Ken Attebery, Planning Director, stated the application for variance is requested to relocate a sign within 5 ft. of an R-1 zone within the parking area of Tony's Italian Restaurant; that the sign has existed for years in a location which is non- conforming. He stated the request is to relocate the sign approximately 3 ft. to the east; the the code requires a 50-ft. separation from R-1 property. He stated that the abutting property owners have no objection to the relocation of the sign; that their residence is below th~ level of Kitsap Way a'nd will not be affected and the relocation of the pole projects no light toward the residence. -4- CITY CO~IISSIONERS' P!INUTES June 10, 1980 Page five Mr. Attebery explained that the Planning Commission felt that the sign could be placed to meet the requirements of the ordinance and this is the reason for their denial. PETITIONER: James Robinson stated the reason they want to move the sign three ft. is to allow some realignment of parking spaces and better access to the parking. He stated the expense of relocating the sign at another location is prohibitive; that the abutting property owners have no objections to the relocation as proposed. No one was present to speak against the variance. Mayor Jarstad stated the sign is already non-conforming; that it would be better to have it moved three ft. and allow realignment of the parking spaces. He aske!d if this is to be a text plan only. Mr. Attebery explained that the planning process as formulated will be a several-phase process; that the first phase will be the adoption of the policy phase; the second phase will be the adoption of the plan use and zoning maps. Commissioner Stewart stated he doesn't think they are talking of just the downtown area as the central business district; that there is a large parcel of property on the east side that is zoned business. Mr. Attebery explained that the Plan talks about different uses for business in different areas. Mr. Hodge asked what Clare's Marsh would be designated and Commissioner Stewart stated he thinks it would general business because that is a retail center in that area. Mr. Hodge asked why the Plan did not reference the EIS and Mr. Attebery explained that the Plan is a general goal and policy plan for the City; that the EIS analyzes that particular plan and those same types of levels of detail. -5- CITY COP~4ISSIONERS' ~dINUTES June 10, 1980 Page six Hearing was recessed for bid openings. He stated the Plan is a step process and the impacts of each steps can only be analyzed at that particular step. Commissioner Stewart asked if any thought has been given to the economic feasibility and Mr. Attebery replied that both the advisory committee and the Planning Commission had those kinds of issues in mind. Mr. Hodge asked i f there are any statistics available as to where the population is distributed in the City. Mr. Attebery explained that the statistics that were utilized in the EIS were obtained from the Puget Sound Council of Governments. Martin Roe, Dept. of Community Development, asked if the Comprehensive Plan will be accompanied by a land use plan or a zoning map and Mr. Attebery e×plained again that this is a two-step process; that phase II includes the land use map or zoning map.
