MAYOR'S REPORT
Ms. McCluskey read into the record two Proclamations; (1)
designating Mar 17 - 23rd as "Volunteer Week", honoring
citizens and agencies in the City for their volunteer
efforts with Mayor Dawkins presenting the Proclamation to
Mr. Larry Eyer, Director of Kitsap Community Action Program.
(2) a Proclamation designating March 24 - 30th as "Be Kind
To Animals, and March 24th as "Humane Sunday" with Mayor
Dawkins presenting the Proclamation to Support Services
Superintendent Dave Patmon who supervises the Animal Control
Department for the City. Mr. Patmon introduced the Animal
Control Officers, Nancy McCord, Ruth Severns and Susan Ward
with Ms. McCord addressing the Council and public of their
responsibility in pet care. Councilman Johnson addressed
two concerns, (1) setting up a fund for receipt of donations
similar to the Police and Fire programs and looking into the
possibility of designating a period of time, whereby the
license fees could be waived because of individuals new to
the area wh6 are in violation before they are aware of the
local laws. Mr. Patmon felt both were excellent ideas.
Mayor Dawkins stated that the elevator installation is
progressing with the May 1st date still projected for

completion. He stated the electrical contractor is working
the electrical system out and physical construction should
commence within 1 - 2 weeks.
Mayor Dawkins recognized Fire Chief Leonard Marks who
presented a third Proclamation, honoring two individuals,
Mr. Harry Sprinkle and Mr. Bruce Subert, who are credited
with saving the life of a co-worker at the Bremerton Sun,
March 12, 1985, administering CPR after a full-cardiac
arrest. He was happy to announce that the patient is
recovering and doing well. Both gentlemen were presented
certificates.
Councilman Adrian inquired if the City was still furnishing
CPR classes for citizens and groups with Chief Marks stating
that not in the last few months, however, interested groups
or individuals may contact the American Heart Association
who is giving ongoing classes.
PUBLIC RECOGNITION
Ms. Lena Swanson, 2123 Snyder Avenue, noted she attended the
Legal Affairs meeting sponsored by the Chamber of Commerce
and Representive Max Vekich spoke on efforts by Councilman
Drouin, City Attorney Broughton and City Clerk McCluskey, to
earmark any additional funds for sewer installation to the
City. She expressed disappointment that none of the elected
officials testified before the House Select Committee and
indicated that they will still have an opportunity. She
reported for the record, that the figures she quoted in the
last townhall meetings were comparisons from 1982 budget vs
1985 projected expenses. Figures were obtained from the
City Treasurer, Personnel Director and City Auditor.
Ms. Susan Town, 1240 E. Riddell Rd. discussed a new service
entitled "Minuteman Messenger Service" which serves the
needy and disabled. She noted that it is a non-profit
entity which is funded by donations. She advised Council
that it is not meant to be in competition with private
carriers in the area, but merely to serve those who are in
need. The service will provide transportation within the
city and hope that the Council will advise the agency if any
problems occur.
ATTORNEY'S REPORT
City Attorney Bill Broughton answered an inquiry from
Councilman Drouin whether sandwich boards were legal on City
sidewalks, stating no. He indicated that the City can
request the immediate removal with signs being returned to
the proprietor.
In answer to request for opinion from Councilmen Drouin and
Mosely, Mr. Broughton stated he has drafted a response
regarding voting for variances and sent a copy of the draft
to the Planning and Clerk's department.
COUNCIL MEMBERS REPORT
Councilman Johnson, noted, regarding the '~Junk Car
Ordinance", several vehicles over a month, untouched.
Field Services Director Court Prisk responded that he is now
responsible for Junk cars on property and that the Police
department is still responsible for vehicles on streets. He
indicated that owners will be notified to remove and failure
to do so, the City will remove and bill the owner.
Councilman Anderson expressed concern that the property
owner may be billed for a vehicle that is not his with Mr.
Prisk stating that it is the property owner's responsibility
regardless of who owns the vehicle.
Councilman Johnson advised that the Budget and Finance

Committee is currently working on the "Procedures Manual"
and the new Code of Ethics ordinance.
Councilman Drouin, indicated that District #7 is working
with the City to recognize "Spring Clean-Up" and challenged
his fellow Councilmen to actively support the program in
their districts. He stated that the USS Ranger, Puget Sound
Naval Shipyard had dumped sewage into the bay and the
problem was solved after finding a split pipe. He stated
that there will be a "Special" meeting of the Wastewater
Facilities Construction Project, Thursday at 9:15 a.m.,
March 14, 1985, in the Council Conference room with the main
topic being the U.S. Navy Contract for Wastewater facilities
usage, which is in need of adjustments by April 1, 1985. He
stated that he felt there is not going to be any opportunity
funding through the Puget Sound Clean up Bill than the
present 50% the City of Bremerton is receiving, however, he
is confident that should this change the City has indicated
it's desire to be considered for further funding.
Councilman Mosely, reported that there is a Public Safety
Meeting scheduled Thursday, March 14, 1985, at 9:30 a.m. in
the Council Conference room. Topics will include continued
discussion regarding street lighting and possible reduction
in the number of light standards and/or relocation to best
serve the areas.
Councilman Sturdivant, reported on his and Councilman
Adrian's trip to Olympia last Wednesday to testify on SB3058
which deals with distribution of Liquor Tax money. Counties
are lobbying for an increase percentage, however, only the
AWC representatives and one Councilman from Spokane were
allowed to testify due to time restraints. He commended
Kent Swisher, AWC, for his presentation before the committee
and by the time the bill was sent back for rework, it did
not meet the deadline for submittal, therefore it died.
Councilman Anderson, made note that the 9-member Council is
spread very thin and with committee assignments, lobbying
efforts, etc., people should realize the need for the
Council remaining as it is.
Meeting recessed at 6:35 p.m.; Reconvened at 6:47 p.m

Council direction. Her annual net pay is $23,400.00 plus
taxes and benefits. The Risk Manager is responsible for her
own tuition, lodging, meals and mileage. The contract
· terminates December 31, 1985, or with 30 days notice.
City Attorney Bill Broughton stated this contract is similar
to other Professional Service Contracts the City has
adopted. He reported that the concern of a conflict of
interest has been resolved regarding Mrs. Maurer's husband
having any direct association with Caroon & Black and that
he holds the position of Risk Manager in the County. The
original allocation, for the position, was $28,700.00. Ms.
Maurer desired certain benefits which were backed out of
this figure.
Both Councilmen Sturdivant and Anderson objected to the idea
of Personal Service Contracts. Ms. McCluskey clarified the
procedure used and reiterated that the City Attorney will be
reviewing the State's decision, regarding Pension
contributions on both contracted individuals and temporary
help because of the costs to the City. Mr. Broughton felt
it was to the City's advantage to have mid-management and
management employees under Personal Services contracts due
to the flexibility of administration and denying the lock-in
status that Civil Service affords employees that are not
doing their job.
Ms. Lena Swanson, supported comments by the City Attorney
but felt the method of Personal Services contracts was anti-
labor.
Ms. MaryEllen Babbitt, Civil Service Representative/Teamster
Local #539, expressed concern that the Management Ordinance
has not gone through Civil Service excempting those included
in this ordinance, therefore why are these contracts being
let out before the issue is resolved. City Attorney
Broughton stated some service contracts/positions are
outside the purview of Civil Service. Ms. Babbitt stated
that this position was before City Council as a regular
position.
~s. Kathleen Maurer, Risk Manager, noted that she will not
be receiving the "Management Benefits". She also stated
that this contract is a Personal Services contract so that
there is the ability to Administer the position. She stated
she is dealing with City funds therefore more reason to have
a contract of this type.
Discussion continued with Councilman Sturdivant stating he
felt that a Personal Services Contract has not been
adequately defined.
· M/S/C/(?achek/Adrian) to approve a one-year Personal
Services contract for the position of Risk Manager, between
the City of Bremerton and Ms. Kathleen Maurer.
VOTE: In favor; Horning, Pachek, Drouin, Johnson,
