COMMISSIONERS' REPORTS
Commissioner Stewart:
1. Working on possibility of refunding City's portion of Library Bonds; have
one proposal for a $23,824.00 savings to the City. If the County would join
in the refunding, savings could possibly bc $40,000.00 but the County Treasurer
does not like refunding concept. Said he was waiting for two more proposals.
Asked if the Commissioners were interested in this effort, he could contact
Billie Eder, County Treasurer. The Commissioners indicated they were interested
in the refunding.
2. Said he had checked with Foster & Marshall on whether there were any
restrictions on the $3.00 per month construction charge and was informed there
were no restrictions. Considerable time has been spent by both Commissioner
Schoneman and himself in handling complaints. Mr. Stewart stated he had done
some work on construction financing and has a proposal which he has written
in memorandum form and given to the Commissioners and the City Attorney. He
stated the present method was not raising enough money on the present system.
interest payment is high and not a fair charge because in a connection to a
little trailer, the resident pays the same as an apartment house with many
units. Also the charge makes people angry. Stated he also had talked to Bill
Dehn of CH2M Hill as well as Foster & Marshall and he thought his proposal is
Fair. The proposal briefly is to charge $300.00 per unit. He stated he needed
Commissioner Schoneman's help to ascertain how much water is being used in commercial units,
suggestion was to charge $300.00 for every 500 cu. ft. in certain commercial
accounts. Mayor Jarstad stated he would appreciate the opportunity for the full
Council to sit down with Foster & Marshall but Commissioner Stewart suggested
talking with them individually.
3. Made a suggestion for' pay raise for newly elected officials, after the next
election. 25% calculated at the rate of 6 1/4% per year, added to the present
salaries, which isn't very much, he stated, plus a 7% annual escalator, which
is the same as the County Commissioners put in for themselves. Stated he had
talked to Gordon Walgren who had stated it was legal to arrange the salary
ordinance in this manner. Mayer Jarstad asked to have this matter on the agenda

two weeks from today. Commissioner Schoneman commented that at least the
Commissioners should have an equal pay of any supervisor. He stated he believed
the City Council should start at that point then the 7%; that he did not see
why the Commissioners should receive less than a Department Head. Mayor Jarstad
stated the only question would be on the amount of the escalator, which is only
a shot in the dark.
4. Regarding a proposed dog bite ordinance, he stated he had talked to Mr. Carr
of the Humane Society, who was very cooperative and after consultation with the
Health Dept., has had an amendment prepared for the animal control ordinance.
He stated the trouble is the court system is too slow and too cumbersome to do
anything about penalty and there is a danger involved because of rabies possibility.
The owner of a dog who bites a person only has to keep the dog under his control
for a period of ten days and the suggested ordinance would require the animal
to be housed in the Humane Society and the owner would have to pay a kennel fee
of $3.10 a day. The City does not get any money out of this.

a need for a bus on the Rocky Point run. Motion carried as follows: Mayor'
Jarstad, Yes; Commissioner Stewart, Yes; Commissioner Schoneman, Yes.

COMMISSIONERS' REPORTS (continued)

keeping an account of all expenses incurred with the installation of new 3/4"
and i" taps; the average cost of nineteen 5/4" services is $175.98 and the
average cost of five 1" services is $232.32. With increased labor expenses
during 1977 an added 6% should be included. The following increased rates
are recommended: City - 3/4", $185.00 (new rate) $1OO.O0 (old rate)
1", $250.00 (new rate) $160.00 (old rate)

2. While inspecting Casad Dam, he observed that certain parts to do with
opening and shutting the gates were rusted and it is very important to have
these serviced while the water is low. He had suggested to the water foreman
to get the same firm who made repairs before to service the brackets and rods
because they have the electric hoist required for going down the side of the
dam area. They are using non-toxic type of paint. Also noted that the service-
men are working there now.
S. Free wood cutting and U-haul from the proposed 9-hole golf course site
Jan. 29 through Feb. 6. This wood would be burned otherwise.
4. Regarding Sylvan Way and Wheaton Way intersection, he was contacted by two
groups of East High School students requesting something be done with the
intersection; that he showed them the City plans and discussed the work to
be performed and they were satisfied. Waiting for State Highway Dept.
concurrence on the plans and specifications.

concerned about the way the situation was being handled, especially concerning
the bottles left on the street. He stated the Police Dept. did a good job
last Friday night.
Mayor Jarstad:
1. The Commissioners artended the Governor's Ball in Tacoma last night. It
was a sellout crowd and well attended from Pierce and Kitsap Counties. Most
elected officials from Kitsap County were over there.
2. The Police and Fire Depts. and the Mayor are talking about storing the
rescue boat at the drill tower. May have to make some adjustments to the
building. This will save time to get the boat in use. If Leyde Enterprises
is able to get a building down there, it would assist the City in surveillance.
3. This Sunday will be going back to Washington, D.C. for a full week,
returning the following Saturday. Briefing meetings are scheduled. Particular
concern are new grants under HUD which may be available, such as financing
for the Fire Station and correlation with the new recreation building. Will
also be discussing in general with Congressional people from this area. A
proposal to be discussed is the solid waste proposal to burn waste and generate
heat. Several pilot programs are being used around the country, but not in
this area nor probably on the Pacific coast. Recycling for heat is a concept
that will be interesting to everyone around this area. This is a Navy project.
