Also present were Commissioner Stewart, Deputy City Clerk Beahm, Asst. City Attorney Olscn, and a representative of the press. City Clerk Yeadon was in Richland attending the Washington Municipal Clerks Association annual meeting and Commissioner Schoneman was in Seattle. Ken Attebery, City Planner, was also present. INITIATIVE TO BE ON BALLOT MAY 17, 1977 A special meeting was called for the possibility of amending the ballot title to more clearly define what the commissioners and committee that was formed to pass the 9-unit initiative wanted. Mayor Jarstad stated that if a Resolution was passed making a change, it will be by the majority of the Council members. Several members of a committee made up of representatives from all Bremerton Neighborhood organizations were present. Mr. William Amo stated that he felt the ballot title was completely unacceptable. It was the consensus of the committee that most people would not be able to understand the ballot title, and it was their desire to change it. Mr. Amo stated that Mr. Ted Wright had told him that a new ballot title could be submitted by Friday, but that was the absolute deadline. Mr. Amo read several alternatives to the ballot title and a lengthy discussion followed on the legality of changing the ballot title and how it should be worded. Mayor Jarstad defended the City Council's action in repealing Ordinance No. 3210, stating that a motion had been made several weeks before the initiative was presented to the City Clerk. It was finally decided to change the ballot title to read: "Shall the City Zoning 0rdinance be amended to restrict Residential-One Districts to single family dwellings and duplexes by initiative and to restrict replatting and building or alteration of any structure crossing lot lines?" RESOLUTION NO. 1720 - Initiative Ballot Title Deputy Clerk read, "A RESOLUTION of the City of Bremerton, Washington, providing for the submission to the qualified electors of the City at a special election to be held on May 17, 1977, of an initiative amending City of Bremerton Ordinance 1792, as amended by Ordinance 5210, declaring an emergency, and amending the ballot title". Motion by Commissioner Stewart and Mayor Jarstad to pass Resolution No. 1720. Under discussion: Clarence Martin stated that he found the ballot title as read much more acceptable than the way it was written at first; that it tells more clearly what the committee wants. Mr. Carey asked if the word "alteration" would mean that no one could have alterations on his property, and Mr. Olsen stated that it did not. Mr. William Seibel asked if the word "existing" should be inserted before "lot lines" and Mr. Olsen stated that it would bc inaccurate to put "existing" in the question. Motion carried as follows: Mayor Jarstad, Yes; Commissioner Stewart, Yes; Commissioncr Schoneman, Absent. Meeting adjourned at 6:10 P.M. Barbara L. Beakan, Deputy City Clerk Approved: Glenn K.
