work is suspended or abandoned at any time after the work is commenced for a period of 180 days. Obtaining inspections at intervals not exceeding 180 days identifies that work has not

City of Bremerton's approval of this application pertains only to the City's regulatory jurisdiction, and thus compliance with City
regulations does not necessarily ensure compliance with federal or state laws.
1. Prior to performing any renovation or demolition work, Puget Sound Clean Air Agency (Clean Air Agency) and
Wat;hington Department of Labor and Industries (L&I) regulations require an asbestos survey be performed to
determine whether there are asbestos-containing materials in the work area or structure. The asbestos survey must
be conducted by and EPA-certified (AHERA) building inspector (except renovation or owner-occupied single family
residences).
2. For more information, please contact Clean Air Agency through their web site at www.cleanair.org or by phone at
800-552-3565 or 206-689-4058. The L&I web site can be found at www.lnLwa.gov/p-ts/asbestos/asbestos.htm.
3. An approved grease trap/interceptor is required at all facilities that may discharge fats, oils, and grease into the
sanitary sewer system. Contact Earl Varner at (360) 473-5927 for grease trap/interceptor requirements.
4. A cross connection (source of potential contamination to domestic water supply) inspection is required prior to
issuance of a Certificate of Occupancy. Contact Earl Varner at (360) 473-5927 to request an inspection.
5. Fire protection systems must comply with UFC, NFPA, USC and SMC standards.
6. Provide fire extinguishers per Article 10-1 of the Uniform Fire Code.
7. Acceptance test required prior to activation of alarm.

Provide covered parking for 12 cars. Coordinate layout with stalls as they are currently delineated and
numbered, intent is to avoid restriping. Field verify and coordinate all construction ,with existing work on
site, in particular underground utilities, landscape irrigation, .subsurface spoils, etc. Advise architect of
any apparent conflict with the proposed layout.
Intent is to keep front overhang clear of required tire truck access lane or the probable path of other tall
clearance vehicles. It is acceptable to slightly skew the overall structure relative to the rear extruded curb
in order to maintain exact alignment with the driveway. Review any discrepancies with the Architect
before proceeding. . .

within 180 days from the date of such permit, or if this building or work authorized by such permit is
suspended or abandoned at any time after the work is commenced for a period of 180 days.

NOTICE - It is the responsibility of the permit holder, not the City of Bremerton or Building Official to see
to it that the required inspections are made. The permit holder must notify the Building Official when ready
for the inspections. Failure of the permit holder to notify the Building Official of required inspections may
result in the stoppage of the work until such time that the permit holder can substantiate to the building
official that the concealed work meets or exceeds code requirements. Any demolition, testing, or [mancial
burden shall be borne directly by the permit holder. Failure to substantiate code requirements will indemnify
the City against any and all responsibility or liability connected with the construction.

destroyed by the building official. The building official may extend the time for action by the applicant for a
period not exceeding 180 days on request by the applicant showing that circumstances beyond the control of the
applicant have prevented action from being taken. No application shall be extended more than once. In order to
renew action on an application after expiration, the app icant shall resubmit plans and pay a new plan review fee.

Dear Janet:
As part of our field observations of Canterbury Manor, we have monitored the status of
the referenced potential crack problem. As part of our March 15, 1994, walkthrough we
made a thorough inspection of the problem area and no cracking was observed. In
addition, the sequence of the concrete pour would have created any weak plane in a
north-south direction. This orientation is perpendicular to the major lines of structural
bearing in this part of the building. Based on these observations, it is our opinion that
the cold joint observed by RZA AGRA has not developed into a structurally significant
problem.

The purpose of this memo is to confirm conversations which have transpired on this issue over the past
couple weeks. As you all are aware, a title search occurring as part of the financing process for this
project discovered that St. Paul's Episcopal Church does not have title to an approximately 10' wide strip
at the northwest corner of the property along Clare Avenue. The building was originally sited to utilize
this strip to meet our setback requirements. Sketches of our proposed relocation are attached. Based on
your prior review of these sketches, I understand the following:
1. The relocation is acceptable for zoning since setback requirements are meet.

2. The relocation is in conformance with the preliminary P.U.D. agreement.
3. Since the building itself is unchanged, no additional plan or structural review is required.
4. The revised Grading Plan does not differ significantly from the previous plan. There are a couple
options as to how the low area at the extreme northwest corner is resolved. We will coordinate the (
details with you and show it on the Final Grading Plan.
5. Utility system designs remain unchanged and the minor routing adjustments required will be field
coordinated. The greatest impact is that three catch basins move along with their associated parking area.
This moved distance varies between 5 and 15 feet. Also, the parking lot area is reduced approximately
900 square feet (4 stalls) by the relocation, but storm water detention capacities will remain at the
previous designed level.
Action Required by the Development Team
1. File revised Record of Survey with the County.
2. Submit revised Binding Site Plan for City of Bremerton administrative approval. Record approved
plan with the County.

6.1 Greg summarized the changes between the programming study conclusions and
the preliminary PUD submittal. These changes essentially include a change to a
more orthoganal linear building, building moved farther to the west, open space in
two locations (primarily at the center of the parking area), and a simple through
site parking circulation convenient for emergency vehicles and other people just
trying to find their way. Greg reiterated the design principle that. the unit count
will be held constant and that parking will not be reduced below the planned unit
development agreement levels and may well increase slightly. No exceptions were
taken to the character of the new development and there was general agreement
that the parking was much easier to negotiate and the building was not any
significant change that would present a problem for PUD final approval.

a) Storm sewers are routed at Hemlock and Warren Avenues. Dan forwarded to
Greg a plan layout of storm drain tie-ins. This connection could be difficult since
they are routed at the higher sides of the site.

b) Storm detention per City of Bremerton standards will be required for the
project. Dan also advised that a hydrology certificate is required and this could be
obtained from Doris Small at the Fisheries Department. A phone number was
forwarded to Greg Hough to make contact. Dan stated that the curb, gutter and
sidewalk condition, and extent should be checked on all sides of the site.
c) Driveways are to be roughly 25' wide and can be negotiated.
d) The north entry exit is preferred to be an entrance only with all exiting
occurring at the south entry/exit.
6.4 Planning Issues:
a) Ron H. confirmed that we have achieved preliminary approval for our PUD
but still must submit for final PUD approval before a building permit can be
issued. This is an administrative review process not requiring City Council action
and is expected to take at a minimum of one month and more likely 6-8 weeks.
Submittal for final PUD approval can proceed at any point. All of the detailed
information requested is known. Logical points for this are provided at the end of
design development or concurrent with the building permit review. Greg inquired
as to parcel subdivision requirements. Ron H. advised that there were no specific
restrictions from the City; he only cautioned us to make sure that any plat lines
are located so as not to infringe on the setbacks for the building as we choose to
place them.
b) 15 % open space calculations shall be based on total pun site, which includes
church property.

c) Greg asked if there was a formalized document that stated the number of
parking spaces required for the project. Ron H. advised that the PUD approval is
based on the plan drawing and that we need to just count and make sure we have
the same number of stalls as was shown there.
d) Greg relayed that to date actual handicap parking stall requirements are not
clear. Ron H. advised that a reasonable number would be accepted and that the
City of Bremerton will not require any more than would be indicated by a strict
code interpretation. If, in the design team's estimate, more spaces should be
provided for handicap parking, we are at liberty to do so.
e) Ron H. cautioned the design team to verify that the height of the building fits
within PUD multifamily guidelines. Ron H. elaborated that for PUD
conformance the definition of building height is the same as for the building
codes.
t) Ron H. relayed that in all residential zones that fences within the 20' front
yard set back cannot be higher than 3'. If the design team wishes a fence higher
than that, there may be provisions to request a special zoning exception. This
parameter does not apply to hedges or other vegetation used for a screening
within the front yard.
g) Ron H. cautioned that any site concept that placed car ports at the perimeter
of the site must adhere to the 20' front yard set back requirement for structures
of that size.
6.5 Building Department Issues
a) Greg asked if the population of the project aged and it evolved into a
boarding care type facility, how would that impact the occupancy agreement and
its classifications in terms of fire department and building codes. Ron M. and
Janet responded by saying the critical factor is that the residents are ambulatory
and can evacuate themselves from the building. Greg asked further if there were
some residents with an acute illness, were temporarily unable to evacuate
themselves, would that be a major concern. Ron M. responded no, but if the
management of the facility was actively recruiting known non-ambulatory
residents, that would be grounds for a stop action from the fire department and
building department.

Code were currently enforced in the City of Bremerton. Ron H. was not able to
respond directly and suggested Greg call the building department for a definitive
answer.
GH c) Greg reviewed with Ron H. strategies to streamline the building permit review
process. Ron H. was unable to commit on behalf of the building department but
suggested that there may be some flexibility and the design team should make a
proposal as to how they envision the process moving forward and review that with
the building department.
6.6 Fire Department Issues
a) The general fire exiting concept for the building was explained by Greg Hough
as follows:
. Horizontal exiting is available from each wing of the building through fire
doors and fire separation walls to an adjacent wing with eventual evacuation
from that wing.
. Building will have a complete fire alarm and automatic fire detection system
throughout.
. Building will be fully sprinklered.
. Dry stand pipes and fire department connections will be provided as required.
. Fire alarm annunciator panel will be located at the main entrance.
. Building will have integrated 24 hour emergency call for the residents.
. The new apartment buildings will not have an interconnected fire alarm system
with the existing church since there is the potential in the future for parcels to
be sold separately.

b) Locations of fire hydrants were discussed and Ron M. advised that building
should be covered by 150' of hose from the street or nearest hydrant. Water
supply to hydrants can be either via a 6" loop main or 8" dead end line. It is up to
the design team to locate hydrants per NSP A 13 and 24 and make
recommendations to the fire department for their approval.

address. This has been denied by the Water Department. Their comment was that no part of the

Provide covered parking for 12 cars. Coordinate layout with stalls as they are currently delineated and
numbered, intent is to avoid restriping. Field verify and coordinate all construction with existing work on
site, in particular underground utilities, landscape ~rrigation,subsurface spoils, etc. Advise architect of
any apparent conflict with the proposed layout.

Intent is to keep front overhang clear of required fire truck access lane or the probable path of other tall '
clearance vehicles. It is acceptable to slightly skew the overall structure relative to the rear extruded curb
in order to maintain exact alignment with the driveway. Review any discrepancies with the Architect
before proceeding.
