urban renewal redevelopment program for the CBD.
Gordon Bell stated that three years ago the City was going ahead to prepare
an urban renewal plan. He stated that if the property owners are not
involved that will not happen. Part of the citys efforts would be to secure
property owners and developers commitment to know that the plan would be
implemented. Mr. Bell presented a three phase timel~ne. Phase I the
urban renewal project developer selection, Phase II urban renewal plan develop-
ment, phase III implementation.

Comm. Stewart stated ~at he appreciated the schedule but that some leases
with major tenents musz be secured. Gordon Bell replied that this is covered
by Phase III. That the City would not develop streets etc. until _t has
leases and financial commitments to go forward. C~lmm. Stewart asked where
the schedule was for Phase III, he stated that there was no date to implement
the plan. Mr. Bell stated that it is assumed that implementation would immediately
follow the plan. Comm. Stewart stated that agreements for LIDs and leases
must be signed before we vacate streets. Mr. Bell stated that he would re-write
the Phase II part of the plan to indicate that the developer will secure
commitments from major tenents. Comm. Stewart asked if the developer would
be doing this on his own or if he would be paid. Mr. Bell stated that the
City could develop the plan or private parties could or it could be a joint
venture. He stated that he could add under Phase II that an actual contract
between the city and the developer is prepared so that the developer knows
that there is a specific commitment from the City. Mr. Bell stated that we
are assuring the developer that we will go forward based on the number of
property owners involved. If there are any property owners who are not
interested, property would have to be auctioned according to the law.
Discussion followed regarding LID's and the need to have the LID formed
prior to any vacations.
Motion by Mayor Jarstad and Commissioner Swanson to approve Resolution #1859,
carried unanimously.
Howard Hagger, stated that he is one of the owners of the Sears Property
and that passage of the Urban Renewal Resolution will show that the public and
private sectors are ready to take significant action to ensure a successful
development plan. Mayor Jarstad thanked the business people in the audience
for their support and hard work. He stated that Gordon Bell has worked hard
and wished him continued success in his efforts.
STREET LIGHT ON ROGERS STREET
Clerk read memo from City Engineer stating he had received a request for a
street light to be located at the alley intersection of Rogers Street between
South Montgomery avenue and South Callow Ave. This site was investigated
and found to be deficient in lighting. They recommend that a street light
be installed as requested.
Motion by Commissioner Stewart and Commissioner Swanson to approve installation
of street light on Rogers Street between Montgomery and Callow, carried unanimously.
OUTSIDE UTILITY AGREEMENT
Clerk read memo from City Engineer regarding application for outside utility
agreement for property at 112 Sunnyhill Road. He stated that the Engineering
Department does not find that any of the exceptions of City Resolution No.
1767 are satisfied.
Motion by Commissioners Stewart and Swanson to deny the request for outside
utility agreement for property at 112 Sunnyhill Road, passed unanimously.
AGREEMENT FOR AID, REAL PROPERTY ACQUISITION
Clerk read memo from City Engineer stating that there are certain aspects of
real property acquisition which the City is not authorized to do for Federal
Highway Authority funded projects. The Agreement with the Department of
Transportation and City provides the necessary assistance from DOT. It is
a blanket agreement with the actual labor to be contracted by a separate
letter of instruction from the City. The agreement is approved by the City
Attorney.
Motion by Commissioners Stewart and Swanson to approve agreement with
Department of Transportation, carried unanimously.
MANETTE NEIGHBORHOOD ASSN. CONCERNS RE SHORE DRIVE AND TRENTON

Assn. He stated that they reviewed the request for a "no turn around" sign

and Shore and that there is a "dead end" sign on Shore Drive east of Trenton.

installed in the Kegel Junior High School and the Manette School vicinities.
SPEED LIMIT SIGNS ON ALMIRA
Clerk'read memo from Capt. Brown stating that a change in speed limit to 10
mph on this short cul-de-sac would be difficult for offices to enforce
He suggested 1)a sign indicating "Children at PIay" 2) a speed bump to slow
the cars down on this short cul-de-sac. He stated he was informed that we
can put speed bumps in public streets however there could be a liability problem.
Mayor Jarstad asked Capt. Brown to contact the neighbors and inform them of
the various options to get their feelings on the matter.
TOWING CHARTES - ARLENE GORSKI
Clerk read letter from Ms. Arlene Gorski stating that her car had been towed
from a parking space west of Pacific Ave. adjacent to the west bound lane (leading
to the first street gate at the Navy Yard). She stated that the arrangement of
signs, meters, painted curbs etc. at the northwest corner of First Street and
Pacific Ave. at the time of the incident are not clear~ Capt. Brown stated
that he felt the police department should pay Mr. and Ms. Gorski's towing bill
of $34.65. The parking ticket cost was absorbed. He stated that they are
now posting each parking meter with a Tow Away Zone sign and that it
will hopefully eliminate the confusioa in ~hat area. He stated further that
the city should not be obligated to pay the additional sum requested in the
amount of $37.78 for expenses as the area was posted. Comm. Swanson stated
that he questions the domino effect of a move to approve this, that other
citizens who have been ticketed may request a refund. Capt. Brown stated
that they judge each case on its merits.
Motion by Commissioners Stewart and Swanson to approve payment to Mr. and Mrs.
Gorski of $34.65 in reimbursement of towing charges paid., carried unanxmous~y.

Clerk read letter from the Jensen Ave. Water District Commissioners ststing that
their water mains are all two inches in size or smaller and very old and that
they wish to replace the lines. He stated that the Water District is too small to
raise the money needed through the issuing of bonds and asked the City to assist
with financing through formation of a limited improvement district pursuant to
the resolution process found in RCW 35.43. The letter stated that they are obtaining
signatures on a petition from the customers indicating their willingness to be
part of a limited improvement district. They would like to present the petition
and discuss the formation of the improvement district at the August 12, 1980
meeting. Comm. Stewart stated that he and one of our bond attorneys met with
these people about a year and one-half ago and that he has not heard from them
since. At that time they explained the process to them. Cc~nmissioner Swanson
stated that they should be aware that construction costs have soared. Mayor

that there is an old sewer line on property owned by Puget Sound Beverages.

sewer line is active and that the owners of the building it serviced were
not paying City maintenance and operation costs or paying the Navy Yard
Sewer District. Puget Sound Beverages plans to build a warehouse on the
property and are holding the city harmless from any damages that may occur
as a result of this sewer line.
Motion by Commissioners Swanson and Stewart to accept Hold Harmless Agreement,

LETTER FROM BREMERTON CHARLESTON TRANSPORTATION COMPANY
Clerk read letter from Manager of BCT stating that of 19 gasoline powered twin
coaches, 16 are operational, 3 are being cannibalized for parts. The balance
of the fleet is made up of 7 - 1973 Flexble Coaches powered by diesel engines.
Parts availability is a problem for the Twin Coaches. He stated that Section
Three grants can take from 2 to 3 years and that an interim program of
replacing Twin Coaches with used diesel transit coaches should be given
consideration. Used buses range from $17,000 to $20,000. Comm. Stewart stated

will be $7,812.00. She stated that she will forward copies of the letter
to the City Treasurer and Auditor.
CITY PROPERTY ADJACENT TO 949 WASHINGTON AVE.
Clerk read memo from City Engineer stating that further review of the appraised
value and sale price of the property adjacent to 949 Washinton Ave. indicates
that the $1,000 stated in the memo of June 6, 1980 was too high. The parcel
sold to Mr. Gegner upgrades the value of the apartment property owned by him
when used for parking. The parcel proposed to be sold to Ms. Moore upgrades
the value of her property due to the fact it enlarges the lot upon which her
house is built. Both parcels standing alone are not large enough to build upon.
Using similar criteria for reducing the appraised value as was used for the
parcel sold Mr. Gegner and considering the portion desired by Ms. Moore
contains only about one-half the area of the one sold Mr. Gegner, the sale value
of the property desired by Ms. Moore would be $500.00.
Motion by Commissioner Stewart and Mayor Jarstad to authorize sale for $500.00,
carried unanimously.
CHANGE ORDER # 2 - CONTRACT #1965

date for this job would then become Friday June 27, 1980.
Motion by Commissioners Swanson and Stewart to approve 10 day extension,

BLOCK GRANT HEARING
Clerk read memo from Block Grant Coordinator requesting that the Council act
on the recommendations concerning the third year block grant projects and
reallocation of $9,000 in second year pool operation funds. It also suggested
that a summer security guard be hired for Evergreen Park. The Housing
action program proposes rehabiliation of 39 homes using block grant and section
312 money. Construction of 45 units family rental housing, rehab of 74 units
rental family housing, 70 units of rent subsidy be incorporated into the annual
goal for housing assistance. This one year action program and the numbers it
represents are a minimum to comply with HUD regulations and Block Grant
rehabilitation goals.
Jeff Hosea president of the Smith Neighborhood Assoc. stated that the neighbors
want to be able to use Evergeen Park again and that ~hey encourage the idea of
a security guard.
Motion by Commissioner Stewart and Mayor Jarstad to approve recommendations
concerning 3rd year Block Grant, reallocation. of $9,000 in second year Pool
Operation Funds and hiring of a security guard service at Evergreen Pool and
the Housing Assistance Plan and rent subsidy plan, carried unanimously.

Sheridan Plaza Hearing - continued
Ken Attebery stated that the intent of amending the Ordinances was to clarify
the intent of the Planning Commission in approving Ordinance 3421. He stated
that Ordinance 2304 rezoned the bulk of Sheridan Plaza in October 1958.
Ordinance 3421 rezoned the remainder of the Sheridan Plaza, specifically a
smaller portion of the property at the northwest corner of the site with
conditions. An appeal was received from S.P. Carey requesting a review of
the approval of the building permit for Godfather Pizza stating this was
' a change in site plan which indicated a bank. This appeal resulted in an
interpretation by Planning Commission and attachment of new restrictions
on the total Sheridan Plaza site to li~it development to development already
on the sit~. This is to clarify the two rezones. Comm. Stewart asked if
the Pizza restaurant moved and a bank wanted to come in what they would have
to do. Ken Attebery stated they would have to go through the planning
department and Council. Planning commissi,.a was under the impression that
the conditions on the rezone of the smaller parcel controlled the entire site.
He stated that the property o~mers have stated no objection. Mayor Jarstad
stated that he hates to put restrictions on a persons ability to do something
in 5 or 6 years. We create more encumbrances on a piece of property.
Motion by Mayor Jarstad and Commissioner Swanson to deny the amendment to
Bremerton Zoning Ordinances 2304 and 3421, carried unanimously.
