Mr. Bert Gegner, 934 Washington, complained that he has not been able to park at his residence at tlth & Washington and took the time to contact Police Traffic but nothing has been resolved. He thought the Council, along with the Mayor, should actively seek changes in the LEOFF Retirement System and felt the recent retirement of the Police Chief is a good example of a too liberal system. The cost to the City will be $55,000.00 and is already included in the Project budget. Mr. Ken MacKenzie, Project Engineer, stated that to do the same project in house, the cost would be nearly double. Ms. Lena Swanson, asked why Superintendent Doctor Proctor had not taken care of the manual in house and she was reminded of the cost factor. She also asked if the City Attorney had reviewed or just signed off. City Attorney Broughton stated he at first had some problem with the verbiage in the Agreement, however he felt it was acceptable but more in fa~vor of the contractor than the City.
