The Statutory Budget Meeting was held in the City Council Chambers, City
Hall, Bremerton, Washington on Monday, Deeember 6, 1976 at 9:00 A.M., PST,
with Mayor Jarstad presiding. Also present were Commissioner Stewart,
Commissioner Schoneman, City Clerk Yeadon, City Treasurer Goodpasture,
City Auditor Ross, Irene Henniger, Chief Librarian, Kitsap Regional Library,
.lean Blair, Bremerton Branch Manager, and a member of the press.
Mayor Jarstad stated this meeting was being held as required by State law.
City Clerk reported that he had advertised the hearing in the legal news-
paper as required by statute.
Mr. Goodpasture stated the library has not been omitted as far as miliage
is concerned, only the building maintenance amount that was requested has
not been placed in the budget. The amount requested is $5,000.00. Mr.
Goodpasture stated the Preliminary Budget as submitted is limited to the
same figure as the 1976 budget. He noted there is an increase in several
revenue accounts averaging about 6.25%. Mr. Goodpasture read the proposed
expenditures based on a percentage factor.
Mayor Jarstad noted that the major cost factors of the 1977 budget are not
yet known because settlements with the three employment groups have not
been completed. He reported on the activities of binding artibration and
stated that it is hoped figures will be available by December 20, 1976.
Commissioner Schoneman discussed P.I.L.O.T. from the Water Dept. to the
General Fund, which he stated had been on the increase for the last five
years. He suggested additional revenue should be obtained from the Housing
Authority because of the services rendered to it and the increased costs
of those services. Commissioner Stewart stated he had talked to the Mousing
Authority Executive Director who was not opposed to additional payment to
the City; however, the Housing Authority operates under strict statutes.
Further informatjon may be coming from the Housing Authority on this sub-
jeer. Commissioner Stewart stated also the City Utility P.I.L.O.T. js
averaging but at 20%. Commissioner Schoneman noted it is becoming increas-
ingly difficult to make repairs on the Wastewater equipment due to its old
age and the cost of operation has increased considerably.
City Auditor Ross recommended placing in the budget all of the grants which
are known at this time and which may be active in 1977. He noted there will
be no receipt from the Regional Library for Sheridan Park Branch Office
rental as they are withdrawing that branch. Further, Mr. Ross stated two
departments are using Account No. "Object 66" and this is reserved for the
library accord.ing to his understanding of the BARS Manual. These two depart-
ments are the Fire Dept. and Court. Mr. Ross stated another area which is
almost a continuing problem is the improper coding of budget expenditure
objects. In going on the computer, it will be much easier to conduct the
accounting by having the proper object numbers. He stated he has sent out
memos to several departments to caution them about the proper coding and he
would like the City Council to back him on this request.
Motion by Commissioners Stewart and Schoneman that the City Auditor send a
memo out to all departments to be sure to use the correct numbers when they
process claim vouchers, carried unanimously.

the need for $5,000.00 to help with the maintenance of the Bremerton Library

that may need budgeting in another year, such as new valves so the thermo-
stats can operate properly in the building. Commissioner Schoneman asked
about duplicating services and books with the Regional Library which will
be built on the East Side and the Downtown Library, and Mrs. Blair stated
that the levy approved by the voters had an allowance for duplicating books
f'or the Regional Library Headquarters. Mayor Jarstad stated the need for
a downtown branch has been demonstrated but the need will be checked again
after the Regional Library gets into operation. Mrs. Henniger stated in
her travels throughout the slate, that the Bremerton Branch appears to be
the most heavily used of all those she has visited. Mrs. Blair stated the
electrical system well need a close look because it does not come up to the
code standards and the Fire Inspector has stated this needs to be done.
Mayor Jarstad stated the City Council has her request, which has been set
aside because it is the Commissioners' desire to prepare the final budget
with salary and wages included; however, the Commissioners will look favor-
ably upon the upkeep of the building.
CENCOM
Mayor Jarstad stated the amount of costs of CENCOM is placed in the
respective budgets, that is, the Fire and Police Budgets. The strength
of manpower is not down in these departments, except as affected by CENCOM.

for these hearings and he thanked Mr. Goodpasture for his work on the
