AMBULANCE COMMITTEE
Clerk read letter from Robert Mussman, Chairman, Ambulance Committee, dated
June 16, 1977, which stated that the Ambulance Committee has been working on
problems pertaining to the ambulance service and emergency medical aid being
provided the citizens of Bremerton; that after contacting most of the people
involved and discussing some of the problems, they feel much could be accomplished
toward solving some of the problems if the following were implemented: (l)
That the City pay Leyde Enterprises a flat rate of $2,000.00 per month rather
than using the present payment schedule; (2) That the automatic or simultaneous
call-out of Leyde Enterprises Ambulance be discontinued; and (3) That compliance
with Bremerton City Ordinance, Chapter 5.50.170, paragraph c be enforced.
Mayor .Jarstad stated he had talked to Wes Henry of CENCOM and they are in
complete agreement on how the dispatches should be handled; that it will be
simultaneous alerting and ambulances will run normal unless notified they
are needed quicker; in areas not inside the City limits, Leyde Enterprises
will be dispatched under Code 5. Stated it is in the best interests of the
general public to have emergency vehicles going through on Code 5. On the
other request regarding a flat fee, the contract calls to pay on each dis-
patch; stated he felt at this time the contract should remaln the same and
not pay a flat rate of $2,000.00 per month. Mr. Mussman stated the consensus
of all the persons who were in the meeting was that the best means of control
was not to have simultaneous call-out. In order to maintain ambulance service
the City would like to have, Mr. Leyde has to be subsidized about $2,000.00
per month and he has to respond to every call in order to make this amount.
Commissioner Stewart commented that if Mr. Leyde did not have to run on each
call, then there should be room for negotiations for the payment of the
subsidy. Mr. Mussman stated there should be a savings for Mr. Leyde as well

as the City and it should be looked into. Mayor Jarstad complimented the
drivers of the ambulances and the equipment used in the operation in the
City. Stated their safety record has been exemplary. Suggested getting
together with the Ambulance Committee, Wes Henry and Mr. Leyde.
KITSAP COUNTY COMPREHENSIVE PLAN
Clerk read letter from Western Environmental Trade Association, dated June
13, 1977, which stated that Kitsap County, in its proposed Comprehensive
Plan, has designated Bremerton as an "Urban Center"; that the plan will have
a significant impact on the growth of Bremerton. The letter listed six
ways the plan will have a significant impact on the growth of the City and
requested that a formal position against the plan be taken until the plan
is modified to benefit and serve the best interest of all of Kitsap County's
citizens. Commissioner Stewart stated he would like to hear both sides of
it; that he can see some detrimental effects to the County but not to the
City. Mayor Jarstad stated it would be proper not to take any action on the
letter because not enough is known about this plan at the present time.
Commissioner Stewart stated he would not vote for or against the plan until
he hears both sides.
AMERICAN POWER BOAT ASSOCIATION RACE - KITSAP LAKE
Clerk read letter from Chamber of Commerce, dated June 14, 1977, which stated
the American Power Boat Association would like to schedule their races for
July 10, 1977 at Kitsap Lake.
Motion by Mayor Jarstad and Commissioner Schoneman to allow the race to be
held on July 10, 1977 with the concurrence of the Police Dept., carried
unanimously.
GENERAL FACILITIES FEE - PORT 0F BREMERTON
Clerk read a letter from The Port of Bremerton, dated ,June 14, 1977, which
requested that the City waive the requirement for paying the general facilities
fee for water services to Port properties. The letter listed several reasons
for requesting a waiver. A lengthy discussion followed with Commissioner
Stewart stating he is opposed to excluding one certain group from paying this
Fee; that all customers should be treated the same. Commissioner Schoneman
stated the Port Commission had paid for the whole system to the Belfair Hwy.
and he felt they deserved special consideration for that reason. Commissioner
Stewart stated a legal opinion should be given on this issue and it was the
consensus of the Council to let Commissioner Schoneman and the City Attorney's
office work on it together.
BILLS
Motion by Mayor Jarstad and Commissioner Schoneman to give blanket approval
to vouchers 7376 and 7578 to 7456 inclusive in the amount of $55,322.10,
audited by John Ross, carried as Follows: Mayor Jarstad, Yes; Commissioner
Stewart, Abstained, due to a minute interest in ITT Grinnell; Commissioner
Sohoneman, Yes.
CAPITAL IMPROVEMENT GRANT {Activity Center/Swimming Pool)
Mayor Jarstad stated that he met with D'r. Ford and Margaret Barry of the School
Board and also had Bob Theroux, Grants Administrator, meet with them. Stated
a tentative settlement, which will have to be approved by City Council and the
School Board, has been reached. The City's share will be $1,000,000.00 and the
School Board will receive $742,000.00. Stated a use agreement will be prepared
so that the swimming pool could be utilized as a part of their activities in
the school system. He recommended proceeding on this priority basis if the
School Board agrees so that the City can get the applications started and hire
the architect and firm to build the pool and activity center.
Motion by Mayor Jarstad and Commissioner Stewart to proceed on that vein at
this time. Under discussien: Commissioner Stewart stated he would like to
have everyone who uses the pool to pay the operational costs and Mayor Jarstad
stated that everyone is in agreement with that. Motion carried unanimously.

PUBLIC RECOGNITION
Horton Hackler, 2121 East 19th, requested that City Council refer his applica-
tion for rezone from R-1 to R-2 back to the Planning Commission because that
meeting was not valid when his rezone was denied because Mr. Branch was not a
legal member of the Board. Mayor Jarstad stated that Mr. Sexton said Mr. Branch
was sitting as a legal member of the Board; that he had been appointed to serve
in the interim. Mr. Hackler asked that his application go back to the Planning
Commission with the entire new presentation or that Mr. Branch's vote not be
recognized and it be declared a tie and have Mr. Ryan vote as a tie-breaker.
Mayor Jarstad again stated that Mr. Branch had been asked to continue in the
interim until a policy decision was reached. He stated there are pros and cons
both ways that when appointments are made, they should be residents of the
City. Mr. McCluskey stated Mr. Hackler should write a letter and File it with
the secretary of the Planning Commission if he wants to appeal that decision.
Mr. McCluskey recommended to Mr. Hackler to wait until the July 6th hearing
and let City Council hear the testimony and a determination can be made at
that time whether to send it back to the Planning Commission, whether it should
be approved or whether it should be denied. Ken Attebery explained that his
letter to Mr. Hacklet only told him what procedure he would have to go through
to possibly modify his application in light of the denial of the Planning
Commission.
COMMISSIONERS' REPORTS
Commissioner Stewart:
1. In connection with the leasehold tax with the Community Theatre and the
Square Dance Club, he has been checking into it. Spoke about Renton and the
cost to the City to run their Theatre Group. Stated he hated to see Bremerton
get into that kind of expense. Hopes something can be worked out to keep these
groups operating the same as they have operated for the last 50 years. Doesn't
want the City to get into the drama business in the City Park Dept. Spending
almost $400,000.00 a year on the Parks Dept. now and he doesn't want to see
another $100,000.00 going into the drama business. Stated these people are
paying their own bills now and all the money that does come in goes back to
refurbish and improve the facilities. Feels it would be a disaster to get
into the business of running the Community Theatre. Mayor Jarstad stated that
the attorneys are researching this and everybody is in agreement. Stated these
contracts have previously been worked out to eliminate many of the groups to
paying any tax. If it is legally possible in any way, that report will come
back from the City Attorney's office. Stated he hopes there is a way For these
groups to use City-owned buildings for general public's utilization and will not
have to pay that leasehold tax.
Commissioner Schoneman:
1.Gave suggestions to help eliminate traffic congestion on Washington and
Second Ave. Suggested removing 5 parking spaces on Washington Ave. to 2nd
St. to help relieve the traff'ic congestion. Also on 2nd St. where Penney's
has their service station and entryway, there are two spaces that should be
removed. Traffic movement would be much better in this area if these meters
were removed. On 5th St. there are 10 meters by the House of Values parking
lot which should be removed.
Motion by Commissioners Schoneman and Stewart that these meters be removed.
Under discussion: Mayor Jarstad stated that he would hope before action is
taken that this be referred to the Traffic Dept. for study. Questioned the
meters on 5th St.and stated he felt these were a lot of meters to take out
along there. Discussed the package pick-up zone by Penney's. Asked again
that it be postponed until the Traffic Safety Division could look at it and
give an opinion. Commissioner Schoneman withdrew his motion and Commissioner
Stewart withdrew his second.
2. On Friday he went to Dept. of Ecology in Olympia to meet with engineers
regarding the facilities study. Had CH2M Hill representative explain their
construction management program as it would apply to the City of Bremerton's

updating of their treatment plants. DOE people were very interested in the
program because instead of going for years in having construction done, they
lump the construction and the purchase of equipment in about 5 phases that
are carried on simultaneously. It can be proven that 18 months of time would
be saved by this method. Thinks it is a very good idea. Bremerton would be
the First City that would come under this construction management form of
construction. Also brought out the fact that the City had not been funded
for the Pine Road Interceptor Lines and they said they would look into it
today and the City would hear from them shortly. Stated that the fact that
there is a method of relieving an overflow situation at Lebo and Sheridan Rd.
at a total cost of $115,000.00 -- they do have that type of funding available.
All that js needed is their clearance and approval. Told them would like to
have this done prior to our Fall rains.
3. Have set of plans now from the schools and the Vocational ttigh School
that will be constructed off National Ave. Reviewing those plans now. In
order to construct a school which will take in a sizable area of wooded and
unoccupied land it will be necessary to vacate the streets that have never
been used or opened.
4. Now that tourist season is upon us, it is most necessary to continue with
the tourist booth at the Ferry Terminal. Hope that City Council will request
that the Chamber of Commerce continue with tourist information booth. Feels
it is a most necessary item for the tourist trade.
5. Have been in contact with the Fisheries Dept. regarding the Fish Rearing
Pond. Will be meeting with their department heads regarding the permits
that will be necessary. They will also help in designing the pool. The
City will do the work, but would like to have their input on a Fish rearing
pool design. They will also Follow through with instructions on fish
rearing plus furnishing the Fish feed.
Meeting recessed From 10:35 A.M. until 10:45 A.M.
HACKLER REZONE
Ken Attebery spoke about the application from Horton Hackler for a rezone
From R-1 to R-2 and stated his rezone was denied by Planning Commission. He
stated that in the past, applicants have asked for major changes in the site
plan and they have been remanded back to the Planning Commission.
Motion by Commissioner Stewart and Mayor Jarstad to concur and send application
for rezone back to Planning Commission, carried unanimously.

1 agreeing and 3 disagrecing. Ken Attebery, Planning Director, spoke about
the proposed fezone using a sketch and site plan. He stated this plan is
for the proposed construction of 18 units of apartments.

DEAN DEWELL REZONE HEARING (continued)
PROPONENT:
Dean Dewell, Rt. 5, Box 9530, one of the owners of the property at 3230 Pine
Rd., described the property and the slope of the land and described the project
they plan to put in. Spoke about ingress and egress and stated all traffic
will come in off Pine Rd. Stated the entire center area will be left natural.
Described the property around the proposed fezone and stated there will be
a full-length fence along the entire length of the property. Stated they
had originally planned to build under the 9 dwelling units per acre, but since
that ordinance has been rescinded, they have had to come in for a fezone.
Commented that the Sheridan Park Neighborhood group has labeled this entire
area as low-density rural type living, but stated this is all apartments with
a few houses thrown in here and there. Stated all the water and sewer facilities
are there, and stated he feels bus service will soon be available. Commissioner
Stewart stated buses will not be available that far down on Pine Road.
OPPONENTS:
Jim Hobart, 5202 Pine Road, spoke in opposition to the rezone because he felt
there is no need for any more apartments in this area. Stated there are empty
apartments all over town and it is not necessary to build any more apartments
in this area. Stated there is no bus transportation on Pine Road and the
increase in traffic will be terrible. Commented on the election on the 9 dwelling
units per acre and stated this should have given the commissioners a pretty
good idea that the people of Bremcrton do now want any more apartments constructed.
Ronald Larsen, 3210 Pine Road, spoke in opposition to the fezone and questioned
the sewer charge of $3.00 per month that he is paying. Commissioner Stewart
expla~ned that they will pay $300.00 per unit or $300.00 for every 1500 sq.
ft. under the new ordinance and this ordinance takes effect in about a week.
Mr. Larsen stated he understood the sewer system can't handle any more sewage
and Conmissioner Schoneman explained that as soon as the Pine Road Interceptor
is installed, additional sewage will be able to be handled. Mr. Larsen again
stated he is against the fezone because he feels that there is no end to
building apartments in the area and it is "do or die" at this point. Commissioner
stewart stated he would like to go along with the people in the neighborhood
becaase it is their neighborhood, but he felt apartments have to be built for
the elderly who have to live in apartments. Mr. Larsen asked how much water'
the Sheridan Community Group holds and asked if the neighborhood wants the
area kept rural, then the City is defeating its purpose by having these groups.
Mayor Jarstad stated the single-family residences that are fin the area are
excellent residential homes; that the people have spent a lot of money fixing
those homes up. Stated he did not know when was the last time a residential
unit was built in that area. Stated it would appear that what was being looked
at hcrc is whether the whole area should go R-2; that he can't see sliding in
an R-2 here and single-family here and there without looking at the total area.
Commissioner Schoneman suggested viewing the site and commented that whatever
happens with this rezone will affect the fezones coming up.
Motion by Commissioners Stewart and Schoneman to postpone decision until next
week so the commissioners can view the property, carried unanimously.
BROOKSIDE PARK ASSOCIATION. REZONE HEARING (Conifer Development, inc.)
Clerk stated he had posted, advertised and mailed letters of notification as
required by law. He read Planning Commission Resolution No. 409 recommending

approval with 7 restrictions. He then read letter from James Hobart, 5202
Pine Rd., dated June 14, 1977, in opposition to the rezone. Clerk stated
that 18 advisory ballots were sent with 9 returned, 1 agreeing, 7 disagreeing
and 1 neutral. Ken Attebery, Planning Director, spoke about the proposed
rezone using a sketch and site plan. He stated the proposal contains 51
units in 4 buildings with parking for 82 cars; proposed density is approxi-
mately 15.7 units per acre.
PROPONENTS:
William Barrett, an employee of Conifer Development, spoke about the rezone
and discussed land development. Stated Conifer manages two successful apart-
ment buildings and both are completely full and operating successfully. He
felt this area is a perfect area for an apartment. He stated the cost of land
development and building has exceeded the ability to build a single family
residence; that they do not feel it can be economically developed and sell as
single lots; that duplexes are not a great investment but they are adequate.
Stated they will try and cluster the buildings on a small piece of ground and
parking for cars will be provided on higher ground. This will allow a green
belt to be preserved around the building. Commissioner Stewart asked why the
developer had not tried to talk to the neighbors and reach a compromise.
Harry Barry, architect, spoke about the proposed development and stated they
would like to have the units grouped into the center of the property so there
will be a green belt around the property to shield the units from the street.
Stated the trees will be higher than the buildings. He stated they could
build 60 units of duplexes instead of the apartment complex, but they prefer
to stay with the apartment and the lower density.
OPPONENTS:
Jim Hobart, 5202 Pine Rd., stated he is opposed to the proposed rezone and
stated the developer cannot plant trees in front of his garage. Commissioner
Stewart asked him if he would rather have this apartment complex or duplexes
and Mr. Hobart stated he would rather have duplexes; that there would be less
traffic with duplexes. Ron Larsen, 3210 Pine Road, asked what will happen in
the future and asked if more apartment buildings could go in around the
buildings being constructed now. Mayer Jarstad stated there would be a
covenant and more buildings would not be allowed. Commissioner Stewart stated
that compromises should be made between the developer and the neighbors before
it comes before the Planning Commission and City Council for' hearing. Mr.
Larsen stated he would like to go on record as being against this rezone.
Mayor Jarstad commented that there are two very separate R-2 rezone requests
and they will be treated as such. Alex Kravitz, 211 Edgewater Apts., stated
he had no objections to apartments going on and he feels apartments should
go in this area in a group. Stated he would like to go on record and say he
will go along with the developer and see if a good development can go in there.
Mr. Larsen asked about the people in the area who have bought expensive homes
in an R-1 area and want it to remain an R-1 area. Commissioner Stewart stated
this would be taken under consideration before a final decision was made.
Motion by Mayor Jarstad and Commissioner Stewart to postpone decision for one
week until the commissioners can view the property, carried unanimously.
MCDONALD SHORELINE MANAGEMENT PERMIT IIEARING
Clerk stated he had posted and published this hearing as required by law.
Ken Attebery presenbed the Staff Review and stated the request is for the
expansion of the kitchen area of the Boatshed Restaurant and is for approx.
550 sq. ft. He stated the proposed expansion is for food preparation and
will not increase the scaling capacity of the restaurant. Mr. Attebery
used a colored map and described the location. Stated it is designated Urban
Commercial and the comprehensive plan shows neighborhood shopping. Stated
there is sufficient parking on private property. Stated it meets the policy
and regulations of the Bremerton Draft Shoreline Management Master Program
and the Zoning Ordinance.
-7-
CITY COUNCIL MINUTES
June 20, 1977
Page eight
PROPONENTS:
Richard McDonald, 101 Shore Drive, spoke about the proposed expansion and
stated the expansion would give them a chance to wash dishes, clean up
and prepare food while food is being put out during their busy hour; that
it will give them more room to cook. He stated it is for an additional 500
sq. Ft. and it will give additional storage and room for a cooler. Stated
there is only about 2 ft. over the water.
OPPONENTS:
Glenn Vockrodt, 1409 Marlow, stated he was speaking for the Manette neighbor-
hood and they wanted to ask for a two-month delay so the group can get input
into the Bremerton Shoreline Management Master Program. He stated their input
covers some of the things about this shoreline permit. Stated this business
is not water dependent; that the only reason he is on the water is just for
the view; he does not feel it should be allowed to expand. Stated he would
like to see this area where it is marked Urban Commercial changed to Urban
Residential. Requested that nothing be done on this until the Shorelines
Master Plan is adopted.
Mr. Stewart ]eft the meeting at this time.
Dorothy Martin, 1408 Winfield, stated that this restaurant is appreciated by
the people and stated some of the building is over the water. Stated some
of it is on pilings already and an extension is the same as a brand new
building. She asked if this will bring an increased expansion at a later
date. Stated there are problems right now with parking and traffic and feels
there will be an even bigger problem if it is expanded. Juanita Hacklet,
2121 East 19th, stated she is opposed until the Bremerton Shorelines Manage-
ment Master Program is adopted.
Mayor ,Jarstad asked if adoption of the Shorelines Management Master Program
is a requirement before a decision is made on this permit and Mr. Attebery
stated this is not a requirement. He stated the City has been acting under
a Draft Program for approximately 1 1/2 years. Stated that the hearings that
were held in the neighborhoods resulted in good positive comments and there
are a number of weeks of work yet to do on the master program. He stated
the program does indicate that non-water dependent commercial developments
over the water should have additional permits, but he does not know what
kind of conditional-use permits will be necessary. Mayor Jarstad commented
that this is a very delightful restaurant and people like to go down to the
water to eat. Mr. Attebery explained that this restaurant is not water
dependent but it is water related. He stated the program the City has
encourages water related use on the shoreline but it requires additional
approval For non-water dependent uses over the water. Stated he does not
consider it to be a problem as far as being on the water. Commissioner
Schoneman commented that Mr. McDonald has made a big effort to have this
permit taken out in the past and he did not have ample room to make the
expansion. Stated he had acquired land that did make this possible. He
stated he is not exceeding his seating space, there is ample parking and
that small portion that is over the water is so insignificant, it should
not be considered.
Motion by Commissioner Schoneman and Mayor Jarstad to approve granting a
substantial development permit, carried.
BREMERTON SHORELINE MANAGEMENT MASTER PROGRAM
Glenn Vockrodt, 1409 Marlow, asked For a two-month delay so the Manette
neighborhood can get their input and give it to Mr. Attebery. Mayer Jarstad
asked Mr. Attebery what a delay would do as far as adoption of the program
was concerned and Mr. Attebery stated it was not necessary to adopt the
plan by the end of June; that a draft was submitted a year ago which has
been used in the interim. Stated he would like to get a program adopted
and to the state and immediately start a teevaluation program. Recommended
postponing the hearing for a week or two. Mr. Vockrodt again stated that
if they could get a two-month delay, it would give them time to get their
comments and get them to Mr. Attebery. Mr. Attebery stated that after the

discussions on July 13th, it could be set aside for two or three months if necessary.
Motion by Mayor Jarstad and Commissioner Schoneman to continue hearing until
july 15th at 10:50 A.M., carried.
Meeting recessed from 1:05 P.M. until 5:40 P.M.
Recessed City Council Meeting was called to order at S:40 P.M. with Mayor
Jarstad presiding. Also present were Commissioner Stewart, Commissioner
Schoneman, City Clerk Yeadon and Asst. City Attorney McCluskey.
WALGREN/DeLONG SHORELINE MANAGEMENT PERMIT HEARING
Clerk stated he had advertised and posted as required by law. He then read
Staff Review which recommended approval. Ken Attebery, Planning Director,
stated this is a request to construct a duplex on Shorewood Drive. No one
was present to speak either for or against the request.
Motion by Commissioner Schoncman and Mayor Jarstad to approve substantial
development permit request provided that prior to the issuance of building
permits that satisfactory access easement and parking on site are provided
for review by the Engineering Dept., carried unanimously.

COMMISSIONERS ' REPORTS ( continued )
City Clerk Yeadon:
Stated he would be attending the Association of Washington Cities Convention
at Ocean Shores this week.
Mayor Jarstad:
1. Spoke about reading in the papers in California that they are attempting
to help the Federal Government to do studies to locate industrial, job-oriented
businesses adjacent to or within residential communities to eliminate the need
for public transportation and driving cars back and forth. Commented that this
is the same thing that has been done in Japan.
2. Looking ahead, if the City comes to the determination of "blight" he feels
must look to the next step forward which is the appointment of a Redevelopment
Commission, which is five people. This committee would consist of Chris
Washington, Gary Sexton of the City Attorney's office, and Eddie Bjork and
Merlin Frohardt of the downtown people. Stated the fifth member should be
a neutral because he would be a key person and Scott Wetzel has been recom-
mended. Commissioner Schoneman stated Mr. Wetzel is one of the top, sharprest
businessmen in the country. Mayor Jarstad suggested the City Council give
this some thought.
3. Stated Mr. Pendergast of the Parks Dept. has notified 15 of the top
Engineer/Architectural firms to show their plans. Wants a visual sight of
the pools because this will be the first for Bremerton and he wants it to
be the best possible.

WHEATON WAY NORTH OF RIDDELL ROAD
Commissioner Schoneman read memo from City Engineer, dated June 20, 1977,
which stated that a meeting was held today on the construction of Wheaton
Way north of Riddell Road with Art Waaga, Rich Darnell, Marion Smith and
another gentleman from the Highway Dept.; that WSHD anticipated new federal
funds to build SR 305 from Riddell north during the 1979 construction season
and therefore did not want to put State or Local money into this section.
The memo stated further that the City would terminate the project in the
south half of Riddell Rd, the State would modify the signal to accommodate
left-turn only lanes going north and south and would construct a through
lane for southbound traffic on the west side of Riddell within existing
right-of-way; that the County will study the State plan for the transitional
intersection; and that the State will assist the City to advertise the project
as soon as possible. Commissioner Schoneman commented that this was the
perfect opportunity to do the whole intersection and then in 1979 continue
on with their widening, and they won't do it. Stated this will be a bad
bottle-neck with five lanes coming into Riddell and then only two lanes
from there.
Meeting adjourned at 4:50 P.M.
G. C. Yeadon, Sr., City Clerk
Approved:
Glenn K. Jarstad, Mayor
