is not opposed to the Walgren development or the particular variance; that he

opposing rezone due to congested traffic conditions.
Clerk read petition dated.April 35, 1976, signed by approximately 40 people
opposing the rezone for the following reasons:
1. Property is too small an area to house so many families.
2. Seven homes on High Avenue have their bedrooms opposite this property.
3. High School Students use all available street parking in this area.
Additional street parking, which is already congested, will be required.
Although 17 parking spots are available for occupants in the development
no additional parking is made available for two-car families and visitors.
4. In addition to the parking problem,on High Avenue from 15th Street
north to 17th Street is so narrow that it is almost impossible for
cars approaching and another to pass without one stopping to allow the
other to proceed. High Avenue in the area mentioned above is also a city
and school bus route.

problems.
Janice Dolan, 1446 15th Street, stated she is opposed to this structure in a
stable residential area; that the area around a school should be residential
and noise could be disturbing to the school.
Donald Payne, School Board Member, stated there are three concerns of the Board
as follows: 1. Noise level difficult to cope with in the Science Wing of
West High and the noise and traffic could be disturbing; 2. Traffic flow,
especially during band or athletic events is heavy even at the present time;
3. Parking availability; that all parking is utilized at present time around
the school.
Mr. Payne expressed some of his own concerns concerning a two-story structure
in the area; also, with college students not wanting the strict rules of the
dormitory.
Theresa Hooker, 1510 High, stated she is opposed to the structure in a quiet
residential neighborhood. Stated she would not object to a duplex, but does
object to a 15-unit structure.
Representative of PTSA Council spoke in opposition to the rezone and to a
structure of this nature next to the high school; that the additional noise
would be disruptive to the school.

although there is sufficient money in the fund to pay expenses for the year
1976, the heavy draw on the fund will deplete it by 1980 even though the
first $.225 tax continues to be levied and at that time even the proceeds
of the $.45 levy may be insufficient to pay retirement benefits. Discussion
followed and Mayor suggested some action should be taken by the people through
