He stated the City has experienced situations (i.e., Forest Ridge Park House) whereby repairs became cost prohibitive with the only solution being tearing down the structure. Councilman Johnson agreed after discussing the issue with Mr. Prisk that the repairs should be done and an individual, capable of maintenance, etc. housed in the structure. Councilman Johnson left the meeting at 8:45 p.m. ORDINANCE (FIRST READING) LIBRARY ANNEXATION AND CONCOMITANT AGREEMENT, #AB85-309 This proposed Ordinance and Concomitant Agreement, if approved by the Kitsap Regional Library and the State Librarian, will allow for submission to the voters a proposition for the City of Bremerton to annex to the Regional Library District. Since 1958 the City and. the Library have operated under an agreement whereby the Library District provides for a library service and is compensated by the City. This arrangement has resulted in some uncertainty on continued funding of library services for Bremerton residents. Passage of this Ordinance and Concomitant Agreement will allow the voters to annex to the regional library, thereby voiding the agreement between the City and the library and providing for a stable library funding source. The attached Ordinance and Agreement provide for disposition of assets wherein the library will acquire Bremerton's share of the library building in consideration for the library's assumption of the remaining bond payments for the library building. The agreement goes on to provide for continued funding of the library under the existing contracts until the fiscal impact of the successful annexation is realized. City Attorney Broughton recommended approval of the ordinance and concomitant agreement. He felt that, if given a choice, Council would prefer to fund essential services over funding the Library. Councilman Sturdivant strongly objected to having the citizens bear additional burden on the property taxes and stated he would oppose. #1590 M/S/C/(Drouin Pachek) to approve Ordinance, first reading, adopting pursuant to Chapter 26, Laws of Washington, 1981, and stating the intent of the City of Bremerton to annex to, join, and become a part of the Kitsap County Rural Library District; finding that the public interest will be served thereby; and asking for concurrence by the Library Board and to approve the attached concomitant agreement. VOTE: In favor; Horning Pachek, Drouin and Adrian Opposed; Anderson & Sturdivant Motion APPROVED. With no further business, meeting adjourned at 9:08 p.m. After meeting was adjourned, Mr. Bob Smitheron, asked to address Council on an immediate concern. He requested that someone investigate a possible leak/spill at 15th & Park from the new Wastewater lines. Councilman Phil Drouin took information and will research.
