it was more than the City Council had been considering. The area desired

REPORTS:
Commissioner Stewart:
(1) Good news; sales tax review this year from March and April, $151,675.27
coming to the city; last year received $128,257.83; that there is some carry-
over from previous reporting period but hope this is an indication of upswing
in sales tax receipts.

(2) Stated Sears is making news release today but they talked to him about
their desire to move out of the downtown area; that they are not happy with
the present store which has no elevator, escalator or air conditioning and
difficulty with merchandising. That they feel they have been held back a
long time unnecessarily. There are three areas they are thinking about
but would like to be in the city. Discussed financing; they would like
free parking.
(3) Spoke of need for dog control and suggested three alternatives: (a)
city could hire a dog catcher; (b) could have a private operator; (c) or
have humane society do it. Stated he would recommend going out for bids
for someone to operate the dog catching part of the business; the reason is
that the reports of the humane society show 25% of dogs are returned to owners
and 75% don't want them back. Suggested there be an incentive for the con-
tractor.
Motion by Commissioners Stewart and Schoneman to put out a bid call for a
contractor to pick up dogs in this area with some incentive for number of
dogs picked up, carried unanimously. Mr. Stewart discussed there might
be some incentive for dogs by size. Mayor Jarstad stated the attorney should
look at both ability and liability.
Commissioner Schoneman
(1) Building report, first twelve days of this month issued 31 permits,
total valuation of new construction $524,344,00.
(2) Weather conditions have been good for construction. Moving ahead on
Almira Drive construction and, also, Sheridan Road.
(3) Third transmission line being delayed because of possible omission in
the specifications and because of three condemnations for easements, Hopeful
can resolve without going to court. It is necessary that easements be acquired.
(4) Have a request to lease a portion of property owned by the city, 6.5
acres at Anderson Creek area, near Gorst; appraised in 1970 at $500,0D per
month; have advertised twice without results; Dr. Pettibon has made an offer
of $750.00 per month; and Jenks Beard has stated $750.00 is fair amount
at present. Value of land $97,500 or $15,000 per acre, Stated he had checked
with Jim Ryan of attorney's office and there appears to be no hindrance to
a ten-year lease with option to renew for ten years and a provision to make
adjustment to the lease payment. Mayor Jarstad stated this should be studied
until next meeting and asked what the person meant by adequate fire flow.
Commissioner Schoneman stated there had been a 3/4' service there but would
need a 4" line.
(5) Today is Flag Day. Rotarians have had a project to raise the largest
flag in this area on a pole at Trenton and Shore Drive; that they acquired
an antenna from Jackson Park at least 50 ft. high; this is a tremendous location
at the entrance to Bremerton and would be lighted 24 hours a day. Commended
Rotarians for their efforts, Ceremony there at noon today.
Warned of continuing radar check in the interest of safety and saving of
lives and damage.
(2) Discussed contacts made at Miami where he artended annual meeting of
National Association of Council of Governments. Commissioner Bill Mahan
artended along with representative of PSCG. Talked to a representative
of HUD concerning 701 grant program; he is the head of the program in Washington,
D.C. Not too optimistic about planning grants and they will be concentrating
on being involved in active grants but not planning. tieard from many areas
of what is going on in Congress.
(3) Discussed the efforts made concerning the Sears decision; that many
citizens and private developers have worked on this and talked about the
role of the city government in the past and pledged city government support
with citizens and developers in behalf of development. Stated he appreciated
involvement regarding comprehensive planning in neighborhoods; that Bremerton
is one of the leading cities in getting citizen involvement in planning and
zoning.

HOUSING ASSISTANCE PLAN - PRESENTATION
Michelle McFadden, Senior Planner for Kitsap County Planning Department,
discussed their work in putting together the plan for filing an application
with H.U.D. Question to be decided is whether the city wishes to file its
own application or jointly with tile county on the 701 grant. Ms, McFadden
went through the reports briefly; followed by questions from the city com-
missioners, There was considerable discussion about a rehabilitation pro-
gram which Mr. Stewart did not believe could be successful without proper
incentives. Ms. McFadden stated the report and application could be the
starting point and additional information may be developed later.
Motion by Mayor Jarstad and Commissioner Schoneman to authorize the sub-
mission of a joint application of the staffs of Bremerton and Kitsap County;
under discussion: Ms. McFadden stated they would submit only county data
not Bremerton data. Commissioners concurred, Motion carried unanimously.
SEWERAGE FACILITY PLAN - presentation
Mr. Bill Dehn, Project Manager, CH2M Hill discussed contract amendments
and used a large chart to show the figures and program involved. He showed
a budget breakdown showing line items wherein less had been spent than planned
and line items where more had been spent than had planned; however, the net
result of making line item adjustments would not affect the $219,300 total
already approved. Five tasks now complete and lower on three and higher on
one by $11,000 on I/I Analysis. Stated a considerable amount of work has
been done with federal agency. Stated the analysis of alternate systems is
coming along well.
Motion by Commissioners Stewart and Schoneman to approve the budget revision,
amendment No. 2, as presented to the City Council, carried unanimously.
Mr. Dehn presented Amendment No. 3 and gave details; that it has to do with
Sewer System Evaluation Survey Costs (Initial Phase only) previously an
optional item. The specific work shall include the performance on the initial
tasks required for a sewer system evaluation survey. Additional taks are
anticipated but not included in this amendment. The scope of these activitids
will be more accurately defined after the work leading to the interim report
has been completed, Separate amendment will be submitted once their scope
can be identified. Total is $248,000 for all jurisdictions with $151,000
being Bremerton/KCSD No. 1 share. He stated that EPA has asked for a great
of study on infiltration and sources of water flowing into the system. He
said they would like to go into the first step, smoke testing and examination
of manholes and get a feel of how much T.V. work has to be done. 90% is
grant. This approval by the city will only be authorizing the county as
co-grantee to apply for 90% grant. Short discussion of Kitsap County Sewer
District involvement was held.
Mr. Dehn stated the third item is a letter which the city should send to
Commissioner Mahan stating that the city will supply the local share of 10%
of work done in city's area and you will not pay for any other area.
Motion by Commissioners Schoneman and Stewart to authorize grant increase to
DOE/EPA; authorize increase in scope in present program; and authorize letter
be sent to county saying the city will stand behind its local share, the
letter being corrected to say $151,000.00, carried unanimously.
ZAMPELLA - Shoreline Management Substantial DEVELOPMENT PERMIT
Motion by Mayor Jarstad and Commissioner Schoneman to hold the hearing,
carried unanimously,
Clerk stated Mr. Zampella had advertised the application twice in local
newspaper and City Clerk had advertised once as required.
Mr. Ken. Attebery, Asst, Planner, stated the area had been rezoned for parking
a short time ago and a portion is within 200 feet of shoreline; there have
been some slight modifications of the plan that was presented to the Council;
and there were some restrictions concerning lighting and fencing. Stated
there was no significant impact on the environment.
Motion by Mayor Jarstad and Commissioner Schoneman that there is no adverse
impact on the environment and no E.I.S, is required, carried unanimously

Mr. James Robinson, builder, spoke for Mr. Zampella and explained the proposal,
using a pictorial plan. Gave details of the fencing and lighting requirements
and stated there would be no affect on the beach.
Grace Holland, Marine Drive, spoke as a representative of the bay area; that
the people were quite disturbed in having this development come in; they feel
that it is going to happen but the concern expressed is that Kitsap Way will
not become another Wheaton Way and concerned ab out so much development on
the water. The people would like to maintain their style of living. Mayor
Jarstad commented that the areas mentioned have been cleaned up from pollution
of the water by the city; that this particular area is an area that the city
council held a rezone hearing; that there is a real safety problem involved
to get cars off the highway; that this is not a generator of more traffic
but a solution for better parking; that the neighbors were present at the
rezone hearing and did speak; that the beach is not being touched and Mr.
Zampella plans to build his residence there, Mr. Holland stated they would
like to keep it low density. Mr, Stewart commented tile area will be shielded
for lighting.
Motion by Mayor Jarstad and Commissioner Schoneman to approve the request
for a 'Shoreline development Permit and it then be with same conditions that
are in the rezone, carried unanimously.
(Tape #1419)
HEARINGS - WALKER AND OLSON REZONES
Motion by Mayor Jarstad and Commissioner Stewart to hold rezone hearings for
Walker and Olson, in that order, carried unanimously.
AUDREE WALKER REZONE, From R-1 to R-2, 2828 Hemlock Street
Clerk stated he had published a legal notice of the hearing, had mailed notices
to adjoining owners and had posted the area and public places as required by
law. Clerk then read Planning Resolution ilo. 354; read letter dated June
9, 1976, from Audree V . & Patrick Walker, asking for permission for a limited
access on the east end of the property to Wheaton Way in addition to the
primary access on Hemlock. Then read minutes dated May 18, 1976, of the
Planning Commission meeting. Commissioner Stewart stated he owned property
at corner of Wheaton and Cherry and was advised there was no conflict of
interest due to distance between his property and rezone request. Clerk
read letter from City Engineer, dated June 9, recommending the request for
access to Wheaton Way for the four-unit building be denied, due to hazardous
conditions. Clerk read memo. from Traffic Division, objecting to granting
access on to Wheaton Way due to heavy flow of traffic and limited visibility,
dated June 9, 1976.
Ken Attebery, Asst. Planner, gave a review of the neighborhood zones using
a map. He showed the plan submitted showing no access to Wheaton Way and
stated there has been a request to modify that. Some trees on the site and
hope the builder can keep as much as possible.
Mr. Schoneman discussed parking, in front and underneath. Pat Walker, spoke
for his mother, stating they would leave as much natural environment as possible.
Open space is between the buildings with landscaping and trees to complement
the project. Commissioner Schoneman stated he agreed with the engineer and
traffic division on no access to Wheaton Way. Mr,Walker suggested a right-
turn only but this was not considered a good idea because people tend to
ignore signs when more convenient. Mayor Jarstad also agreed with no access
recommendations. After the mayor had made some suggestions, Mr. Walker
agreed it would be better to have no through-access across the property.
Commissioner Stewart commented he agreed with Mr. Bjork that there was already
property zoned R-2 next to this property and it should be used. Mayor Jarstad
stated people resist change; however, the traffic division states that Hemlock
is not overloaded and he believed it was a good area for high density - also,
near shopping centers and schools; that there won't be any R-1 building
in there; also, that Mr. Walker may have to work with architect to re-arrange
-6-
the buildings and parking. Connissioner Schoneman advised the builder should
be planning to have buildings look to the south for the beat view.
Ken Attebery was questioned how much variation is allowed at the building permit
stage, and stated the Council could approve for R-2 with so many units but not
necessarily on this site plan. Mayor Jarstad stated it could be approved
with access to Hemlock and none to ~heaton Way; and going to have to meet
requirements for setbacks and screening.
Motion by Commissioner Stewart and Schoneman that there is no significant
impact on the environment and no E.I.S. is required, carried unanimously.
No one was present in opposition.
Motion by Commissioner Schoneman and Stewart that approve the fezone from
R-1 to R-2 to include number of units requested, no access to Wheaton Way,
with no site plan being required, and any other conditions Planning Commission
brought into it, carried unanimously.

the buildings and parking. Commissioner Schoneman advised the builder should
be planning to have buildings look to the south for the best view.
Ken Atterbery guestioned how much variation is allowed at the building permit
stage, and stated the Council could approve for R-2 with so many units but
necessarily on this site plan. Mayor Jarstad stated it would be approved
with access to Hemlock and none to Wheaton Way; and going to have to meet

and any other conditions Planning commission brought into it, carried unanimously.
JOHN & I SU OLSON - R-2 to (Non-conforming use) to Business Two - 402 - llth St.
Clerk stated he had advertised, posted and mailed notices as required by law.
Then read Planning Res. No. 355, minutes of Planning Commission dated May
18, 1976; followed by reading department reviews. Ken Attebery reviewed the
background of the meeting held by tile Planning Commission; that this is a
small neighborhood grocery and it is believed appropriate to continue as
such. The plan would still continue their concept; single family on the
back would be removed and placed on the second floor. The alley there is
only six feet wide. Claude Best, 1205 Pacific, stated he lived across the
street from the area and asked if he would be involved. He was assured he
would not but that he had to be notified because within 250 feet. It had
been stated that most of the store trade came from walk-in and there would
not be tbe need for an amount of parking. Mr. Attebery stated the Planning
Commission had said this site plan does not work but they would agree for
tile rezone as long as they comply with ordinances. Mr. Attebery stated
parking should be for nine stalls and this could be accomplished by making
the building smaller. Commissioner Schoneman stated there is a building
operating there and need to be legal and on that basis they should legalize
it. Parking was further discussed and Mr. Attebery stated they would have
to redesign the building to get required parking.
Motion by Commissioner Stewart and Mayor Jarstad that there is no significant
impact on tile environment and no E.I.S. will be required, carried unanimously.
motion by Commissioner Stewart and Commissioner Schoneman to concur with
the Planning Commission recommendation to the City Council and rezone from
