8. Saturday was a busy day: Lions Pancake Feed; parade; music on carrilon
bells; represented city in connection with a plaque being placed on the
Elks Temple commemorating Harry Truman's visit to Bremerton in June 1948
in which the now famous line was first heard, "Give 'em hell, Harry." The
fair was a big success; was involved with judging.
9. Discussed waterfront and need for improvement; showed artist's concep-
tion showing possibility of a boardwalk promenade which could be built in
phases, from Second Street to Pacific Avenue; drawn by JoAnn Krippaenake
of the Planning Office. Wood material could be obtained from the water-
shed; most expensive would be driving pilings and building the walkway.
Could also be made to use bicycles. Contacted Dept. of Ecology and they
probably would not approve a roadway made from debris but they appeared
favorable to this type of improvement. Discussion was held on whether
to continue studying the project and obtain costs.
Motion by Commissioners Schoneman and Stewart to proceed with the engineering
and cost estimates. Under discussion: Mayor Jarstad commented that outside
sources of revenue would have to be sought. Motion carried unanimously.
VLACH REZONE DECISION
Mayor Jarstad stated he had talked to the applicant and he wanted a week's
extension as he wanted an opportunity to speak to the neighbors; and told
him he would have to appear before the City Council to make his request.
Discussion was held on the request. ~. Stewart stated his intention was
to deny the fezone but he had no objection to a week's extension. Com-
missioDer Schoneman stated the Council should do as the motion last week
stated and make the decision. tie stated the Harlequin Apts. took in an
entire block and was allowed because it did not mix in with single family
residences and his contention last week was should not allow this until
one-half block or another full block was changed. (Mr. Vlach came later.)
Motion by Commissioners Schoneman and Stewart to deny the request of R-2.
Under discussion: Mayor Jarstad stated he had toured the area; it is
a nice area, homes are kept up and this intrusion should be kept from
the area; that rezones have been granted in some areas where there haven't
been any improvements but here it is kept up. Motion carried unanimously.
SHAW REZONE, CHANGE OF LAND USE RESTRICTIONS, RIGHT-OF-WAY VACATION
Motion by Commissioners Stewart and Schoneman to open the file and read
the correspondence, carried unanimously.
Clerk stated he had advertised the hearings as required by statutes. Then
read Planning Resolution No. 367, recommending rezone be granted from R-1
to R-2 subject to three restrictions. Clerk read Planning Resolution No.
368 recommending vacation be granted with the condition that necessary
utility or other easements be provided. Clerk read Planning Commission
Resolution No. 369 recommending approval of the application to amend the
Change of Land Use Restrictions, with conditions.
JoAnn Krippaenake of the Planning Department showed area map and site
plan; stated the original plans included development of the rezone request
area and the vacation area; that Mr. Shaw is coming back for the change
because he could not obtain funding on housing for elderly and now requesting
apartments for families. Surrounding area is residential. This proposal
is compatible with Kitsap Lake Comprehensive Plan. JoAnn talked about
the comprehensive plan which shows low to medium density and the proposed
Kitsap Lake comprehensive plan which shows high density.
Discussion followed about easements and the five-foot right-of-way which
would be required for sidewalk on Carr Blvd. Also, discussion was held
on whether the state paid for the area being requested for vacation. Mr.
Shaw stated his father-in-law, Mr. T. H. Sandvig, had owned the land since

1923 and the state did not pay for the taking. Discussion was held on the
various widths of Kitsap Way and the fact it jogs all along clear to Kitsap
Lake. Mr. Shaw stated he will give the five feet for sidewalks and this
will help to compensate; stated the area vacated would be beautified and
if he were going to build on it, then there would be a monetary value.
Discussion was held concerning the manhole Mr. Shaw had installed which
would be available for the city to use to inspect or clean out the storm
lines under the highway.
Clerk stated there was a form in the file that the action would be non-
significant and EIS would not be required.
No one was present in opposition.
Motion by Commissioners Stewart and Scboneman to allow the rezone, carried
unanimously.
Motion by Commissioners Stewart and Schoneman to allow the Change in Land
Use Restrictions as recommended. Under discussion: JoAnn read the condi-
tions as recommended by the Planning Commission. Motion carried unanimously.
