The letter stated the position should be tabled until proper procedures are followed as requested last week; that hopefully this type of problem and procedures to follow will be clarified at this week's "Labor Management~' meeting, which is scheduled for Friday at 3:00 P.M. Discussion followed and Mayor Jarstad recommended that the duties of the position be submitted to Civil Service for approval of a new job classification and after a new job description is approved, that it be filled in a provisional capacity for 60 days before examination. Commissioner Swanson stated he feels that since this is a provisional appointment, it should be approved pending a new job description and approval of Civil Service Commission. Motion by Commissioners Swanson and Stewart to approve provisional appointment for Ms. Hamilton with the concept that provisional appointments are good for 60 days and that a job description be prepared and examination be held within 60 days. Under discussion: Commissioner Stewart stated this is the same procedure that was used for Walt Alloway, Dorothy Smith and Vicki Battermann. Commissioner Swanson stated a job description was presented at the same time the provisional appointment was approved for Walt Alloway. Considerable discussion followed and Commissioner Stewart stated the County will have budget restrictions on it; that it would cost a lot of money to purchase this property and he does not think the County is in any position to take funds out of the General Fund for this. Commissioner Swanson stated he wonders if the people in Kitsap County are willing to vote to raise their taxes in order to purchase this land; that he would like to have some indication from the landowners that they are willing to support this. Mayor Jarstad stated the open space between the City limits and Brownsville is rapidly disappearing and there is not much property left for development close to the downtown area. He stated this should be given considerable thought and he appreciates Mr. Carey's concern. Mr. Carey stated he would hope that Commissioners Stewart and Swanson would not throw cold water on the idea at this time; that it is wonderful this area has so much public land and the area needs parks close to downtown. He stated he hopes the Council will see fit to work with the representatives of Kitsap County. Commissioner Stewart stated he does not object to forming a Park and Recreation Commission and let the people vote, but he does not think the funds should come from General Revenue. Commissioner Swanson stated he would be in favor of asking the people if they wanted to buy a portion or even all of that property, but he does not want to leave a huge public debt. Motion by Mayor Jarstad and Commissioner Swanson to send letter to County Commis- sioners telling them it is the Council's desire to follow and endorse recommendations of other groups to set aside at least 160 acres of this property for open space and recreation. Commissioner Swanson: Discussed the truck accident on Arsenal Way this past weekend and stated he would like to have the Council's support in approaching both the County and the State to change the signs at "K" St. and National to divert traffic down National to Kitwap Way rather than to Arsenal Way. He stated appropriate signing at "K" St. and National and some signing at Kitsap Way and National would eliminate a large portion of that particular problem. He stated the merits of the proposed development are not subject to this hearing today; the subject is whether or not the applicant proceeded in the appropriate manner to get the variance. He discussed the background and stated the variance was approved on June 6, 1979; that a letter was received at a later dated from Mrs. Rosas indicating that she did not feel the process followed was proper and that is the reason for the hearing today.
