Motion by Commissioner Schoneman and Mayor Jarstad to approve three change orders, carried unanimously. BUS PASSES - AGE 60 ~ OVER - SENIOR CITIZENS LUNCH PROGRAM Clerk stated that he had talked to Edith Thompson, Red Cross, and she says they have to operate under a federal law called the "Older Americans Act" which lowered the senior citizen benefits to age 60. Also, it is against the federal law to ask a person his or her age other than to know whether a person qualifies for the program, so it is not possible to take a census at the meals. Since the change in bus pass age, the vans have been full and some of the elderly people have not been able to get a ride until the van has made a round trip. She said that the complaints being heard are general because the unavailability of bus passes to 60 and 61 year-old persons has an effect on other ages beyond these years. Commissioner Stewart stated that the bus passes only bring in about $1,500.00 per month and he feels that the age should be kept at 62 for bus passes. Commis- sioner Schoneman stated that if the senior citizens are all riding the vans, they arc not buying the senior citizen passes anyway; but since Commissioner Stewart is running the bus system, he feels that they should abide by any suggestion he makes. Commissioner Stewart stated that he planned to ask for another $25,000.00 to bail out the bus business and he would like to hold off on changing the age to 60 for bus passes. Mayor Jarstad stated that the City may be faced with the possibility of raising the household tax; that there is no easy answer to public transportation. -3- CITY COUNCIL MINUTES ,January 19, 1977 Page four RESOLUTION N0. 1701 Clerk read, "RESOLUTION to set hearing date for LID N0. 320, for Wednesday, February 16, 1977, at 11:15 A.M., for the assessment roll, and direct Clerk to give proper notice". REPORT OF PLANNING COMMISSION BUSINESS/SET HEARING DATES Clerk read memo from Planning Dept., dated Jan. 19, 1977, which requested that City Council set hearing dates. Motion carried unanimously. DISPOSAL 0P MISCELLANEOUS MOTORS AND PUMPS Clerk read memo from Waste Water Treatment, dated Oct. 4, 1976, which stated that there are many items that are no longer used or needed by Waste Water and they should be disposed of in the best interest of the City; that all items can bc seen at the Charleston Beach Waste Water Treatment Plant #2, Monday through Friday, 7:30 A.M. to 4:00 P.M. Motion by Commissioners Schoncman and Stewart to dispose of these items to the best interest of the City, carried unanimously. COMMISSIONERS' REPORTS Commissioner Stewart: 1. Good news on the parking garage. Daily parking revenue is up 42% from last year. Christmas was up 24% over last year's daily revenue. Still losing around $48,000.00 a year in the operation, but it is a lot better than it was. 2. Called attention to the need for additional funds to balance the transit account for 1976. The taxicab service to Marine Drive has worked out very well and the bus is being used in another area now; that he would like to extend to other areas the same taxi arrangement. Recommended using it in the Kitsap Lake run where the system is only getting about 12 passengers a day, which is hardly enough to warrant running a bus there every hour. Also there are some people on Pine Road who are almost two miles from the bus service and he would like to make some arrangements for the taxi to work this area. Commissioner Stewart recommended having the present ordinance amended to make the availability of taxicabs City-wide and use it where needed. He also stated he would like to pro- vide service to those who can't walk uphill to a bus line. Motion by Commissioners Stewart and Schoneman to refer the matter to the City Attorney to review the ordinance with the intent to make the taxi service avail- able City-wide. Under discussion: Mayor Jarstad suggested selecting an area and he would like to see it tried on the Kitsap Lake run. Motion carried unanimously. -4- CITY COUNCIL MINUTES ,January 19, 1977 Page five 3. With reference to the $3.00 a month construction charge that it is hard for the water service employees to answer people why they are charged $3.00 and others are not and he recommended this be changed to a one-time connection charge; that it could be on a sliding scale. He stated if it was a one-time charge, any balance not paid at the time should be with interest and he stated he could work out a table. He stated he would like to get the City out of the $3.00 a month construction charge business. Mr. McCluskey stated that due to the bond covenants, the City should discuss this with bond counsel. Mayor Jarstad stated it may not be a simple problem and the reason the City Council went to that type of charge was beenuse of the recommendation of the financing people. The long-range Financing allowed work to be done that otherwise would not have been possible due to the tremendous cost. He stated the City is tied in to that formula for many years ahead and it was a very involved finance system when the City went into this program. He stated he would like to see what the finance people would recommend as well as the bond counsel. Commissioner Stewart commented that $3.00 per month will never pay for the cost of the sewers and it isn't a Fair charge and he didn't believe the financial people did right in recommending this method. He recommended giving the people a choice of paying a one-time fee or let them pay $3.00 until the bonds mature. Commissioner Stewart stated he would like to write to William P. Harper & Sons and see if his recommendation can be done. Commissioner Schoneman discussed the Pine Road sewer system and stated the City has been recapturing funds by the $3.00 construction charge. Mayor Jarstad stated this suggestion would be worth evaluating and Commissioner Schoneman stated he had no objection if people want to pay off providing the City can find out how much they should pay. Commissioner' Stewart stated he would work out the tables but he did not want to go through the process unless it is satisfactory with the City Council. He stated further the City would not lose any amount. 4. Financial Management System is working now on the computer. This means that anyone who overspends the budget in the future, the warrant will not be written; that no money will be spent out of a fund or a budget because this will be con- trolled by the computer. A benefit will be that there will be no deficits in the funds. Commissioner Schoneman: 1. Concerned about the lack of water behind Casad Dam. Small amount of rain is insufficient to increase the lake. The water dept. is taking steps to over- come the lack of rain and will be working over a well that has not been used for sometime at Anderson Creek. Can estimate probably four or five hundred thousand gallons per day. Iry Moritz is going to undertake the operation to get the well into good production. Also planning to ereate a new well in a location nearby. He would like to supplement the use of well water because it is expen- sive to pump water. Also, PUD will be drilling a prospective hole in the South Central Valley area. If they find more than 300 gallons per minute, the City will purchase the well and the only cost will be labor and equipment, pipes, etc. Mr. Schoneman gave figures of the amount of water taken From Casad Lake in 1976 and the amount of water that had been released from the lake because of excessive intake. 2. Fire hydrant at 18th and Warren will be moved across the street because it has been damaged on more than one occasion. 3. Reported on a meeting with CH2M Hill concerning the attempt to combine efforts with the Regional Sewer System; that Port Orchard has some second thoughts as well as one of the water districts. Will have to Face the problem of updating our City's treatment plants which have been in operation since about 1948; it is difficult to obtain parts. It is necessary to get started on construction of secondary treatment plants. City will be favored with grants but it was thought to be less costly by combining both for the City and the other entities. Commissioner Sehoneman stated that if Port Orchard and the water districts should continue indefinitely to oppose the complex facilities plan, that the City of Bremerton should try to get a date by which they should either join or not join. He suggested that Feb. 1 would be a good date. Mayor Jarstad commented he did not know how difficult it is for them to schedule meetings because the Councilmen are employed and also would have to get together with the consultants; therefore, CITY COUNCIL MINUTES January 19, 1977 Page six he did not think he would be in favor of setting a deadline ten days away. He stated he understood that Port Orchard and Annapolis were going to have a meeting with the consultants and would like to wait until this happens. Commis- sioner Schoneman stated the City needs to know what direction it is going in order to plan and prior to their meeting, he had asked that the City be notified by Feb. 1. Commissioner Stewart stated construction costs are going up and he didn't want them to go higher because the others could not make up their minds. He noted that Port Orchard is going to have a meeting on the 24th and that Dist. No. 5 is not going to join anyway. Mr. McCluskey commented that the consultants have been working heavily on the County and the City of Bremerton and not on the districts or Port Orchard and he did not think they have had the time that the City has had. Commissioner Schoneman stated he had discussed this with CH2M Hill and they think it is a wise thing to pin the date down. Commissioner Schoneman stated he could see nothing wrong with setting a date to bring the City information. Motion by Commissioners Schoneman and Stewart to set Feb. 1 as the date by which Port Orchard and District No. 5 should decide whether they are going to join the complex sewer facilities plant. Motion carried as follows: Mayor Jarstad, No; Commissioner Stewart, Yes; Commissioner Schoneman, Yes. FIR TREES/MR. ARMSTEAD Mr. Armstead again discussed his proposal for removal of two trees which are on City property and noted that the petition which he filed with the City had not been circulated completely because he had been called by the City and informed the trees would be removed. Commissioner Schoneman stated he had been called by an adjacent property owner with the request that the City take no action relating to the trees until a court case has been heard between him and Mr. Armstead relating to some other trees. Mr. McCluskey advised that the two trees are on City property and the City has the right to remove them. No action was taken on Mr. Armstead's request at this time. PACIFIC AVENUE TRAFFIC JAM Relating to the practice oF many young persons cruising on Pacific Avenue on Friday and Saturday nights, Commissioner Schoneman stated that as Commissioner of Public Works hc has the responsibility to keep the streets clean and open for use; that people were leaving bottles on the centerline and there was no semblance of traffic control. His complaint specifically was about his attempt last Friday night trying to get through the traffic. He stated he had an appointment and couldn't make it for awhile because of the traffic situation. This matter of cruising was discussed at length and the Chief of Police gave a report of activities of the Police Dept. during this Friday night period and called attention to the fact that a patrol car could not police the area and a motorcycle officer could not be used except in dry weather. Further, that an officer on foot would be of little value. However, he noted that there are arrests made for traffic violations. Further, that if someone is caught putting debris in the street, they would be given a ticket for littering. Improper turns are being policed as far as it is possible and citations are given. Enmanuel Justesen, 8336 Pacific Avenue, recommended an educational program be given through the schools. He also spoke about the waste of gasoline and the need of conserving fuel and the pollution that comes from the high concentration of cars. He stated that he feels that the parents should be appealed to in the matter. Tom McCrary, a senior at West High, stated that he didn't feel cruising is the big problem and pointed out there wasn't much to do in Brcmerton. He estimated probably 600 people were cruising at one time and he dldn't think many were going through red lights or that the bottles were any big problem because they are left on roadsides anyway. Mayor Jarstad spoke about the good will that has been built with the young people and he would like to have it maintained that the police are aware of the problems and part of the problem comes from shifting the kids from parking lots to the streets. He stated the Police Dept. will be monitoring and watching closely this situation. -6- CITY COUNCIL MINUTES January 19, 1977 Page seven BID OPENING - FM COMMUNICATIONS MONITOR TEST SET Motion by Mayor Jarstad and Commissioner Schoneman to open bids at this time, carried unanimously. Clerk stated that only one bid had been received. He opened the bid From Arva Hudson, Inc., certified check For $50.00 enclosed, $7,803.67. The bid was turned over to Mr. Patmon to make recommendation later in the meeting. TAPE #98 HEARING - CRESSMAR STREET VACATION (A) 2425 Motion by Mayor Jarstad and Commissioner Schoneman to hold Cressman and Lang/ Arroyo hearings at this time, carried unanimously. Meeting recessed from 11:11A.M. till 11:20 A.M. Clerk stated that he had posted property and posted in three conspicuous places in Bremerton, as required by law. He then read Planning Commission Resolution No. 385 and Planning Commission Minutes of Dec. 14, 1976. Clerk stated there was no correspondence. Mr. Ken Attebery, Asst. Planning Director, gave a description of the proposed action using an area map. He stated that Mr. Cressman wanted to build a new residence on his property and with the extra 10 ft. he would be able to build a larger one. PROPONENTS: No one was present to speak in favor of the vacation. OPPONENTS: No one was present to speak against the vacation. Motion by Commissioners Schoneman and Stewart to deny the request for vacation, carried unanimously. TAPE #98 HEARING - LANG/ARROY0 CHANGE OF SITE PLAN (A) 2520 Clerk stated that he had published, posted and notified as required by law. He then read Planning Commission Resolution 385, Planning Commission Minutes of Dec. 14, 1976 and Planning Commission Minutes of Dec. 28, 1976. Clerk read letter from LaJeanne Brewer, dated Jan. 19, 1977, opposing the change of site plan. Mr. Ken Attebery spoke using an area map, sketches, and the old site plan as well as showing the new site plan. He stated there are 76 parking stalls in the new site plan, and there were only 73 in the old one. He stated that the old site plan had a two-story building, and the new one is a one-story with a slightly pitched roof. PROPONENTS: Mr. Dudley Perrine, stated he represented the owners, Lang and Arroyo. He stated there was no substantial significant change and that most of the property owners concerned want this approved according to the new plan. He stated that with the new design, there was free access for fire fighting equipment to get around both buildings. OPPONENTS: Mrs. Brewer, 2900 McClain, stated that her main objection was that the parking lot will be directly behind her house. Mr. Attebery stated that her house was 250 ft. away from the parking area. Mayor Jarstad asked if there was a recom- mendation for a 4-foot high fence around the parking area and Mr. Attebery stated that the intent of that parking behind the structure is basically for staff parking. Mr. Perrine stated that he was under the impression that all of the neighbors were in favor of the new site plan; that a fence could be put in along there which would completely screen it. What is proposed is a mounding which might take a little longer than the fence, but it will be much more -?- CITY COUNCIL MINUTES January 19, 1977 Page eight attractive than a fence. Carol Steinkraus, 2904 Metlain, stated that the new site plan is much better than they had thought. She stated that there is one thing that she would like to ask -- that the City plan very carefully because turning into McClain can be quite hazardous because the road is so narrow. Commissioner Schoneman stated that is the next project and it should be started pretty soon; that there will be a new street in there. Motion by Mayor Jarstad and Commissioner Schoneman to grant the approval of the change in site plan as recommended by the Planning Commission, carried unanimously. COMMISSIONERS' REPORTS (continued) Mayor Jarstad: 1. Presented Police Report for the month of December, 1976. It is on file in the City Clerk's office. 2. Will be out of town first week in February. Concerning Affirmative Action Resolution that has been prepared, he feels everyone should have a copy of the resolution and ask questions prior to taking action on this. Should have at least a week to look at it. Mr. McCluskey stated that the resolution was prepared by Mr. Olsen, and any questions should be directed to him. BID AWARD - EM COMMDNICATIONS MONITOR TEST SET Clerk stated that Mr. Patmon's recommendation was to award the bid to Arva- Hudson, Inc. as the submittal meets City specs and the price is within expected range. Motion by Commissioner Stewart and Mayor Jarstad to reduce the Parking System Revenue Fund to $2,200.00, carried unanimously. Meeting adjourned at 12:08 P.M. G. C.
