President thanked the volunteer cooperation and expressed
the appreciation of the full Council.
Councilman Drouin inquired if the Mayor has corrected the
"NO Smoking" problem within City Hall. Mayor Dawktns stated
the Administration has run into some difficulty because of
State Law, which precludes total elimination of smoking
(must have designated areas). Also a change in working
conditions must be addressed during Union negotiations.
Therefore at this time, prohibition of smoking in the work
area by employees will not change.

Mr. Lou Soriano, 2119 E. 17th Street, asked if the City has
taken any action on a complaint, by businessmen last week,
of Food vendor operations in front of downtown businesses.
He was advised that a draft ordinance is being prepared and
Mayor Dawkins stated he will meet with Ms. Kathleen
McCluskey regarding his inquiry.
1985 COMMUNITY DEVELOPMENT BLOCK GRANT RE-ALLOCATION, #AB85-
390
On August 28, 1985, Council approved the 1985 CDBG Program
in the amount of $413,000. Mr. Joe Fabre', Community
Development Coordinator stated since then, HUD has advised
the City that it has an additional 85,000 for the 1985
program year. Mayor Dawkins has recommended that the 85,000
be allocated for fencing at the Warren Avenue playfield
because at present it is unplayable by Youth groups in the
area. Mr. Fabre' stated the percentage increase to those
allocated funding through 1985 CDBG is insignificant
therefore he supported Mayor Dawkins' recommendation and
requested Council approval.
Mr. Larry Bullard, 1005 High, stated that Referee Official,
Don Wall, denied use of the field without minimal repairs
done by Mr. Bullard and Mr. Bullard stated that youth,
living in this area, are in need of this type program.
Without financial support they may have to disband their
youth programs because of the liability to neighboring
residents from baseball, etc.
Although Councilman Johnson expressed concern about
allocations by percentage Mr. Fabre' stated the program is
unlimited and would not be a problem.
· M/S/C/U/(Adrian/Amo) to support the youth activity by allo-
cation of the additional $5,000.00, 1985 CDBG program, for
fencing at the Warren Avenue Playfield.

UNDERSTANDING, #AB85-392
For the record, Councilmen Anderson and Adrian, stepped down
because of possible conflict of interest with Vice-President
Drouin assuming chair.
The City of Bremerton has been awarded 8200,000 from the
State for the Rental Rehab Project (RRP). Conditions of the
grant include the submittal of a Tenant Assistance Policy
and a Memorandum of Understanding between the City and the
Bremerton Housing Authority which administers the Section 8
vouchers in conjunction with the RRP funds. Mr. Fabre,
Community Development Coordinator noted there are two
attached documents; (1) Exhibit A is the proposed Tenant
Assistance Policy which is consistent with the requirements
of C.F.R. 511.10 (h), and (2) Exhibit B is the Memorandum of
Understanding which outlines the duties and responsibilities
of the City and the Bremerton Housing Authority. He
recommended Council approve the Tenant Assistant Policy and
authorize the Mayor to sign the Memorandum of Understanding.
He stated that Grant funds will not be available until
Tenant Assistance Policy and Memorandum of Understanding are

City funds are involved and Project is continued to be

ORDINANCE (1ST READING) UTILITY ASSESSMENTS FOR CITY

The City Auditor recommended that the City establish it's
cost-basis for City services uniformly and in compliance
with U.S.Government publication OASC-10, Cost principles and
Procedures for Establishing Cost Allocation Plans and
Indirect Cost Rates for Grants and Contracts with the
Federal Government. At present the City does not have a
generally accepted accounting method for assessing central
service fees. Approval of this Ordinance will allow the
City to identify off-setting revenues for specific central
services. Overall, the impact of central service fees in
conjunction with the Utility Tax, will not have a
significant impact on General Fund revenue, however it does
provide an approximate $50,000 reduction to Wastewater
Utility, Fund 451-69. Both Field Services Director Court
Prisk and City Auditor Judith Kitsirubas recommend Council
approve.
