PUBLIC RECOGNITION
Mr. Derick Cronkite, 3209 17th Street, stated he had been
talking to Contractors regarding the fees for Building
Permits and Plan Checking. He felt this was a duplicate
charge and in many cases a Plan Check is not even necessary.
Councilman Sturdivant stated he had discussed the matter
with Mr. Cronkite and contacted Mr. Gero who will follow-up
with the Building department in possibly reviewing the fee
structure. Councilman Adrian suggested that the Planning
Committee look into setting appropriate fee structures.
Council President asked that Mayor Dawkins follow-up on the
inquiry. Councilman Horning stated he understood that fees
are adopted by Ordinance so they could be changed at any
time.

Councilman Pachek, noted that the Wastewater Facilities
Construction Project meeting will be held in the Council

ECONOMIC DEVELOPMENT COUNCIL CONTRACT, #AB85-028
Ms. McCluskey presented.the Agreement between the EDC and
the City of Bremerton. On August 15, 1984, the City
Council passed Resolution #2043 supporting the Economic
Development Council of Kitsap County effort to make an
application to promote economic development in Kitsap
County. That application resulted in a grant being
approved. It was noted that many Bremerton businesses and
leaders are participating in the program.
Mr. Joe Gero, Planning Director, stated that some concern
has been expressed whether the City will benefit from the
Grant and he assured Council yes. He will act as center of
information with over 80 people being trained and Council
should not be concerned about political boundaries as
benefits will be realized by both City and County divisions.
What is now needed is confirmation of original commitment by
the City. Councilman Johnson expressed concern that Mr.
Gero's time will be spent running the whole program and
projects needing to be completed for the City will suffer.
Councilman Sturdivant asked what portion of time will be
required, by Mr. Gero, from his City Hall responsibilities.
Mr. Gero responded that he has already and will continue to
devote much private time and that time away from the job
will be minimal. Mr. Gero continued that it will be
approximately 18 months before the City will realize the
dollar return from efforts expended. Mr. Gero indicated
that it will not cost-the City any dollar figure. He noted
some of the benefits to the City will include, Industrial
Atlas to include 20 sites; Bremerton Business and Industry
will be trained to encourage clients into the City of
Bremerton and there will be a retention program County wide
to include Bremerton. He indicated a Mr. Larry Stockton
will be surveying Businesses and calling on City people to
offer assistance. Council President Anderson indicated that
the new Governor-elect, Booth Gardner, is a strong supporter

approval by the State of Washington.
Mr. Joe Gero, Planning Director, stated he is scheduling two
set of meetings, (1) for Water front and Port of Bremerton
officials and (2) for the property owners involved.

offers a 2% contract increase for 1984, retroactive, with a
five percent (5%) increase for 1985. Expiration of the two

City Attorney Bill Broughton was concerned that the
Policemen's Bill of Rights is attached to the document as it
is only information and not included in the agreement. He
noted that under Appendix I it refers to information only.
Councilman Adrian expressed concern that an addendum should
be placed under Article II - Recognition; 4th Line, after

HEARING - REQUEST FOR REZONE FROM R-2 TO B-3, BREMERTON
EAGLES, #AB85-033
Ms. McCluskey presented a request from the Planning
department, on behalf the Bremerton Eagles, for approval of
a Rezone change from R-2 to B-3, located at 205 6th Street.
Council President Art Anderson asked the Council and the
Public if any person had a conflict of interest regarding
this hearing with Councilman Pachek stepping down and
remaining Councilmen seated.
Ms. Carol Saari, Planner, was present to give the Staff
report and noted that the Planning Commission has
recommended B-2 not B-3 as requested by the proponents. She
stated that to conform zoning of Bremerton Eagles to it's
present usage was the applicant's intention. It would also
allow utilization of the kitchen/dining room facilities.
The Eagles structure was built in 1941 and~ has been in
continuous use by this fraternal lodge since then. An
increase in traffic could be expected from property rezoned
from R-'2 to B-2. Existing use and Structures include a two-
story lodge, approximately 15,000" square feet, for the
Eagles Club. Access- to the subject site is gained from
Sixth Street (pedestrians) and Washington Avenue -(vehicular
access). The subject site falls within Council District No.
4 and the CBD Neighborhood has no neighborhood plan or map
at present. Ms. Saari noted that all city departments were
contacted and their comments are contained in the
resolution.
Ms. Saari outlined conclusions in Planning Commission
Resolution #732. She concluded that the Planning Commission
imposed no conditions on the proposed rezone.
Ms. McCluskey read three (3) letters into the record that
indicate support for the requested rezone from, Mr. Biff
Lampe, James Gannis, and Jack Mitchell.
Mr'. Daniel Bolhman, 2607 Franklin, representing the Eagles
Club spoke in support of their request stating that the Club
lost over $25,000.00 during 1984 because of the increased
costs to maintain the facility. They cannot continue to
operate in the red and must take positive action to insure
that Bremerton will be able to support the existing
facilities and the Eagles movement. By changing the zoning,
the Club will be able to rent out it's dining area to
commercial or other organizations, and generate new, much
needed revenues.
Councilman Amo felt that the original request from the
Eagles of B-3 is indeed appropriate for the area and was
surprised that the Commission recommended B-2. Councilman
Mosely agreed.
M/S/C/U/(Mosely/Amo) to grant a request from the Bremerton
Eagles, contrary to the Planning Commission recommendation,
for a Rezone from R-2 to B-3, 205 6th Street.
Councilman Pachek returned to the meeting.

HEARING - REQUEST FOR ZONING TEXT AMENDMENT, CITY OF
BREMERTON, #AB85-032
Ms. McCluskey presented a request for a Zoning Text
Amendment by the City of Bremerton. The Planning Commission
recommended approval (6-1), per Resolution #737. The Zoning
Ordinance currently does not allow government offices to
locate in residential neighborhoods.
Ms. Carol Saari presented the Staff report from the Planning
department and indicated the Planning Commission would grant
the Special Use Permit if it was determined that the
proposed government office would have no adverse impacts to
the area and would not be detrimental to the residential
neighborhood. She noted that the Commission suggested
adding a new section 300(7); "Governmental office facilities
shall be allowed only by a Special Use Permit granted by the
Planning Commission". Ms. Saari noted that the Planning
Resolution indicated the requested text amendment is similar
to Section 308 which allows churches and schools in
Residential R-1 neighborhoods by a Special Use Permit from
the Planning Commission.
Ms. Saari out.lined the Conclusions in Planning Commission
Resolution #737.
Mr. Jim Straight, Pres. Kitsap Lake Neighborhood, indicated
it has no affect and would like to see it approved by
Council. Councilman Amo asked if the proposed Zoning Text
Amendment' had anything to do with the Police Annex. Mr.
Gero indicated that the residents of Westpark had invited
the Police department to have an office but found not in
conformance with the zoning ordinance therefore this is to
correct the problem. Councilman Amo felt that the request
is self-serving and would opposed on that basis.
M/S/(Amo//Mosely) to recommend denial of the request for
Request for Zoning Text Amendment, City of Bremerton with
discussion continuing. Mr. Gero indicated that if the
Amendment is not passed, the Police department will have to
move and the Building department will go out and post the
property. Councilman Adrian asked if there was any tool
available through existing ordinances with Mr. Gero
responding that government must comply as does everyone
else. Councilman Mosely was concerned that the Planning
Commission would recommended approval because it puts
Council in a conflicting circumstance. Councilman Johnson
suggested that possibly the new Fire Station off Kitsap Way
could house the police unit. Mr. Johnson was concerned with
establishing office buildings in a R-1 zone. Councilman
Horning agrees with Councilman Adrian, both in favor,
because of the process which allowed public input.
VOTE: In favor; Sturdivant, Pachek, Mosely, Anderson, Amo,
& Johnson. (6)
