COUNCIL MEMBERS REPORT
Councilman Mosely, introduced former residents of the city,
Mr. & Mrs. Phil Krammer who were visiting in the area.
Councilman Amo, reported that he met with the Parks
department Board of Directors and they expressed their
concern that the Council is not aware of issues facing the
Parks department. They have decided to issue a periodic
report directly to the Council.
Councilman Drouin, spoke on two issues; (1) the letter
drafted to the U.S.Navy regarding pending changes in the 0 &
M charges for sewerage service rates, which has been
approved by the City Attorney and (2) the rough draft of
Ordinance #3908 for sewer hook-up requirements presented by
Court Prisk. He expressed his concern that, although 5 of
the 9 Councilman attended "Kitsap" day in Olympia, there
were few representatives from the area Chamber of Commerces.
Councilman Adrian, spoke of meeting with Mr. Berentsen,
State Ferry official in Olympia, with Mr. Berentsen
encouraging the City to draft a letter to the sub-committee
asking for funding to finance a new new ferry terminal. He
said he and his contituents left Olympia with the opinion
that the money is not a secure at this point. He said the
sub-committee has majors decisions to make regarding what to
fund in the coming years and Bremerton/Kitsap County should
actively make their needs known.
Councilman Drouin recommended that the Council appoint
Councilmen Adrian and Horning to represent the City of
Bremerton in lobbying efforts with the State Transportation
department in support of earmarking the necessary funding
for a new Ferry terminal. He stated that State Senator
Guess, Spokane, is attempting to block the funding.
Council President Anderson spoke to Council regarding the
Salaries for the positions of elected officials and that the
County Auditor needs to know by next week if there will be
an increase. Filing fees for office are based on a
percentage of the annual salary.
Councilman Adrian stated the Budget & Finance committee will
discuss this issue in detail at their committee meeting next
Tuesday and prepare a recommendation.
BANKING ~GREEMENTS, #AB85-138
Ms. McCluskey presented a request from the City Treasurer
regarding Banking Agreements. The City does a large portion
of it's banking with People's National Bank which includes
idle funds. Two of the Agreements spell out the
relationship between the bank and the City when the City
purchases B.A.'s (Bankers Acceptances). The third Agreement
is a safekeeping Agreement which is done by receipt. This
Agreement greatly reduces the risk of lost, damage or stolen
investment instruments and is formalizing what has been in
actual operation for several years.
Councilman Johnson, Chairman of the Budget & Finance
committee commended Treasurer Olney and Director of
Administrative Services for preparing these documents in an
effort to finalize.
