She discussed the different companies she had talked to and no one was interested in taking over the ambulance business in Bremerton. She asked if Mr. Leyde was connected to the police department now and Mayor Jarstad stated he was not. She then stated that she would like to make it known that there are people who believe they better not cross Mr. Leyde because the police dept. will back him up. Mayor Jarstad stated that if' she or anyone else had any allegations like that, they should be brought forward and investigated. Considerable discussion followed and Mayor Jarstad explained to Mrs. Penman that a decision on the ambulance subsidy would be given at the next Council Meeting when Commissioner Stewart was present. Carmen Keil, 1717 East 16th St., spoke about the contract that was signed with Mr. Leyde six months ago and now he is approaching the Council asking for more money for a longer period of time. She stated that she didn't like the idea of a monopoly on the ambulance service and she wanted to have a choice of which ambulance to call if she ever needed one. Mayor Jarstad stated that costs are going up and Mr. Leyde wants to buy a new ambulance and Mrs. Keil answered that she did not want to pay for his operating equipment with her tax money. She read several newspaper articles about the Leyde Enterprises. Mayor Jarstad answered allegations about Leyde Enterprises and stated that the citizens of Bremerton are receiving excellent emergency care at the scene of an accident. He stated that the ambulance service has not been kept secret and in order to provide adequate emergency service, he felt that a subsidy is necessary. He then went or to elaborate on the details of the sewer system which will take overflow from the station on Lebo and Sheridan Road; that the City has not been able to control the flow in the pump station and the improve- ment is important if the City is going to continue to give additional sewer service to areas north of Sheridan Road. Lennard and Albert Lennard, Mrs. Harold Westfall, Alice Lebeek and Bernice Beals, Evald S. & Martha M. Benson, and a petition signed by 73 residents. Clerk read a letter from Arnold J. Norem, who was in favor of the fezone. Clerk stated that 25 ballots had been sent out and 1S returned, S in agreement and 10 in disagreement. Ken Attebery, Planning Director, spoke about the site and adjoining area using a map. He stated that the neighborhood is mostly single-family dwellings with a number of duplexes scattered throughout the area. He stated that the parking ratio is two stalls for each unit, and traffic generated would be about 30 trips per day. He stated that the structure appears to be a one-story structure from the north and from the south it appears to be a two-story structure. PROPONENTS: Helen Higgen, 2629 Ash Street, stated that she felt the value of the neighbors' land will go up if a six-plex is built on her property; that the neighborhood is afraid of setting a precedent. She stated that the reason she is asking for the rezone is that she happens to have two empty lots and Bremerton could use more rental space. The six-plex would contain two bedroom units and usually people don't have children in two-bedroom units. She spoke about the traffic and stated that she didn't think much more traffic would be generated and that nobody's view would be obstructed. Burr Parker, Silverdale, spoke in favor of the rezone and stated that he owned a lot in that area. He stated that more rental units are needed and he doesn't feel that a six-plex will make a great deal of difference to the neighborhood. Bill Balrsm (sp.??), 5040 Conifer Drive, spoke in favor of the rezone and stated that two bedroom units in a six-plex would be much better in the neighborhood than three bedroom units. OPPONENTS: Everett Quinlivan, 2723 Ash; Dean Richards, 922 Callaban Drive; Bernice Beals, 2721 Ash; Mrs. Ouinlivan; Irene Lennard, 2705 Ash all spoke in opposition to the rezone stating that there will be too much traffic and not wanting their neighborhood rezoned to R-2. Mayor Jarstad stated that he knew the area very well; that it is an area of great growth with the medical center; and he has a lot of feeling for the people who live in that area and have invested their money in their homes. He stated that he would like to follow the recommendations of the Planning Commission who have studied this matter and he felt that the Council should give consideration to protecting the people's interests who are in an R-1 area. Commissioner Schoneman stated that his biggest concern is the narrow width of Cherry Ave. and the additional traffic that would be generated if this unit were put in. He stated that it is a beautiful residential area and those who built there want it to remain that way. He stated that Mrs. Higgen could build two duplexes on her property, but he is opposed to a six-plex. He stated that the sewer is adequate at this time. Motion by Commissioner Schoneman and Mayor Jarstad to follow recommendations of Planning Commission and deny rezone, carried. Meeting recessed from 10:57 A.M. until 11:02 A.M. Alley improvement between 4th and Burwell and State and Anoka is under construction. Sheridan Road is under construction on the water line. In connection with the Sheridan Road project, Council action is needed so that Almira improvement may be joined with the Sheridan Road project and in this way make a more attractive proposal for contractors. Motion by Commissioner Sehoneman and Mayor Jarstad that the Sheridan Road project and Almira for sidewalks, curbs and gutters, plus the paving be combined with the Sheridan Road project. Under discussion: Commissioner Schoneman gave figures for the Almira Drive proposed improvement of $47,500.00 and the Sheridan Road improvement of $116,500.00 for a total of $164,000.00. The money is on hand in the 1/2 cent gas tax fund. He stated also that it may be possible for the Street Dept. to do the paving work on Almira because the job was started prior to Senate Bill 2143.
