SUMMARY: The Water Utility has strict regulatory requirements for sampling and analyzing
drinking water and other environmental samples. A state-certified laboratory must be used. Due to
holding times for bacteriological samples, the laboratory needs to be close to the City. Since the
recent closing of the Kitsap County Health District Laboratory, there is now only one lab certified for
drinking water in the County. Twiss Analytical Laboratories meets Bremerton's needs for
certification and proximity.

RECOMMENDED MOTION: Move to approve the professional services agreementin an amount
not to exceed $50,000 per year with Twiss Analytical Laboratories for and authorize the Mayor to
finalize and execute the necessary contract documents for the agreement.
