BREMERTON MAINSTREET ASSOCIATION, AB85-384 On April 10, 1985, Council passed a motion to support funding up to $15,000 for Mainstreet. On April 24, 1985, Council authorized the Mayor to contract with Mainstreet requiring Mainstreet to provide Rehab Loan marketing services. This contract was for $5,000 of Community Development Block Grant Funds (CDBG). At the April 24th meeting, Council indicated that the additional $10,000 would be provided after the City developed a Economic Development Strategy which included Mainstreet. At that time Council was advised that a Economic Development Policy was needed if CDBG funds were to be used to support Mainstreet. The Planning Department is currently working on the policy, however, should the Council use other than CDBG funds, the policy is not needed at this time. Mainstreet currently needs the additional $10,000 to continue it's operations and the Mayor has identified $10,000 of unappropriated general funds which could be used to contract with Mainstreet. Again Mr. Fabre' was available for questions and stated that if approved, Council would need to make two motions. Mr. Pete Flynn, Mainstreet Association, spoke on the advance progress of the program but indicated that members of Mainstreet remit their pledges monthly and no delinquencies have occurred. However the program needs money in the treasury to assure funding for the Christmas projects planned including new downtown decorations. After discussion, several Councilman indicated they objected to the method of funding the 810,000.00 from General Funds. Councilman Adrian suggested making a loan from General Funds to Mainstreet, crediting the General Fund with the interest. Ms. McCluskey stated she would need to research whether or not this would be legal. · M/S/C/(Horning/Pachek) to authorize $10,000 of unappropriat- ed genera/funds be allocated to the Mainstreet Association to further Mainstreet activities and direct Staff to look into legal methods to replenish the funds from Block Grant monies.
