Contrary to what is stated in the application, this remains primarily a residential neighborhood. Mr. Blackwood notes that several sites are now non-residential. Although it is correct that two or so properties on Callahan are now used for small professional buildings, the retail and restaurant noted by Mr. Blackwood are several blocks away ,on the main boulevard, Wheaton Avenue. The existing professional buildings are small and house such professionals as doctors, a situation entirely different, from a retail operation such as a barber/beauty shop which the Blackwoods would like to open. 2. It is a fact that the neighborhood is in a transitional state given the importance of the nearby hospital and that institution's reported intention to build an expansion on the vacant land in back of both the Bluckwoods' and our pr9perty. The present trend towards development of small offices for -~-..---------doG-tQ.~,I:iu.=._ot.her medical prof~~iGna-ls:-' 1'5" ' a much more appropriate utilization of this property. 3. Mr. Blackwood states that he intends to remodel the front unit of the existing duplex. It has been our observation that the existing building on this plot is in a deplorable state. We doubt that any amount of remodeling could convert it into anything appropriate for this developing area. An examination of property assessments will help collaborate the lamentable condition of the building - last spring the building carried an assessed value of only $1700 versus $67,600 for the land. I am confident that most of the neighborhood would welcome a change to the property as it exists now. Clearly the existing building should be demolished and either a .residence or a small professional building should be erected. To attempt to remodel, and then pave ~~ '- r' · the yard for parking, would be a step in the wrong direction. '1 Given the transitional nature of this neighborhood, and the reported plans to build a major hos~ital extension on adjacent land, careful consideration should be given to all applications for a change of use. 'we believe that Mr. Blackwood's application should be denied. Bringing a retail establishment, housed in what must be considered a remodeled shack, is not in the best interest of the area.
