ADVANCE REFUNDING PARKING SYSTEM REVENUE BOND ISSUE
Clerk read memo dated Oct. 25, 1976 from City Auditor Ross giving
his review of the proposal for advance refunding of the parking
system revenue bonds. Commissioners discussed memo from Mr. Ross
and Commissioner Stewart's recommendation was to accept the pro-
posal of Jack Shirley providing it meets legal requirements. The
consensus of the commissioners was that it was a good proposal for
the City. Mr. Shirley was present and spoke in favor of his pro-
posal, stating that it had been checked by bond counsel and was a
clean proposal all the way through and he could see no problem
Chat would be injurious to the City. There can be an advance
refunding of the bonds anytime in the future where it is advan-
tageous to the City, that this refunding does not preclude further
refunding. City Attorney Walgren suggested that he make a more
in-depth study of the proposal before the City enters into the
proposal and it was suggested by the commissioners that Mr. Shirley
work with Mr. Walgren.
Motion by Commissioners Stewart and Schoneman to continue with Mr.
Shirley and let him proceed with refunding and if the city gets a
better deal in the future, go for a refunding at that time.
AMENDED MOTION: Motion by Mayor Jarstad and Commissioner Schoneman
to amend motion that the refunding be subject to clearance by the
City Attorney's office.
Amended motion carried unanimously. Original motion carried
unanimously.

tion and that businessmen form LID's by providing parking

to Planning Commission for review.

2. Construction has started on third transmission line that will
give us uninterrupted water into the city through Watershed.
3. Reconstruction of 1l1th and Warren - paving work has been started.
4. It appears not to be possible to get overlays done this year;
apparently the Trident construction is receiving all the paving
materials being produced.
5. Street Dept. will be starting next week on ramps on Pacific Ave.
Will start doing the work where immediately necessary, 4th and
Pacific, and extend the project down to 1st St. and then back to
6th St.
6. Met with Washington State Highway Engineers last week in Bremerton.
They came to review the reconstruction of 6th St. which is being
held up because of the city's request to install storm water sewer
separation from the sanitary sewer. After reviewing the request
of the City, the engineers returned to their office for further
study. The project will not be done this year.
HEARING - PRELIMINARY ASSESSMENT ROLL - Alley, State to Anoka
between Burwell and Fourth
Motion by Mayor Jarstad and Commissioner Stewart to hold the
hearing at this time. Carried unanimously.
Clerk stated he had published Notice of Hearing as required by
Resolution #1689 and had notified property owners of their preliminary
assessment. Clerk stated he had received one letter; however, it
did not contest the assessment. Clerk read the letter from Harry
Bryant, 1409 4th St., dated Oct. 27, 1976, which stated when he
purchased his property in August 1976, there was a good paved alley;
that a city-owned grader had broken up the existing paving and he
felt the City should resurface at no cost to the property owner.
Mr. Frank J. Daley, 1314 4th St. and Mr. J. B. Whalen, 1414 Burwell,
spoke in favor of the improvement. Mr. Daley asked if a speed bump
could be placed and Mr. Schoneman explained this is not allowed by
state law. In order to assist in slowing down speeders using the
alley, it was suggested that the alley be made one way, west to east.
Commissioner Schoneman stated the gas company had done damage to
the alley and the alley had never been improved with paving, but
with one or two shots of oil. Mayor Jarstad asked City Clerk to
contact Traffic Captain to study feasibility of making the alley
one way, west to east, to keep people from "dragging" up the alley.
City Engineer gave an outline of what would be done in this improve-
ment, which would conslst of drainage and paving. He stated there
were 67.8% valid signatures on the ~etition an 67.87% signatures
by front footage. He also said there would be $7.75 per lineal
foot of assesment.
