April 22, 1980
TAPE #184 Regular meeting of the City Commissioners of the City of Bremerton, Washington,
(A) was held in the Council Chambers at City Hall, 239 Fourth Street, on Tuesday,
April 22, 1980 at 9:00 A.M., with Mayor Jarstad presiding. Also present were
Con~nissioner Stewart, Commissioner Swanson, City Clerk Mandio, Assistant City
Attorney McCluskey and representatives of the press and radio.
Meeting was opened with the Pledge of Allegiance and invocation was given by
Rev. Hank Ford of Trenton Avenue Baptist Church.
MINUTES OF APRIL 15, 1980
Motion by Mayor Jarstad and Commissioner Swanson to approve minutes as circulated,
carried unanimously.
~BULANCE CONTRACT
Mayor Jarstad discussed the issue of the ambulance subsidy and stated the proposed
contract pertains only to those calls for which the City requests an ambulance for
transport. He discussed the City's paramedic program and stated it is one of the
best in the State. He stated the Fire Chief and Police Chief have been working
with him to draft a better contract which will spell out more completely just what
the City will pay.
Bill Meigs, Fire Chief, stated the proposed contract is an attempt to respond to
the complaints that have been received over the years: (1) Poor maintenance;
(2) Unqualified personnel; (3) Bills that are too high; and (4) Unreasonable sub-
sidy amount. He stated the City will inspect all the vehicles every six months,
in addition to the inspections made by DSHS; the Fire Dept. will check qualifica-
tions and keep a record on everyone in the ambulance service; there will be a
single cost figure of $105.00 on all City-initiated calls, plus waiting time after
the first ten minutes; for no-transport calls that are City-initiated, the City
will pay $40.00 plus waiting time after the first ten minutes; the $30,000.00
subsidy will be eliminated and there will be a guaranteed payment for services
rendered under the new contract.
Considerable discussion ensued and Cbmmissioner Stewart stated he is concerned
about the financial obligation of the City; that he would like to have a limit
put on the amount the City will pay. He stated it is much better than the con-
tract the City now has with Leyde. Mayor Jarstad stated if everyone pays his
bills, there will be very little cost to the City. He stated this contract will
eliminate the $30,000.00 subsidy and there is a cancellation clause that can be
used if it proves to be too costly. Bob Mussman stated he feels this is a good
contract and will be much better than the old one. He stated he feels that $105.00
is a reasonable figure for a transport.
Wayne Smith, 1530 Naval Ave., noted that it will be a costly operation to collect
the unpaid bills and set up vehicle inspections. Mayor Jarstad explained that the
City has the facilities to accomplish this at the present time.
Commissioner Stewart read letter from Olympic Ambulance, dated April 18, 1980,
which stated they are interested in providing ambulance service in the Bremerton
area. This letter is on file in the City Clerk's office.
John Tracy, Evergreen Legal Services, raised several questions regarding the con-
tract and it was the consensus of the Council that any input be directed to the
Ma~or, Fire Chief or Police Chief during the next week.
Charles McCormack, 2102 East Phinney Bay Dr., discussed erroneous billings at
length. He stated he did not think it is proper for the City to pay uncollectible
bills with the citizens tax dollars; that it is subsidizing private industry. He
asked why the Rescue-One unit cannot be used for transport and Commissioner Swanson
explained that Rescue-One has to be kept free for emergency calls. Commissioner
Swanson stated he hoped the citizens of Bremerton would vote to authorize another
R-1 unit; but until this is done, there is a need for ambulance service from the
private sector.

(A) 2245 Clerk stated the hearing had been advertised, posted and letters of notification
mailed to residents as required by law. She read Planning Commission Resolution
No. 556 regarding a Special Use Permit in R-1 Zone which recommended approval.
She then read Planning Commission Resolution No. 557 regarding a rezone from R-1
to R-2 which recommended denial. She stated 56 advisory ballots were sent, 15
returned with 5 agreeing and 10 disaOreeing with the request.
Ken Attebery, Planning Director, discussed the request and stated the Planning
Commission recommended approval of the Special Use Permit and denial of the rezone.
He discussed the surrounding land use and stated access to the development would
be off Marion. He stated there will be pedestrian access to the residential area
with limited service vehicles allowed to circulate through the residential area;
that a 20-ft. unobstructed pathway will be left to allow emergency vehicle access.
Hugh Lewis, 610 Wilbert, stated he is totally against the rezone because there
are too many people in that area now. He asked where the neighborhood children
will be playing if the park is developed with these cottages and Mr. Attebery
explained that the structures will be developed on the asphalt area by Marion
School. Mr. Attebery stated no trees are to be removed from the park. Mayor
Jarstad stated that the recreational area will remain and Forest Ridge Park will
not be disturbed by this proposal.
Commissioner Swanson stated he would hope that DSHS will take care of any drainage
problems that are inherent to the site. Jim Root, City Engineer, stated the
matter of drainage has been discussed and the State is aware of the problem. He
stated the State indicated the drainage problem would be a part of this project.
Mr. Root suggested tying this into the Marion'Avenue storm drainage area and
Commissioner Swanson stated a storm pond system would be fine if DSHS would
cooperate with the City. Mr. Attebery stated the Planning Commission requested
that a storm water detention system be included in the conditions.
Willard Charrete, 2510 Sixth St., stated he thought his property was zoned commer-
cial when he bought it several years ago and he was not informed that it had been
rezoned. Commissioner Stewart asked that he meet with Mr. Attebery to determine
if it ever was zoned commercial. Mr. Charrete stated he thinks this proposal is
a wonderful idea and he is in favor of it.

Mrs. Wojan, 103 South Marion, discussed the drainage problems she has and stated
a drainage system has to be put in before winter. She stated this many units
will increase the water that comes down Marion and if storm drains are put in,
that should alleviate the problem. She asked if the neighbors will be notified
before the storm drains are put in and Mr. Root explained that a public presenta-
tion to the neighbors is necessary before anything is done. He explained that
Block'Grant Funds are available for this project and he expects to have a bid
call by the first of August. Commissioner Stewart noted that Mrs. Wojan's problem
should be taken care of with the storm drain project and Commissioner Swanson
stressed to Commissioner Stewart and Mrs. Wojan that the City cannot make a commit-
ment that any given problem will be taken care of without investigating it more
thoroughly.
