He stated the Police Department has an on-going problem with parking and discussion led to a decision to start ticketing offenders who insist on picking up shipyard workers at State Street Gate instead of using Burwell where temporary parking is available. Also he contacted Brem-Air owner, Don Lindgren, regarding the dumpster problem and Mr. Lindgren said there was always a problem with vandels moving dumpsters to other than the pick up location. The Mayor stated he has met with Traffic Engineer, Mary Wilson and the Risk Manager about the possibility of making Chester to Naval Avenue one way on Gregory but it is still under advisement. Councilmen Adrian and Amo were against ticketing offenders and noted that posting the action in local newspapers would not reach the bulk of PSNS workers because they live outside the city. Mr. Court Prisk, Field Services Director, noted the severe water shortage due to drought and stated the odd/even day watering program was not successful. Therefore he is recommending that citizens in both the City of Bremerton and Port Orchard (who are supplied by the City) use only limited amounts of water for necessities, ceasing watering lawns, etc. He said this is a request. at this time, however, it could be mandatory if parts are not received soon for pump installation. He estimated the resevoir has approximately 60 days resource left and even if it should rain heavily, the soil is so dry, little would replenish or run into the resevoir. He indicated there will be a news release tomorrow. Mr. Prisk also reported on the continued vandalism on police TAPE #268 City Council Reg. Mtg. City Attorney Broughton noted that Municipal Court is processing approximately 200 Misdeamners and 60 DWI cases per month. He cited several articles in the Bremerton Sun regarding his office operations and was open to questions from Councilmen. CIVIL SERVICE COMMISSION RULES CHANGES, #AB85-326 After 6 months of deliberation and coordination with employees and Union representatives the Exempt/Non-Exempt Rule is presented to properly align the City's Department Heads and key Management staff into exempt categories as it relates to Civil Service Rules. This greatly enhances the whole process of recruiting and hiring, discipline and termination, if required. It further supports key legal provisions of the Fair Labor Standards Act defining Professional and Administrative employees, their pay as salaried and issues of hours. Finally, it is now possible to place all exempt managers on employment contracts if the City wishes to do so. The Personnel division recommended Council approval of this Rule and the minor amendment to the previous Rule (Page 2 add #10 & 11), delegating authorities to the Personnel Director and creating the Commission as an appellant body. City Attorney Bill Broughton noted that Rule I is dealing with the issue of hearings which are time consuming when an issue is not contested. Rule II is standard definitions of Exempt certain employees which will coincide with State Law. Mr. Baker stated that other streets could possibly be funded out of the ]/2¢ gas tax, but no feeder streets are allowed in plan. Again, responding to questions from Councilman Adrian, Mr. Baker stated we have no feeder Street Plan; if Engineering had the manpower it could do the design work for more Grant applications and that the City has received approximately 80,000 - 100,000 in State and Federal funding through this program. He responded to Councilman Sturdivant that citizens are allowed to oil dirt alleys, however may not be able to do so in the future. · M/S/C/U/(Horning/Amo) to approve the Six-Year Transportation Improvement Program ].986/1991. Mr. Hayes noted, that since application in 1984, they have an improvement of rain run-off; gone to great lengths in erecting a massive fence to obstruct noise and relocated bulk of noise pollution at commercial end of the site, if rezoned, which would improve the surrounding residential area. TAPE #269 Councilman Amo asked what would prevent owner from other development on the site.
