been done. She read three letters and entered them for the record.
Copies are attached.
Mr. Dehn stated he was very impressed with the information he had received
tonight and be thanked the citizens for speaking out and making him aware of
the problems in this particular area. He stated
possibly delaying the total project for need of additional data and he
does not need additional data to justify the improvements that have been
mentioned.
Meeting adjourned at 10:13 P.M.
Barbara L. Beahm, Deputy City Clerk
