COMMISSIONER'S REPORTS Commissioner Stewart: 1. Authorized to collect B&O Tax on contractors working at Jackson Park. Two are involved. The one building the housing has signed up to pay but the one for the hospital has not and he would like to get something done to get this contractor signed up. Mr. McCluskey made a note to follow this matter. 2. Would like to collect utility taxes monthly instead of quarterly in order to increase cash flow; have talked to one company and letters have gone out. This would make it possible to increase city's interest income. 3. The bus run on Marine Drive runs very low in passenger count; they are paying the household tax but the city has paid over $100.00 to get one passen- ger. Suggested arrangements be made with a taxicab company to pick up on a call basis; rider to pay 50¢ and city to pay $1.00;rider to be taken to nearest bus line and paperwork to be handled so records are kept straight. Instead of $100.00 cost would probably be $8.00 to $15.00 per day. Suggested the City Council approve this on a trial basis and for this particular area only. Stated he had talked to both cab companies and senior citizen groups as well as the Office of Community Development. Motion by Conmissioner Stewart and Mayor Jarstad that the City Council allow the Commissioner of Finance to have an ordinance drawn up and try this on Marine Drive area, carried unanimously. 4. Would like to get the pledge of the City Council to cooperate with the county commissioners in any transportation area they may set up in the city- county transportation area. Mayor Jarstad and Commissioner Schoneman stated they had indicated in the past their position was to cooperate. Commissioner Stewart said from some of the letters in the newspaper it would appear that people don't realize the city has pledged its cooperation. Motion by Commissioner Stewart and Mayor Jarstad that the City Council favor this position, carried unanimously. 5. City Engineer did look at the areas in the parking facility where there has appeared sagging or waves in the floor and he didn't think it was serious. Commissioner Schoneman 1. Congratulated Olympic College for taking proper steps to aid the handi- capped in their new building to be constructed. Sidewalk ramps will be com- menced and eventually every intersection in the central business district and Callow Avenue will be tamped. To start latter part of September. Even- tually will have ramps throughout the city. Realtors have indicated will provide $1,000.00. Might be able to get federal funds. 2. Discussed Transportation Meeting here on August 24th, chaired by Senator Walgren; was well artended by state officials and ferry people and had good round-table discussion as to what will be occurring. Said he gave suggestion for ferry terminal at the new highway entrance and Navy Yard Highway and, also, discussed possibility in that event of a hydrofoil from downtown. Also, dis- cussed possibility of selling tickets aboard the ferry to save turn-around time. 3. Sheridan Road (Phase 2) at the point of paving; hoping to start but depending on the weather. 4. In attempting to improve the waterfront has had the assistant city engineer work on some proposals. Have schematic to show today; however, due to time of 10:30 A.M. and hearing advertised, postponed this discussion. -3- City Council Minutes August 25, 1976 Page four MEETING RECESSED FOR FIVE MINUTES. Nancy Rising, Councilperson from Bellevue, was introduced. She stated she was running for the office of Insurance Commissioner, gave a few remarks and thanked the City Council for allowing her to be present today. VLACH REZONE HEARING - 109 Olympic Ave. Motion by Mayor Jarstad and Commissioner Stewart to open the hearing, carried unanimously. Clerk stated he had advertised the hearing as required by the zoning ordinance. Referred to Planning Commission Resolution No. 370 which recommended the rezone be approved with the conditions the site plan is followed, storm sewer drains meet the requirements of the Engineering Dept., and that existing trees and shrubs in the front yard be retained to maintain existing character of the neighborhood. Clerk then read the minutes of the Planning Meeting of July 20, 1976, and read letters in opposition from the following: (1) Robert L. Yoder, Sr., Ann E. Yoder and Robert Lee Yoder, Jr., (2) Mrs. Harry Sorensen; (3) Roy Duensing and Nadine O. Duensing, (4) Jean M. Abacherli; (5) John K. and Doris L. Pry; (6) Ralph W. and Lois M. Clark; (7) Pauline Backs; (8) Mrs. F. Pearson; (9) George D. and Marjorie E. Jorgensen. Clerk stated there was a form in the file for final declaration of non-significance Ken Attebery, Asst. Planning Director, showed an area map of uses, stated it was to be a high density residential according to the comprehensive plan - 20 units per acre for this application which is slightly under the typical garden-type apartments in the city. Staff's appraisal of traffic, according to Mr. Attebery, would be about twenty trips per day but could be lower because of nearness to the shipyard and Callow Avenue business district. Also, stated the Planning Commission essentially adopted the staff recomendation for approval with conditions. PROPONENTS None spoke at this time. OPPONENTS Michael McCanta, attorney, stated there were nine letters filed, two additional letters delivered to his office this morning in opposition. Spoke of the traffic problem, said they did not know what type of structure was planned; questions about the completion because there is a duplex started across the street which has been left in an unfinished bad condition; stated the intersection at Burwell and Olympic was bad for sight distance; problems with the alley exiting on First Street which would be increased; as R-l, with approximately 8,000 square feet, there is room for a duplex without further rezoning. He stated the neighbor- hood would prefer a single family dwelling but second best would be for a duplex as presently zoned; and they would like an eyesore dwelling removed. Also, said that some Harlequin Apartment residents park up as far as Olympic; there is not adequate off-street parking at this time. Stated the property has a steep slope from east to west to the alley; and they would like to see some plans; however, they are opposed to a four-plex. R. L. Yoder spoke of inadequate parking space on the street now and would be dangerous in the alley for children, with a big wall. Ralph Clark stated he did contact the two people affected by the proposal and did print up a little letter to the effect that the rezone could affect the people there. He did not have a copy of the letter. Opposed to four-plex but would go along with duplex. Mr. Steve Steinman, 816 E. Riddell, stated he didn't submit final plans because of the cost of drawing them up; that he didn't expect this much opposition; that he would have to get together with the city on improving the alley as it would have to be improved. In answer to Mr. McCanta, he stated that regardless whether it was a four-plex or duplex, the alley would have to be improved. He said he would not have to make any improvements to the alley if there was a duplex built. -4- City Council Minutes Page five August 25, 1976 Mayor Jarstad commented about the rezone area and suggested to delay the decision for a week and the commissioners review the property; stated there has been conflicting testimony on various aspects. Motion by Mayor Jarstad and Commissioner Stewart to postpone decision for one week and make decision at the next Council meeting. Under discussion: Com- missioner Stewart stated with this much opposition it would be his tendency to go along with the neighborhood; however, sometimes people who sign petitions are not actually against the project; urged the developer to contact the neigh- borhood and see what can be worked out. Commissioner Schoneman commented that with the Harlequin Apartments an entire section was taken but he could forsee with one R-2 rezone there would be no stopping for anyone else to continue this and it would be scattered throughout the neighborhood and he said he thought until the entire area is ready for change it should remain as R-1. Motion carried unanimously. BIDS Motion by Mayor Jarstad and Commissioner Stewart to open the bids, carried unanimously. Clerk stated no bids had been received on any of the surplus property except the door closure and he would advertise again using a different format. Opened bid from Michael N. Baxter, $10.00 for door closure. Motion by Commissioner Schoneman and Mayor Jarstad to sell it, carried unani- mously. ALTITUDE VALVE Pacific Water Works, bid bond enclosed, $2561.00. H. D. Fowler Co., bid bond enclosed, $2499.00 Western Utility Supply Co., cashier's check for $50.00 enclosed, $2985.68. Clerk read letter from Fowler stating the price was only good until August 27th due to price increase. Commissioner Schoneman stated the normal price is $3100.00 but the savings came about because of competitive bidding. Motion by Commissioner Schoneman and Commissioner Stewart to award to low bidder, H. D. Fowler Co., carried unanimously. AMBULANCE HEARING Mayor Jarstad gave background of the request of Mr. Leyde for financial support on the calls initiated by the city. Argument followed concerning the rules for testimony, particularly whether a city resident or a county resident. Finally, agreed anyone could testify but it would be weighed according to whether a city resident or taxpayer or a county resident. The hearing commenced at about 11:15 A.M. and concluded just before 3:00 P.M. Mayor Jarstad stated the discussion would be confined to the question of whether or not the city should pay $12.00 per city initiated call. Memo written by John Ross reporting on his contact with the Leyde office was read. Stan Froggatt spoke of the diffi- culty in obtaining information relating to patients being transported, especially from the Naval Hospital. Commissioner Stewart gave a report of his contacts with other cities and ambulance services; that city operated ambulance services are very expensive and ambulance companies., ntacted were not interested in coming in to Bremerton to give service. Del Tilton of Port Orchard stated he is the director of emergency medical services in King County and he said the information given by Mr. Froggatt was totally false. Others who spoke from time-to-time were: Ken Hughes, Battalion Chief, Katie Thompson, retired fireman Robert Tyree, firefighter Randy Jackson, Mike McCanta, an attorney, and Commissioner Schoneman. Various suggestions were given. One was to raise rates and one was that the ambulance not go to a scene unless called by officers on the spot. Raising rates was discussed but at this time considered more resistance to collecting unpaid bills would be met. Motion by Commissioner Schoneman to support this area for this amount of money. Commissioner Stewart asked that the motion be amended to include that the period be for six months, maximum of $18,000.00 per year and $1500.00 maximum per month in case someone comes along who wants to get into the ambulance buSiness and so the matter can be reviewed at the end of six months; so if someone can provide the level of service required this can be reviewed. Commissioner Schoneman stated he would agree to the amendment and include that the funds come from the Cumulative Reserve for General Municipal Purposes. Second by -5- CITY COUNCIL MINUTES Page six August 25, 1976 Commissioner Stewart on the original motion and the amended motion. Mr. Leyde stated he would operate under these conditions. Motion carried unanimously. Discussion was held during the ambulance hearing as to whether this matter should go to a vote of the people. Mayor stated a dollar amount would have to be included in a vote so the service is supported. ORDINANCE No. 3303 Clerk read, "An Ordinance of the City of Bremerton, Washington providing for the submission to the qualified electors of the City at the general election to be held on November 2, 1976, of a proposition authorizing the City of Bremerton to issue its general obligation bonds in the principal amount of not to exceed $2,500,000 for the purpose of paying the costs of acquiring prooperty and making improvements thereon for a Youth and Senior Citizens Recreation and Activities Center, including a heated swimming pool, as well as development of other open space areas, parks and recreation areas, improvements to existing park and recreation facilities within the City of Brmerton and construction of a new fire station, and declaring an emergency."
