Councilman Drouin stated it was important because the U.S.Navy's fiscal year begins 10/1/85 and the city will need to know what it can charge Puget Sound Naval Shipyard. In regard to the State Tax on utilities Mr. Broughton stated that he thought Seattle Metro received a release of tax. REALLOCATION OF REVENUE SHARING (WITHIN) PREVIOUS APPROPRIATION, #AB85-347 Ms. McCluskey clarified the request from the Camp Fire Girls/Girl Scouts officials, that since the programs are unable to relocate at the city Fire Station, located at 16th & Ironsides, they wish to continue utilizing the facilities at llth & Warren Avenue. In order to do so, money allocated from Revenue Sharing, in the amount of $4,000, is requested to be reallocated to the llth & Warren location for purposes of replacing the roof. The total project cost has been increased to S116,600 from $100,000 because the 4th Street mini-park was not previously included. The City's ,match, with help from the Bremerton Kiwanis, will increase from 25% to 36%. · M/S/C/U/(Drouin/Johnson) to authorize the Mayor to sign an amended ALEA Grant request which will use Sl0,000 of City Hotel - Motel tax in addition to the $25,000 match from block grant sources to increase the City's match ratio in relationship to DNR funds. MORRIS, #AB85-362 Mr. & Mrs. Morris have requested an easement across City of Bremerton property near Tahuya Lake for access to their property. This is similar to an easement the City has previously granted across the same property to Robert Zimmerman. Mr. Alan Kane, City Engineer, stated both parties presently use another roadway, however, in the future if this is made unavailable there would be the need for this requested easement and the subject property is of little value. Councilman Drouin was opposed to voting on an easement with an unclear map presented. · M/S/C/U/(Adrian/Amo) to approve request that the easement be granted and direct the Mayor and City Clerk sign the easement and return to Mr. Morris for recording. ORDINANCE #3975 (SECOND READING) ESTABLISHING HANDICAPPED ACTION COMMITTEE, #AB85-399 Functions of the Handicapped Action Committee would be to monitor recipients of Federal Funds, prepare a Transition Plan and recommend non-structural modifications which will bring the City into compliance with Section 504. City Attorney Bill Broughton stated that the Board will be subject to State Statutes therefore he did not feel additional language, as requested by the Handicapped Representative, needed to be included in the draft. He did agree that the City should provide an interpreter if needed. ' Ms. Jeanne Jackson, Handicapped Representative, disagreed with the City Attorney's opinion stating that the Hearing impaired/deaf individual should be contained in the draft. She read a letter of support, for her efforts as the Handicapped Representative, from Councilman Adrian and he encouraged "bringing her aboard as part of his team" and requested support of his candidacy for Mayor in the fall elections. Ms. Margery Holsather, Affirmative Action Officer/City of Bremerton, agreed with the City Attorney that Ms. Jackson's request was not necessary. She felt verbiage change, Pg. 3(d), line #7 - delete "Other - impairments", substituting "Appropriate arrangements shall be provided to accommodate handicapped persons in the hearing process" would suffice. Councilman Adrian wanted to expand the committee from two to four non-employee representatives, designating 1 as wheelchair impaired and 1 as blind. Councilmen agreed that two such individuals may not be willing or available to serve. Ms. Jackson thought being specific on type of handicapped would be difficult because there are over 2000 identifiable handicaps. Mayor Dawkins suggested wording to be changed from two to four (4) individuals that are non- employee/citizens. · M/S/C/U/(Sturdivant/Amo) to pass Ordinance 3975, second reading, establishing an Action Committee to hear grievances pertaining to handicapped issues and to monitor compliance with Section 504 of the Rehabilitation Act of 1973, amending Pg. 1, Sec.(1) striking "two non-employee citizens" and inserting "four" non-employee citizens and substituting verbiage pg. 3(d), line #7 "appropriate arrangements shall be provided to accommodate handicapped persons in the hearing process" ORDINANCE #3978 (SECOND READING) NEW PARKING CHAPTER TO CITY OF BREMERTON ZONING ORDINANCE, #AB85-308 · M/S/C/U/(Drouin/Johnson) to pass Ordinance #3978, second reading, which amends Title II, Chapter VII of Ordinance No. 1792, the Bremerton Zoning Ordinance, by adding Sections 748 to 759, which set forth new off-street parking and loading requirements which are hereinafter provided, and which amends Section 412 of Ordinance No.1792 by adopting new requirements for off-street parking and loading areas in R-2 Districts.
