Read Planning Staff Review and Recommendation. Then Clerk read letter from Glenn L. Vockrodt, 1409 Marlow Avenue, requesting the proposal be disallowed; and a letter from G. Buskirk & Associates, 1305 Campbell Way, signed by six individuals in favor. Commissioner Stewart asked who would pay the $30,000.00 road cost. Com- missioner Schoneman stated this would be borne by the property adjacent and no cost to the city. If this were to be an L.I.D., the city would do no more than is done for others, consisting of some pre-construction work. Ken Attebery, Asst. Planning Director, showed the area by using two drawings, and discussed the use which is allowed under the R-2 zoning now existing. PROPONENTS: Mr. Richard Person, Architect and Owner, explained the Concept of cond~miniums and discussed the proposed building, which would be a two and three story, considering the slope down to the water. Have tried to save as much vegeta- tion as possible. He said he didn't see any problem with the conditions of the Planning Department concerning vegetation. Stated residents would probably be older people or without children as in another nearby condominium; also, have provided for 35 cars which is more than required. Concerning the sun deck, if the pilings are satisfactory have planned to build a sun deck otherwise will work out some other amenity. OPPONENTS: Glenn Vockrodt, stated he was concerned with increase in number of people; traffic, if going to use Marlowe is going to be a problem with long, blind corner. City Clerk read a letter which had been sent to Mr. Richard W. Person by the City Engineer, dated July 30, 1976. This letter was presented by Mr. Person in answer to Mr. Vockrodt's objection. Letter stated that due to the angle of the intersection of Marlow with Wheaton Way it is preferable that the traffic be routed via E. 13th Street; and this will be required of the developer, that he will be required to construct Marlow from E. 13th Street to his north property line. Also, city engineer's letter stated there may be a need for a storm drainage system for this portion of Marlowe the cost of which will be borne by the developer. Mr. Vockrodt spoke of the need for a fence on his 200' line rather than a hedgerow; the need is to keep children from running through his property. He stated he believed there would be a problem parking recreational vehicles. Also, he said Mr. Bender wants a fence for protection. Also, he asked what would happen if Indian artifacts were found on the site. Mr. Attebery checked two different regulations and found there were references to arti- facts. Concerning the fence, after discussion, Mayor Jarstad stated this had no bearing on the application for a permit so the conversation was not relevant; that the property is zoned and any improvement will be built in accordance with the zone. Also, the mayor stated the points regarding traffic would be a concern at time of construction. (Note: City Attorney Walgren returned during the hearing.) Motion by Commissioners Stewart and Schoneman that an EIS not be required, carried unanimously. Motion by Commissioners Schoneman and Stewart to approve the Shoreline Management Substantial Development Permit in accordance with the recommenda- tions of the Planning Department and, in addition, exits and entrance be approved by the police and fire departments and the roadway be in the location as recommended by the city engineer, carried unanimously. -4- CITY COUNCIL MINUTES Page five August 18, 1976 APPRAISAL - right-of-way (Wheaton - Hollis to Riddell) Clerk read memo. dated August 17, 1976, from City Engineer, requesting permission to have those portions of right-of-way required for the fifth laning of Wheaton Way (Hollis to Riddell) appraised for determination of value and that Mr. Ray Richards, a local appraiser, be retained.
