MAYOR'S REPORT
Mayor Dawkins stated that there continues to be a problem
with vandalism to Police vehicles and he is proposing
housing Police vehicles, not in use, in the underground
garage which could be modified to be locked. Mr. Prisk
stated that the Fire Department, along with the Public
Safety Committee, recommended no parking in the garage
adjacent to the Police Patrol office and this means that the
Police motorcycles, Van and scooters must be housed
elsewhere. He proposed in~.talling a lockable garage door at
the West side of the unde]'c, rcund garage whereby even Police
Patrol units, not in use could be housed and moving other

City Staff personal vehicle out in the parking lot behind
the Police station. This option would cost less than
$400.00.
Mayor Dawkins mentioned the problem of no air conditioning
in the Jail and the wiring modifications that needed to be
done to facilitate the upstairs floor being able to utilize
the air conditioning. Mr. Prisk noted that when the
elevator was installed, it came to his attention that City
Hall is inadequately wired and problems were not caused
because of the installation but the need to redistribute
power, not more power.
PUBLIC RECOGNITION - None
ATTORNEY'S REPORT
City Attorney Bill Broughton stated his office has been very
busy responding to pre-election questions, the Greg Brown
brief, Building Permits and Permits to the State of
Washington. In addition they have been working on updating
the entire Criminal Code dealing with misdemeanors and gross
misdemeanors. This entails rewriting all the criminal
ordinances which will be soon before Council. He reported
that the Sludge Agreement is nearly done.
Councilman Sturdivant criticized the laxity of political
sign enforcement, i.e., pick-up of signs, placement on
right-of-ways, etc. City Attorney Broughton stated the
enforcement is difficult due to First Amendment rights.
Mayor Dawkins stated the' ordinance will be enforced and
noted that the last'City election was not a problem but more
the County, State and National Elections organizers that
created the problem. Mr. Broughton noted that any revisions
to the ordinance would not be in time for the primary
election but his office will research and report next week.
COUNCIL MEMBER REPORTS
Councilman Sturdivant gave a report on the Golf Course Board
of Director's meeting to include; (1) Installation of new
Windows (approved earlier this meeting); (2) Increase of
$50,000 in receipts over the same period in 1984 with a
projection of $400,000 by years end; (3) Possible artificial
mat for the driving range; (4) The Bar & Grill has a slight
increase in revenue over the same period last year, however,
the contractor has suggested and new contract format; (5)
Green #4 is playable but greens maintenance needs catch-up
with extensive airification program to commence, and (6)
Twin Lakes is dry therefore water is being supplied by Gorst
Creek, as a temporary source.
Councilman Amo expressed concern about the illegal parking
on Gregory Way and the City's liability; the dumpsters on
Street at the State Street entrance to PSNS, and the no
parking requirement W. side of State Street. He stated many
fellow PSNS employees have complained to him.
Councilman Johnson joined the meeting at 5:15 p.m.
Councilman Amo also complained of the noise on Kitsap Lake,
the day of the Power Boat Association race, City Council
approved early summer. He was concern that it was not
compatible with the Bird Sanctuary.
Councilm~n Drouin, reported on a complaint received by Mr.
Robert Smitheron of a possible Wastewater leak at Park
Avenue which was researched and resolved. He noted that Ken
MacKenzie has been separated, after doing an outstanding job
as the Wastewater Project Engineer. He reminded Councilmen

EPD CRISIS RECOVERY PLAN - MEMORANDUM AGREEMENT BETWEEN THE
'CITY AND PIERCE TRANSIT, #AB85-313
The Memorandum of Agreement for backup support would allow
either Pierce Transit or the City of Bremerton to use the
other's data processing system in the event either system
failed and was not immediately repairable. Our data
processing managers have discussed our mutual needs for this
type of support and have determined that each system and
site can act as support for the other due to the similarity
in computer hardware (Burroughs B1800) and software
(Institute for Professional Management).
M/S/C/U/(Mosely/Amo) to approve Memorandum of Agreement be-=
tween the City of Bremerton and Pierce Transit.
POSITION UPGRADES WITHIN TRANSPORTATION DIVISION OF SUPPORT
SERVICES, #AB85-307
Mr. Patmon explained that there are 5 production position
personnel budgeted in Transportation Division of Support
Services; one Foreman, one heavy-equipment mechanic, 1 -
mechanic II, and two PM technicians. Because there are only
five production persons covering two shifts, and there is
more mechanic work than can be accomplished by the foreman
and two mechanics, it is requested that the two PM
technician positions be upgraded to Mechanic I. They have
been provisionally appointgd to this classification, and in
order to not violate the Union contract or work these
individuals out of classification, it. is suggested that the
positions be made permanent, eliminating the PM technician
classification. Mr. Patmon stated there is not enough oil
and lube type work to be performed, however, a increased
need for mechanical type work which both are qualified to
perform. As an alternative, Council could extend the
provisional appointments until after the audit is performed.
Councilman Sturdivant was opposed to upgrading and creating
higher paying positions and felt the audit should be
performed prior to considering such a action.
Ms. Judith Katsirubas, City Auditor, stated it makes good
sense due to the job flow and workload, recommending the
positions be upgraded. She felt it would not affect the
long range costs should the garage close and that the money
is in the budget due to not filling the heavy equipment
mechanics position.
M/S/C/U/(Amo/Pachek) to approve the reclassify the two pro-
visional Mechanic I positions to permanent and the
elimination of the two PM positions.
FUND 510 MID-YEAR BUDGET ADJUSTMENT, #AB85-314
Equipment Rental Reserve Fund 510 has 1985 Capital
expenditure requirements that are different from and in
excess of those narrated in budget preparation time last
year. The requirements represent investment of funds in
equipment which will be leased to user departments. Mr.
Court Prisk noted that there was $68,610, incorrectly posted
from 1984 which increases the Liquid Assets figure for 1985
from outstanding Interfund transfers. Mr. Patmon stated
that this adjustment would provide for the installation of
several microcomputer systems to exist in a completed state,
allow Parks to acquire a much needed tractor/mower and the
Street department to acquire an adequate backhoe.
Councilman Johnson asked why the auditor's office needed two
clusters of computer equipment with Ms. Katsirubas
clarifying th% heed for the Court offices, which will share
