PUBLIC RECOGNITION Mr. Pete Flynn - Bremerton Mainstreet, welcomed Council participation at the first "Sonic Broom" which will be the Mainstreet effort for Spring Clean-up campaign. Upon completing his prepared statement, Councilman Adrian asked if he had contacted Mayor Dawkins with his complaint with Mr. Venner replying yes. Council noted that any removal of an individual from an appointed position, would be the responsibility of the Mayor. AUTHORIZATION FOR ENGINEERING SERVICES FOR PRELIMINARY DESIGN FOR DEWATERING/COMPOSTING FACILITY, #AB85-177 The purpose of the authorization would be to produce a preliminary design for dewatering/composting and to provide a budget estimate of cost. Mr. Baker explained there would be no adverse impact on staffing and the funding is in the budget. He requested Council approve and authorize the execution of the letter, assigning the project to CH2M Hill who is familiar with the project. Mr. Bert Gegner, was critical that the City can assign such a project without first letting the project go out for bids. Mr. Baker defended the action, stating it would save the city money in the long run do to CH2M Hill being familiar with the project because this firm would have to furnish the information to another firm if they were not assigned the project. Mr. Court Prisk, Field Services Director agreed, stating it is a matter of economics because another firm would have to develop information CH2M Hill already has available. Councilman Sturdivant asked about the project being within bid limits with City Attorney Broughton advising that Professional Services Contracts are not within the scope of bid limit requirements. He said that the agency seeking the service asks for a "statement of qualification" to determine selection. #1174 · M/S/C/U/(Pachek/Drouin) to approve execution of the letter of authorization for Engineering Services for Preliminary Design for Dewatering/Composting Facility and assigning the contract to CH2M Hill. Without authority to maintain and operate the signal the City cannot perform routine maintenance or repair and cannot incorporate the timing of the signal into our coordination system. Staff recommended Council approval authorizing the Mayor to execute the Agreement. Mr. Dave Baker noted that it would cost the City approximately $2,500 annually to maintain the traffic signal, however, the City would be obtaining an asset worth $75,000. Mr. Court Prisk stated the purpose of accepting responsibility would be to serve the citizens. This particular intersection holds up rush hour traffic because of the inability of crews to do routine repairs and maintenance. Councilmen were critical of taking on additional financial responsibility when the State should be able to perform upkeep of the signal. Mr. Bert Gegner also felt the City should not accept responsibility. Mr. Patmon suggested a decision be postposed for two weeks as this was not a priority issue. He stated he would research the legality of whether the City can touch the maintenance cabinet without possession. Councilman Sturdivant asked that Mr. Patmon also ask why State cannot seem to coordinate the signal. #2481 .
