COMMUNICATIONS - REQUEST TO BID FEDERAL WORK, #AB85-219
TAPE #241 UNAPPROVED DRAFT
City Council Reg. Mtg. Minutes
May 8, 1985
The Naval Supply Center for the Puget Sound Area has
requested that the City bid on the Trident Refit Facility
communications equipment Contract per Solicitation N00406-
85-R-0037. The contract would be for four months beginning
June 1, 1985. In order to respond, if Council approves, the
bid must be in May 9, 1985. Even if the City is not
successful bidder, the experience will provide access to
additional information for a more knowledgeable offer if we
are requested to bid on the next solicitation in the fall of
this year. Mr. Glenn She~ard, Communications specialist,
was available for questions. He stated that, if awarded the
contract, an additional individual may need to be hired on a
temporary basis until resubmittal in fall but the revenue
generated would more than pay for costs involved. He
clarified that the work would be done both at the Trident
facility and in City's shops on equipment for mobile
vehicles such as radios, recording equipment, etc. Access
to the Federal installation is covered already. Bid will be
submitted on a competitive basis, comparing government vs
private industry costs.
Councilman Pachek was against competing with private
industry as were several Councilmen in agreement.
Councilman Anderson did not feel it would hurt companies
like Motorola and feels the effort would be healthy for the
cities. Councilman Adrian felt the City already had several
contracts such as Paramedic services (Jackson
Park/Shipyard), Animal Control (Jackson Park). .City
Attorney Bill Broughton advise the Council, legally the City
could bid, however it should decide the issue as a Policy
matter whether or not we want to get involved. Councilman
Sturdivant felt government agencies were here to serve the
people and was against City operating like private
enterprise.
#1948 . M/S/C/(Horning/Amo) to disapprove allowing Support
Services/Communications to bid on the Federal Trident Refit
Facility, Communications Equipment maintenance proposal.
VOTE: In favor; Sturdivant, Horning, Pachek, Mosely,
Drouin, Amo & Johnson

PURCHASE FLOW METER - METER SEWAGE FLOWS FROM JACKSON PARK
(NAVY), #AB85-213
The Navy Contract for sewerage service stipulates that City
is to meter sewage flow at Pump Station #15 for volumetric
billing of sewerage service from Jackson Park. It was
planned that the pump discharges would be calibrated so that
pump running time could be used, a flow determination
method. This has not and will not yield acceptable flow
metering accuracy. A non-intrusive clamp-on ultrasonic

meter will yield the metering needed with good accuracy.
The cost for an acceptable meter installation will be
approximately $2,800.00. In addition, it is expected that
flow metering will increase revenue from Navy billings by
several hundred dollars per month during the wetter months
of the year. This capital item purchase was not provided
for or approved in the final budget for the Wastewater
Operating Fund for 1985, therefore other expenditures will
be adjusted to compensate for the cost.
#2703 · M/S/C/U/(Johnson/Drouin) to approve purchase of a flow
meter to meter sewage flows from Jackson Park (Navy).
SLUDGE TANK INSTALLATION AT CENTRAL KITSAP TREATMENT PLANT,
#AB85-214
As an interim measure for disposal of sludge, an agreement
with Kitsap County will allow us to truck liquid digested
sludge to the Central Kitsap Sewage Treatment plant to be
dewatered. The resulting "cake" will be trucked to a
sanitary landfill. In order to utilize this arrangement, a
16,000 gallon steel tank must be installed and connected
into CK sludge piping. The tank (removed from our Plant #1)
has been moved to the plant but must be erected and plumbed.
Proposals have been obtained to accomplish the installation
as a Small Works Roster Project. Staff recommended Council
approve lowest bidder, CAN DO! PLUMBING, at a cost of
$6,605.34. Dr. Proctor stated that approximately $1,500.00
worth of work has already been done, therefore the overall
cost to move, install and plumb the tank is estimated at
$10,000, with the additional need of a crane. The amount
requested for approval is for the plumbing only.
#2925 · M/S/C/U/(Drouin/Pachek) to approve the award, for Sludge
Tank installation at Central Kitsap Treatment Plant, to Can
Do! Plumbing, in the amount of $6,605.34.
EAST/WEST ALLEY BETWEEN BROADWAY AVENUE & CHESTER AVENUE SO.
OF 7TH STREET - ONE-WAY EASTBOUND, #AB85-215
The subject alley is presently posted for One-Way Traffic
Westbound. Due to a 10 to 12 foot high laurel hedge along
Chester and the steep grade of Alley, sight distance is
minimal. There is good sight distance where the Alley
intersects with Broadway Avenue. Engineering is requesting
that the direction of travel be changed from Westbound to
Eastbound. Councilman Johnson asked why the City could not
just trim the Hedge. Alan Kane, City Engineer stated it
would be difficult to do.
Mr. Calvin Earl, former Resident of the area, supported the
change.
#3108 · M/S/C/U/(Drouin/Sturdivant) to approve that the direction of
travel be changed from Westbound to Eastbound, between
Broadway Avenue and Chester Avenue, South of 7th Street.
NORTH/SOUTH ALLEY FROM RODGERS TO COONTZ BETWEEN CALLOW AND
WYCOFF PROPOSED ONE-WAY SOUTHBOUND, #AB85-216
The Engineering department recommends that the subject alley
be designated One-Way Southbound. Vehicles are using this
alley as an alternate route between Callow and Cambrian when
TAPE #242 traffic is backed up at the Callow and Farragut Signal. The
alley is too narrow for two-way traffic at speeds unsafe for
conditions.
#0080 · M/S/C/U/(Drouin/Adrian) to approve that the subject alley be
designated One-Way Southbound, from Rodgers to Coontz
between Callow and Wycoff.

The Kitsap Federal Credit Union has requested 'tha~'Tthe

Mr. Bert Gegner, Mr. George Allen both spoke in support of
the proposed change. Councilman Anderson asked if a person
can enter the lot from the East with Mr. Kane answering it
will be exit only. Councilman Johnson felt this was merely
an alley vacation with Mr. Kane noting that private parties
and residents also use the alley.

CONTRACT CANCELLATION - JANITORIAL SERVICES, #AB85-218
At it's April 3 meeting, Council awarded janitorial services
contract to E & J Janitorial Services, Silverdale, based on
low overall bid. Due to unexpected cost of securing a
performance bond coupled with low profit margin anticipated
by the contractor for providing services, E & J has
requested that their contract be set aside. Subsequently,
this office has contacted the 2nd lowest bidder, True
Janitorial Service, who advises that they can and will
perform the contract at their bid price and provide the
required performance bond. Contract will be increased
$410.19 per month.
#0351 · M/S/C/U/(Adrian/Amo) to approve the request from E & J
Janitorial that their contract be cancelled.

contract to the 2nd. lowest bidder, True Janitorial Service
at an increase in cost of $410.19 per month.

with the Maritime Sub-Committee on Transportation May 15,
1985 and those interested are encouraged to attend. Also
representatives from the City will be in Olympia on May 16th
with Representative Schmidt and hopefully Duane Berentson of
