Inadequate water pressure at present time during peak hours. 3. No sewer available (56 units on septic tank?) 4. No playground area for children. 5. COUNCIL MINUTES PG. 6 5-26-76 PROPONENTS Leonard Kruse, Attorney representing petitioners, explained proposed development and site plan. Stated proper and adequate facilities will have to be provided before a building permit is issued; view will not be obstructed'~homes on Crestview; play area will be provided; that they are willing to change the Crestview Drive emergency access if this is approved by the Fire Department who originally requested the access on Crestview, and this seems to be the major objection. OPPONENTS The following persons spoke in opposition to the rezone for reasons stated in the petition: Walter Schreiber, 1530 Crestview Drive; Larry Reierson, 1525 Crestview Drive; William Gurchfield, 5681 Kitsap Way; Mr, Burchfield also requested a 35 MPH speed all along Kitsap Way including Cemetery Hill. Ken Atteberry,'Asst. Planner, gave presentation to the Council, presenting site plan and showing location of the proposal. PROPONENTS James Welte, Petitioner, explained that a four-unit would not be feasible for him economically; that he is willing to reduce his request another unit, down to six units and to eliminate one parking stall to enlarge the parking stalls. The following persons spoke in opposition for reasons of high density in the area, parking problems, increased traffic: John Walton, 2002 lOth Street; Norman Bozona, property owner within 250 feet; Oliver Anderson, 2008 lOth Street; Mr. Sandberg, 2024 llth Street; Mr. Phillips, 2007 lOth Street. Mr. Welte stated he would like to change the site plan presented to six units and eliminate one parking stall; that he has already gone down one unit and this would be a compromise from eight to six units. Mr. Walton stated the reason that this lot has not been developed is because it has been overpriced for over 20 years. Commissioner Schoneman stated that this lot is an eyesore to the neighborhood and he felt the proposed six units would be an asset to the area. Motion by Commissioner Schoneman and Commissioner Stewart that Mr. Welte be allowed to change the site plan at this time from four'to six units as indicated on the plans submitted by Mr. Welte.
