Item E - Authorization to Purchase Computer Operation and

#AB85-202. Mr. Court Prisk, Field Services Director, stated
that this system would keep accurate records, cost
accounting, etc. with minimal modification needed. He
stated that several companies were reviewed with consensus
being, Ch2MHill could furnish, at the best cost to the
city. Estimated cost for both system and operation to
modify/install was $6,000.00. Councilman Mosely was
critical stating he felt other companies could furnish the
same product with modifications at less cost. Councilman
Johnson stated if this was grant eligible why could it not
be used for both utilities to include the Water Utility.
Mr. Ken MacKenzie stated it could however contract states it
cannot. He also stated, when questioned, that CH2M Hill
could not sell to it's competitor therefore PSG was not in
the position of purchasing the equipment it's personnel
would operate. City Attorney Bill Broughton felt that the
language is too restrictive, pertaining to limiting the City
to usage within only the Wastewater department. If indeed
the City is the purchaser, it should be able to utilize
where needed.

MAYOR/CITY COUNCIL SALARIES, #AB85-207
In order to provide a reasonable time for the County Auditor
to prepare the necessary forms for the 1985 City elections,
TAPE #240 it is necessary that by early May the City Council set the
salaries for the Mayor sand Council for the next elected
terms of office. The filing fee for candidates is based on
their respective salaries. Councilman Adrian, Budget and
Finance Committee presented recommendations from the
committee level. Recommendations included (1) Council Base
Salary $5,980 per year; (2) Elimination of the $100.00 per

(b) if Councilmen or Mayor decide not to participate, there
shall be no cash rebate to the Council member for the City's

substantially increased with Mr. Adrian saying that he is
paid less than most department heads at this time.

and reduction of $20.00 annually to the salary. Councilman

most individuals run for office for the opportunity to serve
the community and not the salary paid. It was decided to
take each recommendation separately for discussion and vote.
