WELTE HEARING CONTINUED: Mr. Welte stated he has arranged his parking from seven original spaces to 10 or possibly 12 spaces. 'Wade Lassiter, Rt, 5, Box 364, Bremerton, spoke on behalf of the applicant, stating this land is excellent for an apartment building; that there are three more parking spaces than what is requested by ordinance; that this is a good, low density plan for the area. Mr. Lassiter explained that the Nicklins (former owners) were aware that Mr. Welte originally planned an eight-unit structure, because this was noted in the earnest money agreement. Lassiter spoke to the need of housing in Bremerton and stated this is close to schools, shopping and very desirable for the use proposed. OPPONENTS John Walton, 2002 10th Street, pointed out his property on a map and stated he lives across the alley from the property in question. Stated property owners in the area did not oppose a four-unit structure; however, they are opposed to a seven-unit building because it is too high a density for the area. Stated it would add to traffic in the alley. Mr, Walton stated this is a well-kept neighborhood and the property should be developed, but not as an eight-unit structure. 0liver Anderson, 10th Street, pointed to his property located directly behind the property proposed for development, stated there is already much traffic on Roosevelt and he is opposed to the development due to high density for the area. Henry Sandberg, 2024 llth Street, stated he is across the street from the property and is opposed to the change of site plan; complained of traffic on llth Street. Stated he is opposed to any development on this property for more than four units. Twila Petit, llth & Roosevelt, stated development of an eight-unit structure would cause traffic and parking problems; that she is opposed to the proposal and it is too high a density for the quiet neighborhood. Mr. Phillips, 2007 10th Street, spoke in opposition due to high density for the area; that there are only 20 people on the entire block and this development would include'this many people again in such a small area. Commissioner Stewart stated that a vacant lot is not an asset to the neighborhood and according to Mr. Welte, it would not be economically feasible to develop less than seven-unit structure; however, due to the unanimous disapproval of the neighboring residents, he would vote against the proposal. Stated he hoped the residents were open-minded enough to work something out with Mr. Welte so the property can be developed. Commissioner Schoneman stated that he is in favor of the development proposed; that the location is ideal, the need for housing is great, and it is a good compatible plan for the area. Stated parking is more than adequate and additonal traffic caused by the three additional units would not be signficant on llth Street or Roosevelt. Stated this lot has remained vacant for 30 years and should be developed in order to meet the City's needs. COUNCIL MINUTES PG. 7 2-18-76 Mayor Jarstad stated he is concerned with need for housing in Bremerton and that apartments are very desirable to people and make excellent neighbors. Stated he felt problems with traffic congestion would be insignificant due to the amount of traffic already on llth St. Encouraged the developer to meet with residents and work something out; however, due to the great opposition of the neighbors and the fact that the property was rezoned less than a year ago to the neighhors' satisfaction for a four-unit structure, he would be inclined to vote against the proposal. Motion by Mayor Jarstad and Commissioner Stewart to follow recommendation of the Planning Commission and deny the request to change the site plan. Mr. Welte advised that his intentions were to have a rental agreement for adults only and no pets, no children. Mr. Lassiter clarified that Mr. Welte may be able to submit another application before a year's time; that a rezone would require the one-year wait, but change in site plan may not. Motion carried as follows: Mayor Jarstad, yes; Conmissioner Stewart, yes; Commissioner Schoneman, no. HEARING, AMENDMENT TO ZONING ORDINANCE (FEE SCHEDULES) Clepk stated heaping had been advertised and posted. Mayor Jarstad directed the hearing be recessed until next Wednesday.
