designated at the entrance to the Holiday Inn; that this would make it easier
and safer for people to cross the street. Jim Strait, 6530 Harlow Dr., stated
he thinks that area should be designated no parking; that it is sad when the City
cannot force people who build to supply adequate parking for their customers.
He stated that Mr. Mentor has plenty of room below to provide adequate parking.
Commissioner Stewart explained that the businesses in. that'area were not notified
before making this a "no parking" area and that is the reason Council took action
to allow parking. He stated the Police Dept. and Engineering Dept. are due back
with their reports in two weeks. No action was taken regarding a cross-walk.

RECORDS MANAGEMENT REPORT
Ms. Mandio discussed the records management study done by Arcadia Associates in
the Clerk's office and Treasurer's office. She stated they did an excellent job
and she thinks it would be beneficial to the City to have a study done in all
City departments. Commissioner Stewart stated the cost should be taken from the
General Fund rather than each department. Ms. Mandio stated that total records
management is being implemented in the Clerk's office at this time and if an
initial study is done in each department, it will be possible to maintain it with
the City staff.
Motion by Commissioners Stewart and Swanson to ask for a proposal to determine
the cost for the entire City. Under discussion: Commissioner Swanson stated he

Clerk read memo from City Treasurer and City Auditor, dated March 26, 1980, regarding
which fund should receive the proceeds of the sale of real property which is sold by
the City. The memo stated that in case of Water Fund and Sewer Fund, the proceeds
should.go into those funds or, preferably, into the cumulative reserve funds associated
with them or the debt service funds. The letter suggested (when property was pur-
chased by other funds) the following alternatives: (1) Put the money in the fund
which originally purchased the land;.(2) Put the money in Cumulative Reserve for

General Municipal Purposes; or (3) Put the money in a specific fund selected
at the time of the sale. The memo suggested selecting alternative #3 and stated
this should be followed by appropriation of the revenue and expenditures approved
by a budget number. The memo suggested further that a standing policy be imple-
mented that if the Council does not specify the fund to receive the money, it be
put in the Cumulative Reserve for General Municipal Purposes Fund for carryover
to the following year. Co~nissioner Stewart stated he thinks this is a good idea.
Motion by Commissioners Stewart and Swanso~ to follow recommendations of City
Treasurer and City Auditor as stated above, carried.
PORNO SHOP ON CALLOW (Letter from Sharon Weber)
Clerk read letter from Sharon Weber, no date, which stated that Bremerton does
not need any more porno shops; that she thinks it is about time that people who
are offended by these types of businesses had some rights. She stated she was
glad the majority did not want this type of business in Bremerton.
RENAMING IVY STREET
Clerk explained that a request had been receivedto rename Ivy Street to Morris St.
because of confusion resulting from Ivy Rd. She read'memo from City Engineer,
dated March 28, which stated that the Fire Dept., CENCOM and Engineering have
no objection to the name change; that they do not feel there will be any con-
fusion if it is named Morris St. She then read memo from Planning Director,
dated April 1, 1980, which stated that the name Morris St. would appear to be
a reasonable change and he has no objection.
Motion by Commissioners Stewart and Swanson to approve renaming Ivy Street to
Morris Street, carried.
ENERGY MANAGEMENT
Clerk explained that she has received several announcements regarding energy
problems and she asked for direction as to who should start receiving these and
who should take responsibility for answering them. She stated the surveys should
be answered so the City has some answers to ener~L~ needs. Discussion followed
and Commissioner Swanson stated he feels the State and Federal Government add
costs to these operations without accomplishing anything. Commissioner Stewart
agreed with Commissioner Swanson and both felt the City should not answer these
surveys.
USE OF VACATED COMPUTER ROOM
Clerk explained that a petition had been received from employees requesting that
the computer room be turned into a lunchroom for the employees. She stated the
Police Dept. has no objection as long as they are assured of using the old lunch-
room for their polygraph room. She read memo from Planning Dept. which stated
the Planning Dept. staff felt the lunchroom idea is fine. The memo stated the
Municipal Court is in need of more room, as is the Probation Officer. Commissioner
Stewart stated he thinks the computer room should be renovated to a lunch room.
He stated there is a possibility that working hours can be staggered to allow
City Hall to be open later in the evening. Commissioner Swanson questioned how
many employees would actually use the lunchroom. Commissioner Stewart suggested
getting suggestions from the employees regarding what they would like to have
in the lunchroom; i.e., microwave oven, sink, refrigerator, etc. and submit them
to Council.
LEYDE AMBULANCE CONTRACT
Clerk read letter from Dora McCrary, dated March 31, 1980, which stated she had
paid an ambulance bill to Leyde in the amount of $369.20 in Oct. 1979; that Blue
Cross mailed a check in the amount of $157.77 direct to Leyde in Nov. 1979. Leyde
reimbursed her for this amount in Dec. 1979, but continued to bill Mrs. McCrary's
mother for ambulance services, even though the bill had been paid in full. The
letter discussed the harrassment her mother has been subjected to and asked what
can be done.
Clerk then read .letter from Robert Mussman, dated March 31, 1980, regarding billings
sent by Leyde to various individuals. The letter stated that a cursory investiga-
tion would show that the ambulance service has not been satisfactory and there is
a need for immediate positive corrective acion. The letter recommended that the

contract with L~yde Enterprises for ambulance services be suspended immediately.
Clerk read letter from Evergreen Legal Services, dated March 31, 1980, which
requested that the City cancel its contract with Leyde for ambulance service and
that the City notify Leyde customers that they are not legally responsible for,
charges for any services from Leyde which they did not receive, including the
no transport fee. These letters are on file in the Clerk's office.
Considerable discussion followed regarding the ambulance contract with Leyde
and Commissioner Stewart stated he feels that the subsidy to Leyde and the monopoly
clause in the ordinance should be eliminated. He stated he feels the Fire Dept.
Rescue I vehicle should be set up so that it can transport.
Mary Gleysteen, Evergreen Legal Services, requested that the City notify Leyde
customers that they are not legally responsible for certain charges. Con~is-
sioner Stewart asked if the City can do this and Mr. McCluskey stated it appears
to him that if the City calls out Leyde, the City is responsible for any charges
for no transport calls. Ms. Gleysteen stated the City is responsible for its
citizens and it has a responsibility to inform those ~itizens; that she is asking
the City to give notice to these ciLizens only; that she is not speaking of any
court action. She stated they are asking to have the source of the problem
corrected.
Bill Meigs, Fire Chief, explained the procedure that is used for emergency calls
now. He stated the Fire Dept. responds to 911 calls; if the paramedics request
an ambulance, Leyde is called out. He stated that if the paramedics are on an
aid call and a second aid call comes in, Leyde Ambulance responds to the second
call. Mr. Meigs explained that the paramedics fill out an aid report for each
aid call and a copy of this is sent to Leyde. The aid report shows what services
and equipment were furnished by the Fire'Dept. Mr. Mussman showed the Council
an aid report and indicated that Mr. Leyde still charged an individual for equip-
ment and services furnished by paramedics. Commissioner Stewart stated Council
should pass an ordinance to have these cases tried in Municipal Court; that a
businessman should not be allowed to defraud individuals. Mr. McCluskey explained
that there is a special unit set for consumer fraud and the City cannot handle
everything that goes on in the City. He stated the City does not have the staff.
Steve Skagit, 1746 5th St., stated he was billed $189.50 for ambulance services
and he has paid $90.00, which he thinks is a fair price. He stated it is not
just the matter of ambulances that he objects to; that all Mr. Leyde's fees are
high. Commissioner Stewart suggested that he take his complaint to Small Claims
Court.
Grace Anderson, Phinney Bay, stated she paid a bill for ambulance service for
$175.85 and she was billed for services she did not receive. Commissioner Stewart
suggested that she also take her complaints to-Small Claims Court.
Chief Devery explained that all the complaints that have been received are in the
hands of the prosecutor waiting for him to take action.
Commissioner Swanson stated the City would like to acquire another R-1 vehicle;
but with the amount of money available, it will be very difficult. Ms. Mandio
noted that the City is obligated to buy Mr. Leyde's equipment if the contract
is canceled before five years. Mr. Meigs staled that the Fire Dept. could provide
emergency transport with two vehicles, but there is no way they could provide
routine transports to outside locations. Commissioner Swanson stated he needs
more information regarding how many emergency calls Leyde is called out on and
he cannot get this information today; that he is not in a position to make a
decision regarding cancellation of this contract. He stated he is not about to
jeopardize the health and welfare of the citizens of Bremerton by agreeing to
cancel this contract at this time. Commissioner Stewart suggested that a copy
of Mrs. McCrary's letter be referred to the Police Dept. and to Mr. Leyde.
Meeting recessed from 11:05 A.M. until 11:15 A.M.
