SUMMARY: On November 30, 2005, the Council approved a 60-day moratorium on development
over 40 feet in the Highland / Pleasant Avenues district between 6th and 11 th Streets until design
guidelines could be developed. The moratorium went into effect on December 13, 2005. Continuing
the moratorium until April 13, 2006 will allow the public process to conclude and allow sufficient
time for Planning Commission and City Council public hearings.
